TN Government implemented India’s 1st Project to Conserve Nilgiri Tahr India`s first project to conserve endangered mountain goat `Nilgiri Tahr`The State Government of Tamil Nadu (TN) approved the implementation of India’s first The Nilgiri Tahr Project with an outlay of Rs 25.14 crore for a period of 5 years i.e. 2022 to 2027 to conserve Nilgiri Tahr (Nilgiritragus hylocrius), which is a state animal of TN.

  • The project is dedicated to its conservation, expansion of its habitat and to spread awareness among the public. It will be handled by a team headed by a Project Director.
  • It will be implemented with an initial allocation of Rs 10 crore.

Key Points:
i.Under this, there will be restoration of its historic and fragmented habitat especially Shola grasslands in Upper Bhavani as pilot to reintroduce the Tahr population, and will ensure proper rehabilitation facilities.

  • Notably, Nilgiri Tahr has become locally extinct in around 14% of its traditional habitat.

ii.The project was announced in the 2022-2023 TN Budget.
iii.It will have nine components, including bi-annual synchronized surveys across the Tahr range, including at the Nilgiri hills and the Asambu highlands, along with diagnosis and treatment for affected individuals.
About Nilgiri Tahr:
Locally known as Varaiaadu, it is the only mountain ungulate in Southern India among the 12 species present in India. This is the endemic species of the Western Ghats.
i.According to a report released by WWF (World Wildlife Fund) India in 2015, its population has been estimated at 3,122 in the wild.
ii.Its existing populations are under severe stress due to habitat loss and hunting
iii.It is listed as Endangered in the IUCN Red List of Threatened Species and is protected under Schedule I of the Wildlife (Protection) Act of India, 1972.
iv.The Eravikulam National Park in Anamalai hills, Kerala, is home to the largest population of the Nilgiri tahr.

MoHUA launches ‘City Finance Rankings, 2022’ and ‘City Beauty Competition’Ministry of Housing and Urban Affairs launches 2 key initiativesi.On December 28, 2022, the Ministry of Housing and Urban Affairs (MoHUA) launched ‘City Finance Rankings 2022’ and ‘City Beauty Competition’ during an event in New Delhi, Delhi.
ii.The initiatives and draft guidelines for the same were released by the Union Minister Hardeep Singh Puri, MoHUA.
iii.City Finance Rankings 2022 aims to evaluate, recognize and reward ULBs (Urban Local bodies) on the basis of 15 indicators across three key financial parameters viz. resource mobilization, expenditure performance and fiscal governance systems.
iv.City Beauty Competition aims to encourage and recognize the transformational efforts made by cities and wards in India to create beautiful, innovative and inclusive public spaces.

MeitY Minister Ashwini Vaishnaw launches G-20 DIA and Stay Safe Online Campaign from New DelhiUnion Minister Ashwini Vaishnaw launches G-20 Digital Innovation Alliance and Stay Safe Online Campaigni.On December 28, 2022, the Union Minister Ashwini Vaishnaw, Ministry of Electronics and Information Technology (MeitY) launched the Stay Safe Online campaign and the Digital Innovation Alliance (DIA) program, the first-ever programs to be launched worldwide as a G20 (Group of Twenty) initiative.
ii.The launch was made during an event in New Delhi, Delhi.
iii.G-20 DIA Program: Its objective is to identify, recognize and enable the adoption of innovative and impactful digital technologies developed by 174 start-ups, from G20 nations and the invited 9 non-member nations.
iv.Stay Safe Online Campaign: It will create awareness among citizens of all age groups and backgrounds about cyber risks and ways to tackle them.

Agri Minister Approves Formation of Advisory Group for Boosting the Bamboo SectorAdvisory group formed for boosting the Bamboo sector developmentThe Union Minister, Narendra Singh Tomar, Ministry of Agriculture & Farmers Welfare had approved the formation of an Advisory Group for streamlining the development of the Bamboo sector.

  • The Advisory group is represented by various stakeholders including academicians, researchers, innovators, progressive entrepreneurs, designers, farmer leaders, marketing specialists and policy makers.
  • The Union Agriculture Secretary will be the Chairperson and Mission Director of National Bamboo Mission will be the Convener of the Committee.

