PM Narendra Modi and PM of Australia Scott Morrison hold 2nd India Australia Virtual Summit 20222nd India Australia Virtual Summit

i.On March 21, 2022, the 2nd India-Australia Virtual Summit was held between the Prime Minister (PM) of India Narendra Modi, and Australian PM Scott John Morrison where both sides reaffirmed their commitment to the India-Australia Comprehensive Strategic Partnership (CSP).
ii.MoU between Prasar Bharati, India and Special Broadcasting Service (SBS), Australia signed for cooperation, co-production and joint broadcasting of programmes spanning across multiple genres.
iii.MoU between Khanij Bidesh India Ltd. (KABIL), India and Critical Minerals Facilitation Office (CMFO), Australia was signed.
iv.There will be establishment of General Rawat India-Australia Young Defence Officers’ Exchange Programme.
v.Australian PM announces an investment package of about Rs 1,500 crore (estimated 280 million Australian dollar) to boost ties with India in areas such as clean technologies, space and innovation.

Defence Ministry approves military acquisitions worth Rs 8,357 croreDefence Ministry approves military acquisitions worth Rs 8,357 croreOn March 22, 2022, The Defence Acquisition Council (DAC), chaired by Defence Minister Rajnath singh, accorded Acceptance of Necessity (AoN) for capital acquisition proposals of armed forces worth INR 8,357 crore. This will enhance the operational preparedness of the Armed forces.
i.All the AoN have been approved under ‘Buy Indian IDDM (Indigenously Designed, Developed and Manufacture)’ category in order to encourage AtmaNirbhar Bharat
Key Highlights:
i.The approved proposals includes procurement of night sight (image intensifier), light vehicles GS 4X4, air defence fire control radar (light) and GSAT-7B satellite.
ii.The Defence Acquisition Council (DAC) in order to encourage innovation, accorded the sum of Rs 380.43 crore of the Acceptance of Necessity (AoN) for procurements to the iDEX startups and MSMEs.

Nagaland Became First State to go Paperless assembly proceeding under NeVA

national e-vidhan application programmeThe North Eastern state of Nagaland became the first legislative state assembly in India to implement paperless proceedings under National e-Vidhan Application (NeVA)
i.The NeVA initiative encourages paperless operations and reflects the government’s commitment towards Ashta Lakshmi.
ii.The Nagaland Assembly Secretariat has attached a tablet or e-book for all the 60 members of the State Assembly.
iii.The NeVA is used to handle diverse House Business smartly by enumerating details regarding member contact details, rules of procedure, list of business, notices, bulletins, bills, starred/unstarred questions and answers, papers laid, committee reports etc. in their handheld devices/ tablets.
About National e-Vidhan Application (NeVA):
i.National e-Vidhan Application (NeVA) Is a Centrally Sponsored Scheme by Ministry of Parliamentary Affairs with the funding ratio of 90 : 10 by Centre and State respectively 
ii.NeVA is a  neutral, member-centric application deployed on NIC Cloud, MeghRaj which also called as “GI Cloud”.
iii.This application is spearheading the principle of ‘One Nation- One Application’ with the objective of ‘Cloud First and Mobile First to serve Members’.
iv.To adopt National e-Vidhan Application (NeVA), Memorandum of Understanding (MoU) have been signed with 18 States viz Punjab, Odisha, Bihar {both Houses}, Meghalaya, Mizoram, Manipur, Gujarat, Arunachal Pradesh, Nagaland,  Puducherry, Tripura, Himachal Pradesh, Chhattisgarh, Tamil Nadu, Sikkim, Haryana, Uttar Pradesh{both Houses},  Jharkhand.
Achievements:
i.Bihar Legislative Council became the first House in the country to transit to NeVA platform completely on 25 Nov, 2021 and conducted Winter Session, 2021on the NeVA platform in paperless mode.
ii.Odisha Assembly also presented their 1.5 Lakh Crore budget 2020-21 in paperless mode using NeVA.

