MSJE Launches ‘Vriddha Mitra Toolkit’ and  2nd Edition of Shrinkhala HUM Talk SeriesIn September 2025, Union Minister Dr. Virendra Kumar Khatik, Ministry of Social Justice and Empowerment (MSJE) has launched the two flagship initiatives of the Department of Social Justice and Empowerment (DoSJE), the release of Vriddha Mitra Toolkit’ under Supportive Action for Healthy Aging in the Community(SAHAJ) program and the ‘2nd edition of Shrinkhala Talk Series’, during an event held at Dr. Ambedkar International Centre in New Delhi, Delhi.

About Vriddha Mitra Toolkit:

• These centres aim to support startups in the AVGC (Animation, Visual Effects, Gaming, Comics) and XR (Extended Reality) sectors.

About 7 New Incubation Centers:
New Centres: The seven new centres will be established at premier institutions nationwide, ensuring a wide geographic reach. They are,

• Indian Institute of Mass Communication (IIMC) – Delhi, Jammu(Jammu & Kashmir, J&K), Dhenkanal (Odisha), Kottayam (Kerala), Amravati (Maharashtra)
• Film and Television Institute of India (FTII), Pune (Maharashtra)

‘India witnessing revolution in public healthcare’: 7th anniversary of Ayushman BharatOn 23rd September 2025, the Prime Minister (PM) Narendra Modi marked the 7th anniversary of the Ayushman Bharat Yojana, the world’s largest health assurance scheme.
About the scheme:
Background: The scheme previously known as the National Health Protection Scheme (NHPS) was renamed Pradhan Mantri Jan Arogya Yojana (PM-JAY), which is a key component of the broader Ayushman Bharat initiative.

• The scheme also subsumed the then existing Rashtriya Swasthya Bima Yojana (RSBY), which was launched in 2008.

The Launch: The PM launched Ayushman Bharat (AB) scheme on 23rd September, 2018 at Ranchi, Jharkhand.
Objective: It is a flagship scheme of Government of India (GoI), launched on the recommendation of the National Health Policy 2017 to achieve the vision of Universal Health Coverage (UHC).

• It was implemented by the National Health Authority (NHA) under the Ministry of Health and Family Welfare (MoHFW), in partnership with the State Health Agencies (SHAs) set up by individual states.

NCMRWF Signs MoU with NSIL to Establish Two DBNet Stations under Mission MausamOn 23 September 2025, the National Centre for Medium Range Weather Forecasting (NCMRWF) under the Ministry of Earth Sciences (MoES), signed a Memorandum of Understanding (MoU) with New Space India Limited (NSIL), the Public Sector Undertaking (PSU) under the Department of Space (DoS), at Prithvi Bhavan, New Delhi(Delhi) to establish two Direct Broadcast Network (DBNet) stations in Delhi and Chennai (Tamil Nadu, TN), under the Mission Mausam project.

About DBNet:
Overview: DBNet is a global operational framework designed for real-time acquisition of data from Low Earth Orbit (LEO) satellites, enabling swift and efficient satellite data collection.
Satellites Covered: The stations will receive data from Indian and international Earth Observing System (EOS) satellites, including India’s Oceansat (Indian), NOAA (National Oceanic and Atmospheric Administration, United States of America, USA), and MetOp (Meteorological Operational satellite, European Organisation).
Functions: It plays a crucial role in Numerical Weather Prediction (NWP), cyclone monitoring, and climate research.
Global Contribution: Processed data to be shared with international users via World Meteorological Organization(WMO) Information System – 2.0 (WIS 2.0), enhancing global DBNet coverage.
Disaster Risk Reduction: Supports faster early warnings for cyclones, floods, monsoons, and extreme weather events.

Timeliness: Provides near real-time LEO satellite data, improving accuracy of short- to medium-range forecasts.
Data Latency: Direct reception eliminates delays from centralized ground stations.

Mission Mausam:
Approval: Approved in September 2024 by the Union Cabinet, Mission Mausam is a MoES flagship initiative with a Rs2,000 crore budget, aiming to make India a global leader in weather and climate sciences.
Implementer: It is being implemented by the India Meteorological Department (IMD), NCMRWF and the Indian Institute of Tropical Meteorology (IITM).