Key highlights:
i. The committee is mandated to advise on the bamboo plantation, technologies for value addition to bamboo, skill development in bamboo based processing and market linkages.
ii. The Advisory group consists of representation of various stakeholders including academicians, researchers, innovators, progressive entrepreneurs, designers, farmer leaders, marketing specialists and policy makers.
Steps taken to promote bamboo:
i.Government of India (GoI) has restructured and launched the National Bamboo Mission (NBM) during 2018-19 as a Centrally Sponsored Scheme (CSS).

  • NBM mainly focuses on the development of a complete value chain of the Bamboo sector to link bamboo growers with consumers for planting material, plantation, creation of facilities for collection, aggregation, processing, marketing, micro, small & medium enterprises, skilled manpower and brand building initiative in a cluster mode.

ii.Recently, the Prime Minister (PM) Narendra Modi inaugurated the new terminal of the Bengaluru (Kempegowda) Airport in which bamboo is used as an architectural and structural material and is defined as the ‘Green Steel’.
iii.Bamboo is also a reliable source for the ethanol and bio-energy production due to its fast rate of growth and abundance and can also be used as a replacement for plastics for its eco friendly moldable granules.
About Bamboo:
i.Bamboo is the fastest growing plant on earth and is popularly known as the “Green Gold”.
ii.They are drought resistant and can release up to 320 Kg of oxygen per annum. It absorbs around 30 % more Co2 (Carbon-di-oxide) from the atmosphere than other trees.
iii.In 2017, Government of India (GoI), exempted bamboo grown in non-forest.It removed the word ‘bamboo’ from the definition of a tree by amending the Indian Forest Act, 1927 and there is no prohibition of growing and cutting of bamboo tree for economic use.

Department of Posts launches an ‘Online request Transfer Portal’ for Gramin Dak Sevaks

On 28th December 2022, the Department of Posts under the Ministry of Communication launched an ‘Online request Transfer Portal’ for Gramin Dak Sevaks (GDS). The Portal was launched by Alok Sharma, Director of General Postal Services through Video Conference in the virtual presence of Chief Postmaster Generals of 23 Postal Circles and Senior Officers of the Department.

  • The portal aims to bring transparency and accountability to the governance process by leveraging technology. The online process also saves time and resources.
  • Department of Posts has the largest network of Post Offices across the globe. It consists of more than 1,56,000 Post Offices across India.
  • More than 1,31,000 of these Branch Post Offices (BOs) are located in rural areas, where postal services are rendered through GDS.

MoTA partners with Learning Links Foundation (LLF) for Amazon Future Engineer program

On 28th December 2022, the National Education Society for Tribal Students (NESTS), Ministry of Tribal Affairs(MoTA), organised 2 day face-to-face capacity building program in collaboration with Learning Links Foundation (LLF), philanthropic organization working for ‘Amazon Future Engineer(AFE) Program’.

  • NESTS and Amazon India also signed a Memorandum of Understanding (MoU) on 28th December 2022 to seal this collaboration.
  • The partnership between NETS and Amazon will empower students and teachers in the field of digital education.
  • In phase 1, The 2-day program was held on 28th & 29th December 2022  in New Delhi for teachers of 54 Eklavya Model Residential Schools (EMRS) across 6 States (Andhra Pradesh, Gujarat, Madhya Pradesh, Odisha, Rajasthan, and Telangana).
  • The AFE programme aims to develop the interest of students in exploring higher education and a fruitful career in computer science.

ADB Ranks WAPCOS amongst Top Consulting Services Firm in Water and Other Infrastructure SectorsGovernment owned WAPCOS ranked as top consulting firm by the Asian Development BankThe Asian Development Bank (ADB), in its Annual Procurement Report 2022, ranked Water and Power Consultancy Services (India) Limited (WAPCOS), a Government of India (GoI) enterprise under the Ministry of Jal Shakti as the top consulting services firm in the water and other infrastructure sectors, with the highest sanctioned financed amount.

  • ADB, in another report on its Members’ Fact Sheet – 2022, figured WAPCOS amongst the ‘top 3 consultants from India’ involved in Consulting Services Contracts under ADB loan, grant and technical assistance projects in energy, transport and water & other urban infrastructure sectors.

Note – WAPCOS is the only Indian Public Sector featuring in the categories.

RBI releases web publication ‘Statistical Tables relating to Banks in India: 2021-22’ covering activities of Banking Sector

On December 27, 2022, the Reserve Bank of India (RBI) released its web publication entitled ‘Statistical Tables relating to Banks in India: 2021-22’ covering the activities of the Indian banking sector.