Indian Army Conducts Joint Security Exercise “Suraksha Kavach 2” With Maharashtra Police

Indian Army’s “Agnibaaz Division” organised a joint exercise “Suraksha Kavach 2” with Maharashtra Police at Lullanagar, Pune. The exercise aimed to counter any terrorist actions in Pune.
i.The exercise involved participation of Counter Terrorism Task Force (CTTF) of Indian Army, Anti-Terrorism Squad of Maharashtra Police along with Quick Reaction Teams (QRTs), Dog Squads and Bomb Disposal Teams of both agencies.
Aim:
The exercise aimed to harmonize the drills and procedures undertaken by Army and Police to counter terrorist.
Simulated Scenario Of The Exercise
i.The simulated exercise took place at the scenario of terrorists in a populated area and was performed at the under construction site at Lullanagar.
ii.Intelligence inputs of the elite forces of both agencies were activated.
iii.To neutralise the terrorists, joint action was carried by Army’s CTTF and QRT of Maharashtra Police.

  • It also involved search of building for any unidentified items/bombs/Improvised Explosive Device (IEDs) by Dog squads and their neutralization/ diffusion by Bomb Disposal Units.

UR for Persons of 15 years and above in Urban Areas declined to 9.8% in Q2-2021: 12th PLFS by NSO Unemployment rate at 9-8pc in July-September 2021

In accordance with the 12th Periodic Labour Force Survey (PLFS) by the National Statistical Office (NSO), Unemployment Rate (UR) for persons of age 15 years and above in urban areas dipped to 9.8% in July-September (Q2) 2021 from 13.2% in Q2-2020. It was 12.6% in April-June 2021.

  • UR is defined as the percentage of unemployed persons in the labour force.

Key Figures representing Persons of 15 years and above in Urban Areas:
i.The joblessness was high in July-September 2020 mainly due to lockdown restriction amid COVID-19.
ii.UR among females also declined to 11.6% in July-September 2021 from 15.8% a year ago. 

  • It was 14.3% in April-June 2021.

iii.Among males, the UR also declined to 9.3% in July-September 2021 compared to 12.6% a year ago. 

  • It was 12.2% in April-June 2021.

iv.Labour Force Participation Rate (LFPR) in CWS (Current Weekly Status) was 46.9% in the July-September 2021, down from 47.2% in the same period a year ago. 

  • It was 46.8% in April-June 2021.

v.Worker Population Ratio (WPR) in CWS stood at 42.3% in July-September 2021, up from 40.9% in the same period a year ago. 

  • It was 40.9% in April-June, 2021.

About Periodic Labour Force Survey (PLFS):
It was launched in 2017 by NSO. On the basis of PLFS, a quarterly bulletin is brought out giving estimates of labour force indicators namely UR, WPR, LFPR, distribution of workers by broad status in employment, and industry of work in Current Weekly Status (CWS). 11 quarterly bulletins corresponding to the quarter ending December 2018 to the quarter ending June 2021 have already been released.

  • The estimates of unemployed persons in CWS give an average picture of unemployment in a short period of seven days during the survey period.
  • In the CWS, a person is considered unemployed if he/she did not work even for one hour on any day during the week but was available for work at least for one hour on any day during the period.
  • LFPR is defined as the percentage of population in the labour force.

BRICS Vaccine R&D Centre Launched by Union Health Minister

Dr. Mansukh Mandaviya, Union Minister of Health and Family Welfare, launched the BRICS Vaccine Research & Development (R&D) Center and Workshop on Vaccine Cooperation through a video-conference in New Delhi, Delhi.

  • India plans to offer its robust vaccine manufacturing industry for developing vaccines for BRICS (Brazil, Russia, India, China, and South Africa) countries and also the world.
  • India supplies vaccines to more than 150 countries and is home to one of the world’s largest vaccine manufacturing industries. It also fulfils 65-70% vaccine requirements of the World Health Organization (WHO). It has so far administered more than 1.81 billion vaccination doses.

Background:

  • A BRICS Vaccine R&D Centre was proposed to be established in the 2018 Johannesburg Declaration.
  • During the XIII BRICS Summit: New Delhi Declaration, 2021, the leaders reaffirmed their commitment to the early launch of the BRICS Vaccine R&D Centre.