Goldman Sachs Adds IIM-A & IIM-L EIC as Partners to ‘Goldman Sachs 10,000 Women’ Initiative
In September 2025, Goldman Sachs, an Investment Banking Company, added Indian Institute of Management (IIM)-Ahmedabad (Gujarat) and IIM- Lucknow Enterprise Incubation Centre (IIM- L EIC)(Uttar Pradesh, UP) as new academic partners of the “Goldman Sachs 10,000 Women” Programme.

Goldman Sachs 10,000 Women Initiative:
Existing Partner: Nadathur S Raghavan Centre for Entrepreneurial Learning (NSRCEL), a startup incubator of IIM Bangalore (Karnataka), has been the partner of the programme since 2008.

• The initiative currently operates with three academic partners in India.

Goal: The initiative aims to graduate 1,000 women entrepreneurs in 2026 and expand its participants from 3,800 to 10,000 by 2033, supporting Government of India (GoI)’s “Viksit Bharat 2047” vision for women’s economic empowerment and inclusive growth.
Programme: The initiative provides business education, mentoring, networking, access to capital, to support women entrepreneurs.

• In India, the training is offered through academic partners and online platforms such as Coursera, available worldwide.

MoE launches ‘Viksit Bharat Buildathon 2025’ to build innovation among school students
In September 2025, Union Minister Dharmendra Pradhan, Ministry of Education (MoE) launched the ‘Viksit Bharat Buildathon 2025’, a nationwide innovation movement set to engage students across schools throughout India.

• During the event, he also launched the Jingle and the Logo of Viksit Bharat Buildathon 2025.

About Viksit Bharat Buildathon:
Largest Hackathon: It is India’s largest school hackathon, fostering grassroots innovation and expanding on the School Innovation Marathon 2024.
Organiser: It is organised by the Department of School Education & Literacy (DoSEL), MoE, in partnership with the Atal Innovation Mission (AIM), National Institution for Transforming India(NITI) Aayog, and All India Council for Technical Education (AICTE).
Four Themes: It encourages students to ideate and create and build products on four themes: Vocal for Local, Atmanirbhar Bharat, Swadeshi, and Samriddhi.
Timeline: The Viksit Bharat Buildathon 2025 runs from 23 September to 31 October 2025. Expert evaluation takes place from 1 November to 31 December 2025, with results and felicitation of 1,000+ winners in January 2026.

DFPD and FCI Sign MoU to Strengthen Foodgrain Management
In September 2025, the Department of Food and Public Distribution (DFPD) under the Ministry of Consumer Affairs, Food and Public Distribution(MoCAF&PD) signed a Memorandum of Understanding (MoU) with the Food Corporation of India (FCI) for Financial Year 2025–26(FY26) in New Delhi, Delhi.

• The MoU aims in enhancing efficiency, accountability, and transparency to strengthen India’s foodgrain management through measurable performance targets.

Key Details of MoU:
Objective: The MoU reinforces the government’s strategy to adopt system-based, technology-driven solutions for optimal management of food subsidies.
Focus Areas: The initiative aims to minimise storage and transport losses, enhance the utilisation of warehouse capacity, and boost logistics and supply chain performance.

• It also focuses on strengthening quality assurance measures while promoting the adoption of digital tools and modern Information Technology (IT) solutions.

Food Corporation of India (FCI): Established in 1965 under the Food Corporations Act, 1964, is a statutory body that plays a central role in India’s food security framework. It is responsible for the procurement, storage, movement, distribution, and sale of foodgrains.

Paytm Money Partners with JioBlackRock to Launch India’s First SAE Fund
On September 23, 2025, Paytm Money, a subsidiary of One97 Communications Limited(OCL), has partnered with JioBlackRock, a Joint Venture (JV) between Jion Financial Services Limited (JFSL) and BlackRock, to launch India’s first Systematic Active Equity (SAE) fund for retail investors, named ‘JioBlackRock Flexi Cap Fund’

JioBlackRock Flexi Cap Fund:
Subscription Details: The New Fund Offer (NFO) of the fund, available on the Paytm Money application(app), is open from September 23 to October 7, 2025. Investments: The minimum investment of the fund is Rs.500, which can be invested via modes such as Lumpsum and Systematic Investment Plan (SIP).
Integration: The investment strategy integrates the Artificial Intelligence (AI)-driven investment model of BlackRock with human expertise to identify patterns and trends in the stock market. It uses the Aladdin platform of BlackRock for risk and portfolio management.