  • It presented entity-wise information on major items of liabilities and assets along with their maturity profile; income and expenses; select financial ratios, number of employees and details of priority sector advances for Scheduled Commercial Banks (excluding regional rural banks), capital to risk weighted asset ratios (CRARs), non-performing assets (NPAs), among others.

Max Healthcare partners with Anuva for Genomic-based Research

Max Healthcare Institute and Anuva, a UK-based genomics biotech company, formerly known as the Global Gene Corp, have partnered to conduct genomic-based research on various communicable and non-communicable diseases in India. They have signed a Memorandum of Understanding (MoU) for a 5-year engagement.

    • The research aims to discover new information for the application of precious medicine to diseases including breast cancer, lung cancer, diabetes, cardiac disease, kidney disease, and others.
    • Under this MoU, Max Healthcare will provide expertise in clinical research and act as a clinical centre for data and/or sample collection from individuals who consent to share their data for the purpose of research.
    • Anuva is a translational research company that is creating a diverse genomic bio and data bank of Asian populations.

4 diplomats & US lawmaker honoured with 2022 Diwali Stamp- The ‘Power of One’ Award at UN

The United Nations (UN) has honoured 4 diplomats and a United States (US) Lawmaker with the 2022 Diwali Stamp- The ‘Power of One’ Award, also known as “Oscars of Diplomacy”, for their efforts in working towards a peaceful and secure world.
Diwali Stamp- Power of One Award:
i. The United Nations General Assembly (UNGA) adopted the resolution A/RES/69/250 and recognized the significance of Diwali the Hindu Festival which represents the victory of “Good over Evil” and “Light over Darkness”.
ii. Diwali Foundation USA Inc. was established in 2017 to promote a peaceful and consensus-based process to achieve societal “Good,” and ideals of humanity enshrined in the UN charter.
iii. The foundation established the “Diwali Stamp – The Power of One” Award in 2017 to celebrate and highlight the important work done peacefully, especially at the UN.

  • Diwali Stamp- Power of One Award is also known as the ‘Oscars of Diplomacy’.

iv. It is given to former Permanent Representatives, former High-level members of the UN Secretariat or member states, or soon-to-be former recipients, who selflessly worked to create a world that is more ideal, peaceful, and secure world for all.

Adani’s cement arm ACC wins National Safety Award at 10th Global Safety Summit

ACC Limited (formerly The Associated Cement Companies Limited), the cement and building materials company of Adani Cement, has won the National Award for Safety Excellence (FY2021-22) at the 10th Global Safety Summit (GSS) in the Large Enterprise-Cement Manufacturing sector.

Abdullah Abdul Samad Dashti of Kuwait appointed as UN Coordinator for Black Sea Grain InitiativeUN chief Appoints Abdullah Abdul Samad Dashti of Kuwait United Nations CoordinatorOn 28th December 2022, Antonio Guterres, Secretary-General of the United Nations (UN), appointed Abdullah Abdul Samad Dashti, a retired Kuwaiti Vice admiral, of Kuwait as the new UN Coordinator for the Black Sea Grain Initiative.

  • Abdullah Abdul Samad Dashti succeeds Amir Mahmoud Abdulla of Sudan, who served as the UN Coordinator for the Black Sea Grain Initiative since August 2022.

Black Sea Grain Initiative:
i. The Black Sea Grain Initiative was launched in Istanbul, Türkiye on 22nd July 2022 by Ukraine, Türkiye, the Russian Federation and the United Nations to enable the resumption of exports from Ukraine of grain, foodstuffs, and fertiliser, including ammonia, through a safe maritime humanitarian corridor.
ii. Purpose: To contribute to the prevention of global hunger, to reduce and address global food insecurity, and to ensure the safety of merchant ships delivering grain and foodstuffs.
iii. A Joint Coordination Center (JCC) under the auspices of the UN was set up in Istanbul on 27 July 2022, to facilitate the implementation of their initiative.
About Abdullah Abdul Samad Dashti:
i. Abdullah Abdul Samad Dashti retired in 2021 from the Kuwaiti armed forces at the rank of Vice Admiral.