Highlights:
i.The Government of India (GoI) would pool the BRICS countries’ complementary strengths in vaccine research and development, bolstering their capacity to prevent and control infectious diseases, and providing timely assistance to other developing countries in need.
ii. It demands the BRICS countries to collaborate and support initiatives such as ACT-A, COVAX, CEPI, and others in order to meet the WHO’s target of vaccinating 70% of the world’s population with COVID-19 vaccines by mid-2022.
iii.So far, India has approved nine COVID-19 emergency vaccinations, five of which are indigenous. This included the world’s first-of-its-kind m-RNA vaccine, Gennova, which was developed indigenously and manufactured outside of the WHO transfer technology programme.
iv.Since the vaccine industry in India functions in a dual modeDe-novo product development, i.e., within the country and technology transfer through local-global partnerships, it calls for stakeholders’ collaboration.
About BRICS (Brazil, Russia, India, China, and South Africa):
i.It is an informal group of states comprising the Federative Republic of Brazil, the Russian Federation, the Republic of India, the People’s Republic of China and the Republic of South Africa.
ii.The creation of BRICS was first proposed by Russia.

J&K starts GI Registry for hand-knotted Kashmiri Carpets with QR code

The Jammu and Kashmir (J&K) government has finally started a Geographical Indication (GI) registry for the hand-knotted Kashmiri carpet with a quick response (QR) code which will certify the genuineness of hand-knotted carpets with info on the manufacturer, weaver, raw material.

  • The GI Registry of the Department for Promotion of Industry and Internal Trade(DPIIT), Ministry of Commerce and Industry (MoCI), granted the GI tag to Kashmiri carpets in June 2016.
  • The registered carpets were certified starting from 2022.

3rd Ex-Dustlik: Indian-Uzbekistan Joint Training Exercise at Yangiarik3rd edition of India-Uzbekistan joint military exercise begins in Yangiarik

The 3rd Edition of Exercise Dustlik (Ex-Dustlik)-2022, a joint training exercise between the armies of India and Uzbekistan is being conducted at Yangiarik, Uzbekistan from 22 to 31 March 2022. 

  • Ex-Dustlik focus on Counter-Terrorism operations in semi-urban terrain under a United Nations(UN) Mandate.

Note: The Dustlik-II, 2nd edition of the exercise was conducted in Ranikhet, Uttarakhand(India) in March 2021. 
Participants:
The Indian Contingent which comprises a platoon strength of Grenadiers Regiment joins the Uzbekistan Army contingent represented by the troops of the North-Western Military District for the 3rd Ex-Dustlik. 
About Ex-Dustlik:
Objective: To enhance understanding, cooperation and interoperability between two armies (India and Uzbekistan). 
Key Points:
i.The training schedule of Ex-Dustlik will focus on sharing tactical level drills and learning of best practices from each other
ii.The exercise will culminate in a 24-hour long validation exercise in which both the parties will undergo the challenges of simulated operations in such scenarios.
About Grenadiers battalion:
i.Grenadiers battalion is one of the highly decorated battalions of the Indian Army. 
ii.It has the unique distinction of participating in almost all the Pre and Post-Independence Operations.
iii.The unit has won the eight Pre-Independence Battle Honours, and Post-Independence the unit earned theatre honour ‘RAJASTHAN’ in the 1965 war and battle honour ‘JARPAL’ in the 1971 war.

Delhi Becomes Most Polluted Capital in World : 2021 World Air Quality Report For fourth consecutive year in 2021, Delhi world's most polluted capital in world

The 2021 World Air Quality Report released by the Swiss organization IQAir reveals that the National Capital Territory (NCT) of Delhi, India, is the most polluted capital in the world for the fourth consecutive year in 2021.

  • The report finds that only 3% of cities and no single country met the latest World Health Organization’s (WHO) Particulate Matter (PM) 2.5 annual air quality guidelines. The new guideline was released in September 2021 and cut the existing annual PM2.5 guideline value from 10 µg/m3 to 5 µg/m3.
  • India was placed 5th in the Most Polluted countries in the word whereas Bangladesh was placed in 1st followed by Chad and Pakistan.
  • No country met the latest WHO air quality guideline for PM2.5 in 2021.

Key Facts of the Report:
i.According to the report, data from publicly accessible air quality monitoring stations increased in 2021. Significant increases were seen in India, New Zealand, and Canada, in particular.
ii.In the Central and South Asia region, including India, Iran, Nepal, Pakistan, Sri Lanka, Bangladesh, Afghanistan, and Tajikistan, around 50 cities were ranked in terms of PM2.5 levels on the list of the “World’s Most Polluted Cities” in 2021.