BoI Partners with Cashinvoice to Launch ‘Trade Easy’ for Instant MSME Loans
In September 2025, Bank of India (BoI) partnered with Cashinvoice, a supply chain finance technology firm, to launch ‘BOI Trade Easy’, a digital credit platform that provides instant working capital loans to Micro, Small and Medium Enterprises(MSME) within 30 minutes of application.

About BOI Trade Easy:
Aim: Through this platform, the bank aims to disburse Rs.1,000 crore in working capital loans within the next four to six months, reaching more than 200,000 MSMEs nationwide.
Digital Integration: The platform uses digital credit assessment and automated onboarding to provide a seamless, compliant, and real-time loan approval experience.
Online applications: The platform delivers a hybrid experience enabling MSMEs to initiate applications digitally while still benefitting from localized, in-person support.

OECD Raised India’s GDP Forecast to 6.7% for FY26In September 2025, the Organisation for Economic Cooperation and Development (OECD) has released its latest Economic Outlook, Interim Report titled ‘Finding the Right Balance in Uncertain Times : September 2025’. The report has raised India’s Gross Domestic Product (GDP) growth forecast by 40 basis points (bps) to 6.7% for Financial Year 2025-26 (FY26), from its previous estimate of 6.3%.

• This upward projection is based on the monetary and fiscal policy easing and robust Goods and Services Tax (GST) reforms.

Key Findings:
India’s GDP for FY27: However, OECD’s latest Economic Outlook report has revised down India’s GDP projection for FY27 by 20 bps, to 6.2% from its previous estimate of 6.4%.
India’s Inflation: As per the report, India’s Consumer Price Index (CPI) inflation is expected to decline significantly by 120 bps, from 4.1% to 2.9% in FY26, driven by robust domestic supply and export restrictions.

• However, OECD has kept India’s inflation projection for FY27 unchanged i.e. at 2.9%.

Global Growth Rate: OECD has revised its global growth rate forecast by 30 bps, from 2.9% (projected earlier) to 3.2% for Calendar Year 2025 (CY25).

• While, it has kept the global growth rate forecast for CY26 unchanged i.e. at 2.9% due to the expected global trade uncertainties led by the United States of America (USA) tariffs which are further expected to contract investment and trade in the 2nd Half (H2) of CY25.

Global Inflation: As per the OECD’s latest report, global headline inflation for CY25 is projected at 3.4% (compared to previous estimate of 3.6%) in CY25 and will decline to 2.9% in CY26.

• While, core inflation in advanced G20 economies is most likely to remain stable at 2.6% (in CY25) and 2.5% (in CY26).

Cochin Shipyard signs MoU with HD Korea for Long Term-Shipbuilding Collaboration
In September 2025, Cochin Shipyard Limited (CSL) signed a Memorandum of Understanding (MoU) with South Korea based HD Korea Shipbuilding & Offshore Engineering (HD KSOE) for a long-term strategic collaboration in shipbuilding.

• The MoU was exchanged in the presence of Union Minister Sarbananda Sonowal, Ministry of Port, Shipping and Waterways (MoPSW) and Union Minister of State(MoS), Shantanu Thakur, MoPSW and Madhu S. Nair, Chairman & Managing Director (CMD),CSL during the event ‘Samudra se Samriddhi – Transforming India’s Maritime Sector’ at Bhavnagar, Gujarat.

