DAC clears Arms Procurement Proposals worth Rs 28,732cr
i.On July 26, 2022, the Defence Acquisition Council (DAC) headed by Union Minister Rajnath Singh, the Ministry of Defence (MoD) approved Arms procurement proposals worth Rs.28,732 crore under Buy Indian Indigenously Designed, Developed and Manufactured (IDDM) and Buy Indian Categories.
ii.This approval will provide further boost to AtmaNirbharta in Defence.
iii.The Acceptance of Necessity (AoN) is only the beginning of the acquisition process; it can take anywhere from five to fifteen years for an AoN to become a contract and for military equipment and platforms to be delivered.
iv.DAC accorded Acceptance of Necessity (AoN) for Bullet Proof Jackets with BIS (Bureau of Indian Standards) VI level of protection. This will cater to the demand of enhanced protection against the threat of enemy snippers to Indian troops deployed along the Line of Control (LoC).

India’s Total Ramsar Sites tally reached 54: added 5 New Wetlands
i.India has designated five new wetlands of international importance, taking the total number of Ramsar sites in India to 54 from 49 under the Ramsar Convention or the Convention on Wetlands.
ii.The new sites include three wetlands in Tamil Nadu (TN), one in Mizoram and one in Madhya Pradesh (MP) viz. Karikili Bird Sanctuary in TN, Pallikaranai Marsh Reserve Forest in TN, Pichavaram Mangrove in TN, Pala wetland in Mizoram, and Sakhya Sagar in MP.
iii.As per the Ramsar Convention on wetlands report, the wetlands are disappearing three times faster than forests, with 35% of the wetlands lost from 1970-2015.
Static Information:
i.India has 19 types of wetlands whereas Gujarat has the maximum area followed by Andhra Pradesh (AP), Uttar Pradesh (UP) and West Bengal (WB).
ii.Wetlands in UP and Gujarat serve as important spaces for migratory birds.
iii.Sundarbans in WB is the largest Ramsar site in India.
iv.Chilika lake is Asia’s largest brackish water lagoon and first Indian wetland of international importance under the Ramsar Convention.
v.The total wetland area in India is spread across 18 States, making it the only South Asian nation with as many sites.
vi.The United Kingdom (175) and Mexico (142) have the maximum Ramsar sites whereas Bolivia spans the largest area with 148,000 sq km under the Convention protection.

MoEFCC Exempts Environmental Clearance for Highways Within 100 km of LOC
The Ministry of Environment, Forest and Climate Change (MoEFCC) has made amendments to environmental impact assessment rules, for exempting highway projects related to defence and strategic importance within 100 km of the Line of Control (LOC) or border from the requirement of environmental clearance.
- The notification also exempts from the environmental clearance for the projects related to expansion of airport terminal buildings without increasing its existing area.
Highlights:
i.Under the new rules, the highway construction in border areas will only have to ensure self-compliance of Standard Operating Procedure (SOP) that centre may notify from time to time.
ii.With the effect of new rules, certain high altitude projects like Char Dham (Uttarakhand), highway projects in eastern and western Himalayas and other north eastern parts of India which fall within 100 km of the border or the LoC will not require environmental clearance.
- The Char Dham project involves the widening of 899 km of roads in ecologically sensitive zones of Uttarakhand to improve connectivity to Kedarnath, Badrinath, Yamunothri, and Gangotri.
- In September 2020 the Supreme Court had prescribed not to exceed the carriageway width for the Char Dham project more than 5.5m. Later as per the Defence Ministry’s concern about carrying heavy machinery like missile launchers, the carriageway width was increased to 10m.
Note – The biomass-based Thermal Power Plants (TPP) which also use auxiliary fuels such as coal, lignite or petroleum products up to 15 percent and the ports and harbours which exclusively handle fish are already exempted from environmental clearance.
NITI Aayog: India’s R&D Expenditure is One of the Lowest Worldwide
According to National Institution for Transforming India
(NITI) Aayog’s India Innovation Index 2021 report, India’s gross expenditure on research and development (R&D) is one of the lowest in the world with USD 43 per capita.
- As per the report, India must boost R&D expenditure to reach on a par with BRICS (Brazil, Russia, India, China & South Africa) or ASEAN (Association of Southeast Asian Nations) countries such as Russia (USD 285), Brazil (USD173), and Malaysia (USD 293).
- This is the 3rd edition of India Innovation Index which adopts the framework of Global Innovation Index (GII), with 66 indicators across seven pillars.
- Israel spends 4.5% of its GDP on R&D, the highest in the world and developed countries like the United States, Sweden, and Switzerland spend about 2.9%, 3.2% and 3.4%, respectively.
Highlights:
i.India’s Gross Expenditure on R&D (GERD) as a percentage of GDP has been consistent to around 0.7 % for almost a decade.
- India’s overall share of GERD is lower than Brazil (1.16%), South Africa (0.83%), whereas Mexico (0.31%) has a lower share of GERD than India.
ii.Despite a low expenditure on R&D, India has published more research papers than even countries like Russia, Brazil, and South Korea, among others.
iii.Karnataka has emerged as the best state among other major states, Manipur is the best performer among north-eastern and hilly states and Chandigarh is the top performer among Union Territories (UTs).