  • It revealed that the region together housed for 46 of the top 50 polluted cities, in which Bhiwadi, Alwar district (Rajasthan) topped the list of the ‘world’s most polluted cities’ in 2021; Ghaziabad (Uttar Pradesh) – second; and Hotan, China – came third. 
  • The only two cities that met updated WHO PM2.5 guideline were Zhezqazghan and Chu (Kazakhstan).

RBI Lifted all Curbs on HDFC Bank’s New Digital Launches 

The Reserve Bank of India(RBI) has lifted all the restrictions placed on HDFC Bank regarding its business-generating activities under the HDFC Bank’s Digital 2.0 programme. 

  • In December 2020, the RBI had restricted HDFC Bank from launching any new digital products or services and issuing new credit cards till the lender resolved recurring tech issues.
  • In September 2021, RBI had lifted restrictions on HDFC Bank on issuing new credit cards.

OneWeb Ties With SpaceX to Resume its LEO Satellite Launches

OneWeb, the low Earth orbit (LEO) satellite communications company of Bharti Enterprises and Other investors signed an  agreement with SpaceX  to resume  the launch of  satellites.

  • The first launch with SpaceX is expected in 2022 and will add to OneWeb’s total in-orbit constellation that is currently at 428 satellites, or 66% of the fleet.
  • OneWeb’s network will deliver high speed, low latency global connectivity.

Key points:
i.The deal with SpaceX will allow OneWeb to complete its remaining satellite launches from Texas, United States (US), which were struck due to Russia-Ukraine conflicts.
ii.Earlier, the launch was planned from Russia’s Baikonur Cosmodrome. But since the UK (United Kingdom) government has a 19.8 %  stake in OneWeb, Russian space agency Roscosmos demanded the withdrawal of the UK from the project. 
Note- 

  • The Baikonur Cosmodrome is a spaceport in  Kazakhstan leased to Russia. 
  • It is the world’s first spaceport for orbital and human launches and the largest operational space launch facility. 

Related information:
In March 2022, the OneWeb also got approval from the Department of Telecommunications (DoT)  under the Ministry of Communications to set up satellite earth stations in India. 

  • The company will start offering their services in India by mid-2022.

India’s Merchandise Exports Touched New Peak of $400 Billion in FY22India’s goods exports touch new peak of $400 billion in FY22

The merchandise exports sector of India  successfully  met the $400 billion target which was set for 2021-22 (FY22), nine days ahead of schedule, which translated into a 37% increase over exports worth $292 billion in FY21.
Highlights:
i.The exports in India contracted almost 7% in FY21 from a year before to $292 billion,  due to Covid outbreak. Later with the drastic increase in demand and  advanced economies the export sector recovered itself.
ii.The highest merchandise export of $330 billion was achieved in FY19. It witnessed the fluctuations  between $250 billion and $330 billion a year since FY11.
iii.The services exports are also estimated to exceed the target of $250 billion.

  • The  target for Services exports was to achieve $206 billion in FY21 and $225 billion for FY22.

iv.The significant increase is witnessed in the various sectors such as engineering goods, petroleum products, garments and textiles, and chemicals.

Former Indian International cricket player Suresh Raina was awarded with ‘Sports Icon’ award at the Maldives Sports Awards 2022 by Government of Maldives. 

  • The  President of Maldives Ibrahim Mohamed Solih chaired the event along with Sports Ministers, world-renowned athletes and Maldivian athletes.

Highlights:
i.Suresh Raina was awarded for his excellent performance and various achievements throughout his career. 

  • He was nominated alongside 16 international sportspersons, including former Real Madrid player Roberto Carlos, Jamaican Sprinter Asafa Powell, former Sri Lankan captain and cricketer Sanath Jayasuriya and Dutch football legend Edgar Davids.

ii.The Maldives President also  honored Saudi Arabia’s Minister of Sports, Prince Abdulaziz bin Turki Al-Faisal for his efforts in developing  sports and striving to achieve the goals of the Kingdom’s Vision 2030 in Saudi Arabia.

  • He was honored also for his support for promotion of sports in the Maldives, joint cooperation between the two friendly countries.

i.He is a former Indian international cricketer.  He served as the captain of Gujarat Lions in the Indian Premier League (IPL)  and also served as vice-captain of the Chennai Super Kings (CSK).

iii.In 2020, he announced his retirement from all formats of international cricket.