Key Details of MoU:
Partnership: The collaboration merges CSL’s domestic expertise with HD KSOE’s advanced technology, enhancing India’s shipbuilding capabilities.
Capacity: Under the MoU, CSL’s 310-meter(m) dry dock will build large vessels like Suezmax tankers, container ships, and Capesize bulk carriers, with a production capacity of up to six vessels per year.
Block Fabrication Facility(BFF): To support this, a dedicated BFF is planned at Kochi, Kerala in approximately 80 acres, with an annual capacity of 1,20,000 MT, involving an investment of about Rs.3,700 crore.
Greenfield Shipyard Project: The partnership also includes plans for a greenfield shipyard in Tamil Nadu(TN), with an estimated investment of Rs.15,000 crore.
Alignment: The partnership boosts production efficiency and next-gen vessel delivery, supporting Maritime India Vision(MIV) 2030 and Maritime Amrit Kaal Vision(MAKV) 2047, aiming to make India a global shipbuilding hub.

L&T partners with BEL for India’s 5-th Gen Fighter Jet Programme
In September 2025, Larsen & Toubro (L&T) formed a strategic partnership with Bharat Electronics Ltd (BEL) to support the Advanced Medium Combat Aircraft (AMCA), a fifth-generation stealth fighter jet initiative for the Indian Air Force(IAF).

Details of Partnership:
Aim: The partnership boosts AMCA development and production by combining L&T’s defence and aerospace expertise with BEL’s electronics and avionics capabilities.
AMCA: The AMCA programme, led by the Aeronautical Development Agency (ADA) under the Defence Research and Development Organisation (DRDO), is designed to develop a twin-engine, stealth multirole fighter aircraft. T

In September 2025, Akasa Air has partnered with OpenAirlines,a global leader in Fuel Efficiency solutions for aviation companies, to implement SkyBreathe,a 360 Eco-flying platform designed to optimize fuel management and reduce carbon emissions.

• This collaboration aims to enhance operational efficiency and promote sustainable practices within the airline’s operations.

Sky breathes: It is a 360 flying platform, developed by OpenAirlines. It provides actionable insights that allow airlines to highlight fuel-optimizing opportunities’, drive operational efficiency, engage airline professionals in sustainable practices

On September 22, 2025, Agnikul Cosmos Private Limited, an aerospace startup, launched India’s first large-format 3D (three-dimensional) printing facility for rocket systems at the Indian Institute of Technology (IIT)-Madras Research Park in Chennai, Tamil Nadu (TN).

Additive Manufacturing Facility:
3D Printing: The facility enables printing the components in 3D up to one metre(m) tall for the first time in India. It enables the production of complex parts that were previously challenging to manufacture using traditional methods.
Process Capability: The facility provides an end-to-end workflow covering design, simulation, 3D printing, post-processing, and finishing.
Advanced Equipment: The facility includes an indigenously designed de-powdering machine, a key post-processing system that ensures space-grade quality and superior surface finish.
Efficiency & Cost: It improves quality, reliability, and supply chain resilience while cutting manufacturing costs by 50%.

International Day of Sign Languages 2025 – September 23 The United Nations(UN’s) International Day of Sign Languages (IDSL) is observed every year across the world on 23 September to promote and safeguard the linguistic identity and cultural diversity of deaf people and all sign language users worldwide.

• IDSL 2025 is celebrated as part of the International Week of Deaf People (IWDP) 2025 from September 22 to 28, 2025.
• 2025 Theme: No Human Rights Without Sign Language Rights.

Background:
Origin: The idea for the IDSL was proposed by the World Federation of the Deaf (WFD), which represents 135 national associations of deaf people.
Adoption: On 19 December 2017, the UN General Assembly (UNGA) adopted Resolution A/RES/72/161, officially designating 23 September of every year as the IDSL.
First Celebration: The first IDSL was observed on 23 September 2018, integrated into the International Week of the Deaf (IWDP).

• The IWDP was first celebrated in September 1958 to raise awareness about deaf rights and culture.

Significance of the Date: The date 23 September commemorates the founding of the WFD in 1951.
Symbol: The Blue Ribbon represents the Deaf community’s long-standing efforts for equality and recognition of national sign languages.
2025 Events
Global Event: The WFD organised the ‘Global Leader Challenges 2025’ on 23 September 2025 as part of the International Day of Sign Languages.
Events in India: The Indian Sign Language Research and Training Centre (ISLRTC),  an autonomous body under the Department of Empowerment of Persons with Disabilities (DEPwD), Ministry of Social Justice and Empowerment (MSJE) celebrated the Sign Language Day 2025 on 23 September at Dr. Ambedkar International Centre, New Delhi, Delhi.