NISH & KTU signs MoU to Conduct Innovative Entrepreneurial Development Training for Differently-Abled Youths
The National Institute of Speech and Hearing(NISH) and APJ Abdul Kalam Technological University (KTU) have signed a Memorandum of Understanding (MoU) to conduct innovative entrepreneurial development training projects for the differently-abled youths in Kerala.
- NISH and KTU are located in Thiruvananthapuram, Kerala.
The MoU will take forward the collaboration for the Innovation by Youth with Disabilities (I-YwD) Project.
- Representatives of 15 colleges affiliated with KTU have signed the MoU. these colleges will be implementing the project.
- Under this project, Initially, about 20 people in the age group of 15-40 will be given training.
I-YwD project, a platform for preparing the differently-abled youth to develop their innovative ideas into entrepreneurial activities, was launched by Kerala Development and Innovation Strategic Council (K-DISC) in 2019.

IEA Releases Electricity Market Report -July 2022: Revises India’s 2022 Electricity Demand Upwards
According to the July 2022 update of the Electricity Market Report, released by the International Energy Agency (IEA), global electricity demand growth is falling drastically in 2022 after a strong recovery in 2021 as economic development weakens and energy costs skyrocket following Russia’s invasion of Ukraine.
- A 2.4 % rise in global electricity demand is seen in 2022, which is less than the 3 % forecast made in January 2022.
- In 2023, it is expected to continue growing at a similar rate, down from a 6% rise in 2021 and in line with the five-year average prior to the COVID-19 pandemic.
The IEA has increased India’s annual electricity demand from 6% to 7% in 2022 due to unusually high summer temperatures, leading to a considerable increase in consumption. Additionally, a 5 % growth rate is forecasted for 2023.
- The heatwave increased air conditioning use and led to new all-time highs in electricity consumption as well as a major increase in supply shortages.
- In recent years, India has been the second-fastest growing country in terms of absolute demand.

According to the Expat Insider 2022Rankings published by InterNations headquartered at Germany, India is ranked 36th out of 52 nations on the list, with a high affordability score.
- Mexico has topped the Expat Insider 2022 Rankings. Kuwait, ranked 52nd, is the worst country for expats.
InterNations, a community for expatriates, conducts the Expat Insider survey every year.
- A person who dwells outside of their nation of origin is known as an expatriate (shortly known as “expat”).
- The USA is ranked 14, Canada 23, and China is at 33. India is placed between Egypt (35th) and the United Kingdom (37th).
Key Highlights:
i.Mexico at Rank 1 offers much more than delicious meals. Expats in Mexico are pleased with their personal finances and the simplicity of settling in.
ii.The Rank 2 Indonesia’s expats experience certain housing difficulties.
iii. Taiwan, at Rank 3, is regarded as the best in terms of healthcare.
iv.The countries such as Kuwait (Rank 52), New Zealand (Rank 51) and Hong Kong (Rank 50) all fall behind due to high cost of living.
v.India, which came in at number 36, performed best in terms of affordability and access to healthcare.
- India ranks low in the Quality of Life Index: India is at the bottom 10 spot for all subcategories except Health & Well-Being (19th). The expats rated India as the worst country worldwide for air quality (52nd).
vi.Compared to 37 indicators in 2021, the 2022 Expat Insider Rankings are evaluated using 56 different rating factors, ranging from the availability of public transportation to job satisfaction.