  • Suresh Raina is the first Indian player to score 6000 as well as 8000 runs in a T20 career and the first-ever cricketer to reach 5,000 runs in IPL.

Serdar Berdimuhamedow Becomes New President of TurkmenistanSerdar Berdimuhamedow was sworn in as the president of Turkmenistan

Serdar Berdimuhamedow was sworn in as the new President of Turkmenistan by securing nearly 72.97% of the votes and taking the oath of office at a ceremony at Rukhiyet Palace in the capital, Ashgabat.
He took over from his father, Gurbanguly Berdimuhamedow, the outgoing President, who was re-elected with almost 97% of the votes in 2017. He will continue to lead the country’s upper house of Parliament.
Note: Parliament of Turkmenistan – Milli Gengesh; Upper House of Parliament – Halk Maslakhaty (People’ Council).
About Turkmenistan’s Presidential Election 2022:
i.The 2022 Presidential election is an early election that was declared by Gurbanguly Berdimuhamedow in February 2022 and conducted on March 12, 2022. He has been the country’s leader since Saparmurat Niyazov died in December 2006, when he was originally appointed acting president.
ii.Serdar Berdimuhamedow turned 40 in 2021, the minimum age for a President according to Turkmen law

i.He was appointed as the Deputy Prime Minister of Turkmenistan in July 2021 and also headed the Oil & Gas industry of the country in November 2021.

Rajesh Gopinathan Re-appointed as MD & CEO of TCS for 5 years

Rajesh Gopinathan has been reappointed as the Managing Director (MD) and Chief Executive Officer (CEO) of Tata Consultancy Services(TCS), a global leader in information technology (IT) services and a subsidiary of the Tata Group, for 5 years, from 21st February 2022 to 20th February 2027.

  • TCS has also reappointed N Ganapathy Subramaniam as the Chief Operating Officer (COO) and Executive Director from 21st February 2022, to 19th May 2024, as per the retirement age policy of the company.          

ACQUISITIONS & MERGERS   

SBI Invests Rs 10 Crore to Pick Up 7.84% Stake in ONDCSBI picks up 7.84% stake in ONDC

State Bank of India (SBI) has invested Rs 10 crores to pick up 7.84% stake in Open Network for Digital Commerce (ONDC), an open-source e-commerce platform engaged in creating an open public digital infrastructure. 

  • The transaction does not require any regulatory approval as the acquisition of shareholding was below 10%.
  • SBI is the 2nd public sector bank to buy the stake in ONDC, after Punjab National Bank(PNB).

Note:
i.In November 2021, PNB has proposed to invest as a promoter in ONDC by acquiring a 9.5% stake in ONDC. 
ii.PNB stated that it would invest Rs 25crore or acquire 9.5% equity capital, whichever would be lower. 
Kotak, Axis Acquire 7.84 stake Each in ONDC:
Kotak Mahindra Bank and Axis Bank has invested Rs 10 crore each and acquired 7.84% stake each in ONDC. 

  • Kotak Mahindra Bank has subscribed to 10,00,000 equity shares of ONDC for a consideration of Rs 10 crore, translating into an equity shareholding of a 7.84% stake in ONDC. 
  • ONDC has allotted 10,00,000 equity shares of the face value of Rs 100 each for a consideration of Rs 10 crore to Axis Bank. At present, the bank holds a 7.84% stake in ONDC. 

About ONDC:
i.ONDC, incorporated on 30th December 2021, is an initiative of the Department for Promotion of Industry and Internal Trade (DPIIT) under the Ministry of Commerce and Industry(MoCI).
ii.It is a globally first-of-its-kind initiative that aims to democratise Digital Commerce, moving it from a platform-centric model to an open network
iii.As UPI is to the digital payment domain, ONDC is to e-commerce in India. 

  • ONDC will be compliant with the Information Technology Act, 2000 and designed for compliance with the emerging Personal Data Protection Bill.