NSS Day 2025 – September 24National Service Scheme (NSS) Day is observed every year on 24 September across India to mark the establishment of NSS, a permanent youth programme under the Ministry of Youth Affairs and Sports (MYAS).

Background: 
Origin: The concept of NSS was first proposed by Major General Jagannath Rao Bhonsle.
Launch of NSS: NSS was formally launched on 24 September 1969 by then Union Minister Dr. Vijayendra Kasturi Ranga Varadaraja Rao, Ministry of Education(MoE), in 37 Universities across all states.

• The year 1969 marked the birth centenary of Mahatma Gandhi (born in 1869), the Father of the Nation.
• Since then, 24 September is celebrated every year as NSS Day.

About National Service Scheme (NSS):
Overview: The NSS is a Central Sector Scheme implemented by the Ministry of Youth Affairs & Sports(MYAS).
Components: The three core components of NSS are student youth, teachers, and the community.
Motto : “Not Me But You”, which emphasizes democratic living and the spirit of selfless service.
Symbol : The NSS symbol is derived from the ‘Rath’ wheel of the Konark Sun Temple (The Black Pagoda) in Odisha.

• The wheel has 8 bars representing the 24 hours of the day, reminding volunteers of their duty to serve the nation round the clock.

Colors in the Logo: The Red and Blue colors in the NSS logo inspire volunteers to remain active and energetic in nation-building social activities.
NSS Award: Instituted in 1993–94 by the MYAS, the NSS Awards annually honour volunteers, Programme Officers, NSS units, and universities/senior secondary councils for their voluntary service.

AP Govt, VPA Sign MoU to Establish a National Mega Shipbuilding Cluster in Nellore, AP
On September 23, 2025, Government of Andhra Pradesh (AP) and the Visakhapatnam Port Authority (VPA), Ministry of Ports, Shipping and Waterways (MoPSW), signed a Memorandum of Understanding (MoU) to establish a National Mega Shipbuilding Cluster at Dugarajapatnam in Nellore, AP.

• The MoU was signed during a National Maritime event titled “Transforming India’s Maritime Sector” in Bhavnagar, Gujarat.

National Mega Shipbuilding Cluster:
Budget: The project, with an estimated investment of Rs.29,253 crores, spans across 2,000 acres of land, encompassing 1,000 acres for core shipbuilding units and 1,000 acres for ancillary industries.
Infrastructure: The initiative includes Greenfield port, four dry docks, Outfitting jetties, Ship-lift facility, and Support Industries.
Role of Entities: Under the MoU, Government of AP will develop landside infrastructure such as roads, utilities, and civil works. VPA will oversee all seaside development and port operations.

• The implementation of the project will be overseen by a Special Purpose Vehicle (SPV), jointly established by AP Government and VPA, in partnership with global private shipbuilding firms.

Alignment: The initiative aligns with Maritime India Vision 2030 and Maritime Amrit Kaal Vision 2047 to strengthen India’s maritime capabilities and global competitiveness.

MDL signed MoU with Guidance Tamil Nadu for Greenfield Shipyard
In September 2025, Mazagon Dock Shipbuilders Limited (MDL), a Defence Public Sector Undertaking(PSU) under the Ministry of Defence(MoD), signed a Memorandum of Understanding (MoU) with Guidance Tamil Nadu (TN), the state’s investment promotion agency, to explore a new greenfield shipyard in TN.

• The MoU was signed by Biju George, Director (Shipbuilding), MDL, and Dr. Darez Ahamed, Managing Director (MD) & Chief Executive Officer(CEO), Guidance TN, during a ceremony organised by the Ministry of Ports, Shipping and Waterways (MoPSW) at Bhavnagar, Gujarat.

MDL’s Strategic Expansion in TN:
Expansion: This MoU marks MDL’s first major expansion outside the western coast of India.
Project Framework: Enables studies, land identification, connectivity plans, and integration with local defence industries.
Significance: Strengthens TN’s defence manufacturing sector and supports Aatmanirbhar Bharat and Maritime India Vision 2030 by diversifying shipbuilding capabilities on both Indian coasts.