  • He has 40 years of expertise in naval operations, leadership, and management in Kuwait and on international deployments.

ii. From 2019 to 2020, he was the military defence attaché of Kuwait in Belgium and the Kuwaiti mission’s representative to NATO.
iii. He was the Commandant of the Mubarak Al-Abdullah Joint Command and Staff College of Kuwait overseeing and developing policy and strategy and Managing personnel and infrastructure from 2015 to 2019.
iv. He also served as the Commander of the combined ships Task Force 152 (2012-2013), Director of Kuwait Naval Institute (2009-2011), Deputy Flotilla Commander (2007-2009), and Commander of Squadrons 72,73 and 74 (2005-2007).

IAF conducts trial run on emergency landing facility on AP Highway 

On 29th December 2022, The Indian Air Force (IAF) successfully conducted a trial run of the 4.1 km Emergency Landing Runway (ELR) constructed on the National Highway-16(NH-16) at Pichukalagudipadu village in Korisapadu mandal in Bapatla district of Andhra Pradesh(AP). 

  • This is a first-of-its-kind exercise in Andhra Pradesh.
  • The trial run of the facility was conducted with a transport plane AN-32(Antonov), 2 Sukhoi fighter aircraft and several Tejas-light combat fighters.

About ELR: 
i.The facility was constructed to enable fighter aircraft to land safely in times of an Emergency.
ii.The development of a similar facility between Singarayakonda and Kalikivayi in the Prakasam district on the national highway has been proposed.
iii.This facility will be used in war times and other national emergencies.
Key Points:
i.During the trial run, the aircraft flew at a height of 100 metres above the ground.
ii.The IAF fighter and transport aircraft carried out practice flying including circuit, approach and overshoot on the new facility.
Army Inaugurates 1st 3D-printed Dwelling Unit for Soldiers in Ahmedabad
The Indian Army has inaugurated the 1st 3D-printed dwelling unit for the soldiers at Ahmedabad Cantonment in Gujarat.  The unit was constructed by the Military Engineering Services (MES) in collaboration with MiCoB Pvt Ltd incorporating the latest 3D rapid construction technology.

  • The construction of the unit in a 71 square meter(sqm) area with a garage space was completed in 12 weeks by using the 3D printed Foundation.

Features of the Unit:
i.The disaster-resilient structure of the unit complies with the zone 3 earthquake specifications and green building norms.
ii.The 3d printed unit represented the modern-day rapid construction efforts to cater for the increasing accommodation demands of the armed forces personnel.
Key Points:
i.This uses a concrete 3D printer which accepts a three-dimensional (3D) design and fabricates a 3D structure in a layer-by-layer manner.
ii.This uses a specialised type of concrete specifically designed for this purpose.
iii.At present, the structure is being validated for over 1 year and can be seen being incorporated in all terrains.

SpaceX launches 1st mission for Starlink Gen2 constellation

On 28th December 2022, SpaceX launched a Falcon 9 rocket carrying 54 Starlink Internet satellites to low-Earth orbit from Space Launch Complex 40 (SLC-40) at Cape Canaveral Space Force Station in Florida, United States (US).SpaceX launched the first batch of a new generation of Starlink satellites into orbit.

  • The mission was SpaceX’s 60th of the year, more than double the number from the previous year.
  • This launch marked the first of Starlink’s upgraded network.
  • This Falcon 9 rocket was its 11th launch and landing. which previously launched GPS III Space Vehicle 04, GPS III Space Vehicle 05, Inspiration4, Ax-1, Nilesat 301, and now six Starlink missions.

Home Ministry designs New Online Portal on MLAT and LR Requests

The Home Ministry had designed a new online portal for the Mutual Legal Assistance Treaty (MLAT) and a letter rogatory (LR) requests for probe agencies.

  • Ajay Kumar Bhalla, Home Secretary, inaugurated the Interpol Liaison Officers’ conference organised by the Central Bureau of Investigation (CBI) in New Delhi, Delhi on ‘Mutual Legal Assistance Treaty (MLAT)/Letter Rogatory (LR) and Extradition’ matters.
  • On the same occasion, he emphasised that requests from other countries for legal assistance should also be treated as a priority as part of reciprocity.

Note: The workshop was focused on utilising Interpol Notices and drafting requests focusing on crime.