 Australian Tennis Player Ashleigh Barty retires from Tennis

Ash Barty retires from tennis at age 25
Australian professional Tennis player and Cricketer Ashleigh Barty, announced her retirement from tennis at the age of 25.
i.Ash Barty was the one who won singles major championships on three different surfaces — on clay at the 2019 French Open, on grass at Wimbledon 2021and on the hard courts of Melbourne Park in 2022.
ii.Becoming the first Australian player in 44 years to triumph at the nation’s Grand Slam tournament.
iii.During her 21-month sabbatical from tennis as a teen, Barty played cricket with the Brisbane Heat of the Women’s Big Bash League, playing a $50,000 ITF event in Eastbourne — winning three qualifying matches and three more in the main draw.
iv.Later, she was ranked No. 88; by the end of 2017, Barty was an established member of the top 20.
v.Barty was the only other woman who has walked away from the sport while atop the Women’s Tennis Association (WTA) rankings: Justine Henin was No. 1 when she retired in May 2008.

Pramod Bhagat won 2 silver, 1 bronze in Spanish Para-Badminton International 2022

Indian Paralympian Pramod Bhagat (World’s No 1 in SL3 category) has won 2 silvers in Men’s Singles SL3 and Men’s Doubles SL3-SL4 with Manoj Sarkar and 1 bronze in Men’s Singles SL3 at the Level 1 Iberdrola Spanish Para-Badminton International 2022 held in Cartagena, Spain from 9th to 13th March 2022. 

World’s no 2. in SL 4 category Sukant Kadam has won the bronze at Men’s Single SL4. 

  • Indian Para shuttlers have won a total of 21 medals (6 Gold, 7 Silver, & 8 Bronze) at the Level 1 Iberdrola Spanish Para-Badminton International 2022(Badminton World Federation- BWF Para-Badminton International Level 1).
  • The Indian team has won a total of 34 medals (11 Gold, 7 Silver, & 16 Bronze) at the Level 2 Spanish Para-Badminton International 2022(BWF Para-Badminton International Level 2) held from 1st to 6th March 2022 in Vitoria, Spain.

Dalai Lama & Archbishop Desmond Tutu Authored Children’s Book ‘ The Little Book of Joy’

A picture book edition co-authored by Nobel Peace Prize winners Dalai Lama (14th Dalai Lama(Tenzin Gyatso)) & Archbishop Desmond Tutu, titled  “The Little Book of Joy ” will be released in September 2022. It will be published by Random House Children’s Book. 
i.In 2016, they also co-authored the book titled  “The Book of Joy: Lasting Happiness in a Changing World”, which became a bestseller & sold more than 1 million copies and translated into more than 40 languages.
About the book:
i.The  illustrations provided by artist Rafael López and Rachel Neumann & Douglas Abrams collaborated on the text.
ii.This book focuses on the meaning of true happiness, which is not in the materialistic world but lies in the nature of human beings. 
About 14th Dalai Lama:
The 14th and current Dalai Lama’s name is Tenzin Gyatso.  He  lives as a refugee in Himachal Pradesh,India. He got the Nobel Peace Prize in 1989. He was born on 6 July 1935, Taktser, Tibet (now People’s Republic of China).

CM Of Chhattisgarh Presented The Budget For The Financial Year 2022-23Chhattisgarh Assembly passes budget for 2022-23The Chief Minister (CM) of Chhattisgarh, Bhupesh Baghel presented the budget of Rs 1,12,603 crore for the Financial Year (FY) 2022-23. The budget focused on the welfare of farmers, tribals, youth, women and labourers.
i.Chhattisgarh made Appropriation Bill, 2022 amounting to Rs 1,12,603 crore.
Receipts And Expenditure:
i.The Net expenditure is Rs 1,04,000 crore,

  • The revenue expenditure and capital expenditure comes around Rs 88,371 crore and Rs 15,241 crore respectively.

ii.The total receipts are Rs 1,04,000 crore in which 

  • The revenue receipts and capital receipts come around Rs 89,073 crore and Rs 14,927 crore respectively.

Flagship Schemes Of The Budget:
i.Under Rajiv Gandhi Grameen Bhumiheen Krishi Mazdoor Nyay Yojana,

  • The state government will provide an assistance of Rs 7000 per year to the landless agricultural labourers, which is more than the Centre’s Kisan Samman Nidhi scheme. 
  • Tribals such as Manjhi, Baiga, Gunia and Pujari benefitted from the scheme.