ECGC Introduces New Scheme Providing Enhanced Insurance Cover for Small Exporters
The Export Credit Guarantee Corporation of India Limited (ECGC) has launched a new scheme to provide enhanced export credit risk insurance coverage to small exporters, in response to the increased uncertainty in international trade.
- The scheme offers small exporters increased export credit risk insurance coverage of up to 90% under the Export Credit Insurance for Banks Whole Turnover Packaging Credit and Post Shipment (ECIB- WTPC & PS).
i. The enhanced cover would be offered to manufacturer-exporters who have received a fund-based export credit working capital limit of up to Rs. 20 crores (i.e., total packaging credit and post shipment limit per exporter/exporter-group), excluding the Gems, Jewellery, and Diamond sector and merchant exporters/traders.
ii The ECGC is a Government of India (GoI) enterprise that provides export credit insurance to Indian exporters and commercial banks. It is administered by the Ministry of Commerce and Industry (MoCI).

UBI Plans Automated Solution for Resolution of Stressed Assets – Union SARAS
State-Owned Union Bank of India (UBI) is planning to develop an automated solution, Union SARAS (Stressed Assets Recovery Automated Solution) for early resolution of stressed assets through a bad loan management system.
- The automated solution will cover recovery actions under Securitization and Reconstruction of Financial Assets and Enforcement of Security Interest Act (SARFAESI), Debts Recovery Tribunal (DRT) and Insolvency Bankruptcy Code (IBC).
Highlights:
i.Under Union SARAS, the software has been created in digitising and recovery of stressed assets.
ii.This will digitise all recovery financial areas of the stressed asset including field-related works and convert the flow of recovery actions through automated solutions.
- It also ensures actions for reducing the scope of litigation and also guides UBI branches regarding the actions to be taken.

IMF cuts India’s Growth Forecast to 7.4% in FY23
The International Monetary Fund (IMF) in its World Economic Outlook (WEO) for July 2022 titled ‘Gloomy and More Uncertain’, has lowered India’s growth forecast for FY23 by 0.8% (80 basis points-BPS) to 7.4% from 8.2% projected earlier.
- For FY24 also, IMF decreases the growth forecast for India to 6.1% from 6.9% earlier.
- On the global front, it downgraded the global growth forecast for the calendar year 2022 by 40 basis points to 3.2% and by 70 basis points to 2.9% for 2023.
Key Points:
i.This downward revision is due to less favourable external conditions and more rapid policy tightening.
ii.Russia-Ukraine war disrupted supplies of crucial commodities, which resulted in price hike globally.
iii.There is a risk of India’s GDP growth falling below 7% in FY23.
- Despite the growth downgrade, India will remain one of the fastest growing major economies in the world in FY23 and FY24.
iv.The Asian Development Bank (ADB) had recently lowered the economic growth forecast for India for 2022-23 to 7.2%.
Note – According IMF, China’s growth is estimated to slow down to 3.3 per cent in 2022 from 4.4 per cent estimated earlier. This sharp slowdown and the moderation in India’s economy will lead to Asia losing 0.8 percentage of the growth.
ONGC signed MoU with Greenko to Manufacture Green Hydrogen
On 26 July 2022, Oil and Natural Gas Corporation Limited (ONGC) signed a Memorandum of Understanding (MoU) with Greenko ZeroC Private Limited (Greenko) in New Delhi, Delhi to jointly pursue opportunities in renewables, green hydrogen, green ammonia and other derivatives of green hydrogen.

The MoU was signed by Anurag Sharma, ONGC Director (onshore) and Anil Kumar Chalamalasetty, Greenko CEO (Chief Executive Officer)and Managing Director (MD).

The MoU was signed in the Presence of Union Minister of Petroleum and Natural Gas(MoP&NG) Hardeep Singh Puri, Pankaj Jain, Secretary (MoP&NG) and Dr Alka Mittal, CMD of ONGC.
What is in the MoU?
i.The MoU is in line with the National Hydrogen Mission (NHM) which was launched to make India a global green hydrogen hub.
- MoU will be valid for 2 years.
ii.The activities envisaged under the MoU will contribute towards India’s
target of producing 5 million tonnes of green hydrogen per annum by 2030.
iii.The agreement will help ONGC to achieve renewable energy targets as per its Energy Strategy 2040.
- The ‘Energy Strategy 2040’ entails ONGC to achieve three times revenue distributed across exploration and production, refining, marketing and other businesses; four times current profit-after-tax (PAT), with 10 per cent contribution from non-oil and gas business; and 5-6 times current market capitalization.
About National Hydrogen Mission (NHM):
- The National Hydrogen Mission (NHM) was launched by Prime Minister(PM) Narendra Modi on India’s 75th Independence Day (i.e. 15th August 2021).
- It aims to produce three-fourths of its hydrogen from renewable resources by 2050.
- It will help India to support in meeting its Sustainable climate goals.