FIDE World Rapid and Blitz Championship 2022: Magnus Carlsen & Tan Zhongyi wins Gold; India’s Savitha Shri Wins BronzeCarlsen Wins 4th Rapid World Championship, Tan Takes Women's Title, India's Savitha Shri bags bronze in World Rapid ChessNorwegian chess grandmaster(GM) Magnus Carlsen won the gold in World Rapid Championship, defeating German GM Vincent Keymer, at the FIDE(Fédération Internationale des Échecs –  International Chess Federation) World Rapid and Blitz Championship 2022 held in Almaty, Kazakhstan. This marks his 4th World Rapid Championship title.

  • Chinese chess grandmaster Tan Zhongyi  won the gold in World Women’s Rapid Championship defeating Dinara Sadaukassova of Kazakhstan in the Blitz tie-break. She won the first Gold for China in Women’s rapid since 2018.
  • India’s Woman International Master Savitha Shri B (15 years old), has won the Bronze in World Women’s Rapid Championship and became the 3rd Indian after Viswanathan Anand and Koneru Humpy  to win a medal at the world rapid championship.

About FIDE World Rapid and Blitz Championship 2022:
i.FIDE World Rapid and Blitz Championship is an annual joint rapid and blitz chess tournament held since 2012, to determine the world champion in chess played under rapid time controls.
ii.World Rapid and Blitz championships 2022 is organised by the Kazakhstan Chess Federation and FIDE.

  • The tournament consists of 2 events conducted in a Swiss-system with 13 rounds for the open tournament and 11 rounds for the women’s tournament.

Highlights:
i.GM Koneru Humpy, India’s top Player and 2006 Asian Games (Doha) Gold Medalist was ranked 6th in the Women’s Rapid.
ii.19-year old Indian Grandmaster Arjun Erigaisi finished 5th on the Open Rapid and GM Nihal Sairn finished 9th.
iii.A total of five Indians participated in the women’s event and 15 participated in the Open event.

Odisha Cabinet Approves Rs 367.19 crore for Empowerment of Women in AgricultureOdisha Cabinet approves Rs 367 cr for 'empowerment of women in agriculture'On 27th December 2022, The Odisha Cabinet headed by Chief Minister (CM) Naveen Patnaik approved the provision of Rs 367.19 crores for five years from 2022-23 to 2026-27 for implementation of the State Sector Scheme – “Empowerment of women in agriculture-promotion of entrepreneurship for Women Self Help Group (WSHG)”.
Highlights:
i.The scheme was introduced with an objective to double the mushroom production across Odisha through area expansion involving women beneficiaries/WSHGs.

  • The scheme also aims to make Odisha self-sufficient in the production of button mushroom and also loose flowers.

ii.The scheme will ensure sustainable income generation of women beneficiaries/WSHGs, by which Odisha will emerge as the net exporter of mushroom and high-value flowers over the mission period.

The Odisha Cabinet has also approved the provision of Rs. 1142.24 crore for 4 years from 2022-23 to 2025-26 for implementation of the State Sector Scheme – ‘Development of Potato, Vegetable and Spices’ with the involvement of WSHGs and Farmer Producer Organizations (FPOs).

  • This scheme was introduced with the objective to provide financial assistance to the farmers for the cultivation of Potato, Onions, Hybrid vegetables, and Spices, making Odisha self-sufficient in the production of 5 vegetables – Potato, Onion, Tomato, Cauliflower & Cabbage, along with an increase in area and production under spices.
  • The scheme will provide several opportunities for creating jobs in rural areas and increasing farmers incomes.

Tata Power Renewable to set up a 255 MW hybrid project in Karnataka

Tata Power Renewable Energy Limited (TPREL), a subsidiary of Tata Power has received the “Letter of Award” (LoA) from Tata Power Delhi Distribution Limited (Tata Power -DDL), a joint venture of Tata Power and the Govt. of National Capital Territory (NCT) of Delhi, for setting up a 255 megawatt (MW) hybrid (wind and solar) power project in Karnataka.

  • The project will be commissioned within 24 months from the Project Process Agreement (PPA)execution date. The letter was awarded through an e-reverse auction.
  • The power produced by the project would be given to Tata Power-DDL, which provides electricity to nearly 7 million people in North Delhi, Delhi.
  • LoA indicates the current capacity split as 85MW solar and 170MW wind power with the green-shoe option of additional capacity of 85MW solar and 170MW wind.

Note: With this win, TPREL’s overall renewable energy capacity has increased to 6,048 MW, with 3,884 MW installed (Solar: 2,956 MW; Wind: 928 MW) and 2,164 MW in various phases of implementation.