Bajram Begaj takes oath as new President of Albania
Bajram Begaj, a retired military commander and politician took the oath as the 8th President of the Republic of Albania at the swearing-in ceremony in the parliament.
- He succeeded former President Ilir Meta who served from July 2017 for five years.
On June 4, 2022, he won the presidential election receiving 78 votes in favour, four politicians opposed, and one legislator abstained in the plenary session of Parliament, which was attended by a total of 83 Members of Parliament (MPs).

i.Bajram Begaj was born on 20 March 1967 in Rrogozhine, Albania. He is an Albanian retired military officer and politician.

CCI Approval: Axis Bank – Citi Deal & Greenforest New Energies Acquisition in Tata
On 26th July 2022, the Competition Commission of India (CCI) approves the acquisition of Citibank, N.A.’s (Citi) and Citicorp Finance India Limited’s (Citicorp) undertakings comprising their consumer banking activities by Axis Bank under Section 31(1) of the Competition Act, 2002.
- The approval has been given for Rs. 12,325 crore Axis Bank – Citi deal, which is payable after the entire Citi Bank’s business is transferred to Axis Bank.
- Under the deal, Axis Bank would take over Citi’s credit cards, personal loans and wealth management businesses.
The Competition Commission of India (CCI) has also approved the acquisition of up to 11.43% stake in Tata Power Renewable Energy Limited (TPREL) by Greenforest New Energies Bidco Limited (Greenforest).

LZ Detector – World’s Most Sensitive Dark Matter Detector Delivers 1st Results
On 7th July 2022, LUX-ZEPLIN(LZ) Detector, the world’s most sensitive dark matter detector, presented the first science results from the Sanford Underground Research Facility in South Dakota, United States (US). LZ is a next-generation dark matter experiment, selected by the US Department of Energy (DOE) as one of the three ‘G2’ (for Generation 2) dark matter experiments. It is located at the 4850′ level of the Sanford Underground Research Facility.
- The name LZ is derived from the merger of 2 previous dark matter detection experiments – LUX (Large Underground Xenon) and ZEPLIN (ZonEd Proportional scintillation in LIquid Noble gases).
- The LZ collaboration consists of about 250 scientists in 35 institutions in the United States of America(USA), The United Kingdom(UK), Portugal, and Korea. Lawrence Berkeley National Laboratory (LBNL) (Berkeley Lab) the Department of Energy (DOE) Office of Science lab managed by University of California., is the lead institution for the LZ project.
The LZ experiment utilizes 7 tonnes of active liquid xenon to search for xenon nuclei that recoil in response to collisions caused by an impinging flux of dark matter particles known as WIMPs (Weakly Interacting Massive Particles).
Dark matter makes up around 85% of the matter in the known universe, but because it doesn’t interact with light it is practically invisible.

Games Wide Open – Official slogan of Olympic & Paralympic Games Paris 2024 Unveiled
On 25th July 2022, the Organising Committee of the Olympic & Paralympic Games Paris 2024 revealed the new slogan for the Olympic and Paralympic Games Paris 2024 – “Games Wide Open” [French: “Ouvrons Grand les Jeux”].
About the Slogan:
The slogan highlights Paris 2024’s vision to open up the Games to create a new, more immersive experience, illustrated through various activities and initiatives.
Key points:
i.Paris, the capital city of France will host the Summer Olympics for the third time in 2024, which also marks the centenary of the last Paris Games in 1924.
ii.The Games are scheduled to take place from July 26 to August 11, 2024 and athletes will compete in a total of 32 sports encompassing 329 events.
iii.The Paralympic Games Paris 2024 will then be held from 28 August until 8 September.
World Athletics Council will introduce Repechage Round in All Individual Track Events
The World Athletics Council(WAC) is set to introduce a repechage round to all individual track events from 200m to 1500m in distance, including the hurdles events at the 2024 Paris Olympics.
- Repechage round will replace the former system of athletes advancing through fastest times (q) in addition to the top placings in the first round heats (Q).
- The WAC also approved entry standards for the 10,000m marathon, combined events and race walk at the World Athletics Championships Budapest 2023. The competition will be held from 19 to 27 August 2023.
About Repechage round:
i.Those athletes who do not qualify by place in round one heats, will be given a second chance to qualify for the semi-finals by participating in repechage heats.
ii.The events will have four rounds – round one, repechage round, semi-finals and the final.
iii.As per the new format every athlete competing in the events with a repechage round will have at least two races at the Olympic Games.
- Repechage is currently part of wrestling and taekwondo at the Olympics.
Los Angeles will host 2028 Summer Olympic Games in July 2028
The 2028 Summer Olympic and Paralympic Games (LA28) will be hosted in Los Angeles, United States. The opening ceremony will take place on July 14, 2028, and continue till July 30.
Key points:
i.Earlier Los Angeles had hosted the Olympics in 1984 and 1932.
ii.The LA28 will feature more than 3,000 hours of live sport across 800 events in more than 40 sports. 15,000 athletes are expected to compete in the Olympic and Paralympic Games in Los Angeles.
iii.The Paralympic Games will begin in Los Angeles on August 15, 2028, and end on August 27.
- This will be the first time that Los Angeles will be hosting the Paralympic Games.
Indian Cricketer Karuna Jain Announces Retirement From All Forms of Cricket
On 25th July 2022, Indian Cricketer(batter wicket-keeper) Karuna Vijaykumar Jain (36 years old), hailing from Bengaluru, Karnataka, announced her decision to retire from all formats of cricket.
She holds the record for the 3rd highest number of dismissals as a wicketkeeper for India in One Day Internationals (ODIs), totalling 58. In her test career, She affected 17 dismissals, the 2nd best for Indian keepers after Anju Jain’s 23.
- She represented India in Women’s World Cup in 2013 and the Women’s Twenty20 (T20) World Cup in 2014. She was also part of the 2005 Women’s World Cup squad.
- She made her test debut in 2005 against England and has played a total of 5 test matches with 195 runs.
- She made her T20 debut against Pakistan and made her ODI debut in 2004 against West Indies. She has played 44 ODIs and made 987 runs with a solitary hundred and nine half centuries and 103 as her highest score.

Bengal’s One Rupee Doctor Padma Shri Sushovan Banerjee Passed Away
The Padma Shri awardee Dr Sushovan Banerjee passed away at the age of 84 years due to kidney-related ailments in Kolkata, West Bengal.
- He was famously known as ‘Ek Takar Daktar’ (One Rupee Doctor) for providing medical facilities to tribals at Re 1 fee.
About Dr Sushovan Banerjee:
i.He was born in Bolpur, West Bengal. He was an Indian physician, politician & social worker.
ii.He was known for treating needy people for one rupee and treated patients for almost 60 years.
iii.In 1984, he was elected as a member of the West Bengal Legislative Assembly from Bolpur representing Congress. He later joined Trinamool Congress and became its Birbhum district president.

Tripura govt signs MoU with NESAC for 21 projects
On 25th July 2022, the Tripura government signed a Memorandum of Understanding (MoU) with the North East Space Application Centre (NESAC) for 21 projects including disaster management and resource mapping in Shillong, Meghalaya.
Signatories:
The MoU was signed by NESAC Director, SP Agarwal and Tripura’s Science, Technology and Environment secretary Pradip Kumar Chakravarty.
Key points:
i.The Central Government has approved 20 projects (Of the 21 projects) as part of the promotion and transfer of technology to develop capacity building as well as resource mapping.
- The approved 20 Projects include resource mapping of agriculture, horticulture, forest, land revenue and disaster management.
ii.Resource mapping will help in formulating proper planning and coordination. It will also help in patta lands allocated under the Forest Dwellers’ Right Act.
iii.As Tripura is disaster-prone, early warning of earthquakes, floods and landslides will be developed in the state in collaboration with NESAC.
- Early warning system will be developed with NESAC to predict any disaster well before it takes place.
Funding:
The funding for all 21 projects will be provided by the Indian Space Research Organization (ISRO) and North Eastern Council (NEC).
- An amount of Rs 4.30 crore was already sanctioned for disaster management as resource mapping.
