Indian Navy conducted AMPHEX 2023 – Mega Military Exercise in Andhra PradeshIndian Navy conducts 6-day mega exercise in Andhra PradeshOn 22nd January 2023, the Indian Navy (IN) conducted a six-day-long mega military exercise “AMPHEX 2023”, the largest biennial tri-services amphibious exercise involving the Indian Army and Indian Air Force (IAF) near Kakinada in Andhra Pradesh(AP) between 17th January and 22nd January 2023.
Participants: The exercise witnessed the participation of a large number of troops from the Indian Army, amphibious warships from the Indian Navy, and aircraft from the IAF.
Key highlights:
i.The exercise AMPHEX 2023 took place amid growing concerns over China’s increasing military forays into the Indian Ocean, a region considered as the backyard of the Indian Navy.
ii.The exercise included complex activities in all domains that demonstrated and validated the high level of preparedness and excellent coordination between the tri-services to undertake a full spectrum of amphibious operations.

Troops participated in AMPHEX-23 
The exercise witnessed the participation of a number of amphibious ships consisting of Large Platform Dock (LPD), Landing Ships and Landing Crafts, Marine Commandos (MARCOS), helicopters and aircraft from the Indian Navy. Indian Army participated in the exercise with over 900 troops which included Special Forces, Artillery and Armoured vehicles. Jaguar fighters and C 130 aircraft from the IAF also participated in the exercise.

Note – The Indian Army has also obtained the Intellectual Property Right (IPR) of the design and camouflage pattern of its newly introduced Camouflage Pattern Dress, an improved combat uniform, which was unveiled by the Chief of Army Staff during Army Day.

INTERNATIONAL AFFAIRS

Highlights of EAM Subrahmanyam Jaishankar’s visit to Maldives and Sri Lanka from January 18-20, 2023Visit of EAM to Maldives and Sri Lanka (January 18-20, 2023)i.From January 18-20, 2023, India’s Union Minister Subrahmanyam Jaishankar, Ministry of External Affairs (MEA) paid an official visit to the Maldives and Sri Lanka.
ii.Both countries are India’s key maritime neighbours in the Indian Ocean Region and occupy a special place in the Prime Minister’s vision of ‘SAGAR’ (Security and Growth for All in the Region) and ‘Neighbourhood First’.
iii.A MoU between the Maldives government and the Indian government for additional grant assistance of 100 million Rufiyaa for the High Impact Community Development Project (HICDP) scheme was signed to implement a number of socio-economic development projects.
iv.India has become the first creditor nation to extend assurance towards restructuring the debt of Sri Lanka with financial assistance worth USD 4 billion.

  • India will encourage greater investment in core areas of energy, tourism and infrastructure.

World Economic Forum 2023 Summit held in Davos, SwitzerlandWorld Economic Forum Annual Meeting starts in Davos, January 16-20 2023The World Economic Forum (WEF) held its 53rd Annual Meeting, “World Economic Forum—2023” [Davos Summit], from January 16 to 20, 2023, in the highest city in Europe, Davos, Switzerland.

  • The theme of the WEF Summit 2023 is “Cooperation in a Fragmented World.”

The WEF hosted the event in collaboration with the Swiss government and the Canton of Graubünden.
i.According to the non-profit organisation Oxfam India’s report, “Survival of the Richest: The India Supplement,” the top 1% of Indians currently own more than 40.5% of the nation’s entire wealth in 2021, while the bottom 50% of the population (700 million) has only about 3% of the nation’s total wealth.
ii.According to the WEF Centre for the New Economy’s “Chief Economists Outlook – January 2023,” released at the WEF 2023 Summit, nearly two-thirds of chief economists believe a global recession is likely in 2023, with 18% believing it is extremely likely.
iii.At the WEF 2023 Summit, Maharashtra Chief Minister Eknath Shinde signed Memorandums of Understanding (MoUs) worth Rs. 1.36 lakh crore with global investors.

SEBI Launches Information Database On Municipal BondsSEBI launches information database on municipal bondsAshwani Bhatia, a whole-time member of the Securities and Exchange Board of India (SEBI), has launched an Information Database, comprising a repository of municipal bond information, on its website to assist municipal debt issuers and other stakeholders in the municipal debt market.

  • Municipal bonds are a reliable alternative source of funding for projects carried out by municipal corporations.

Backdrop:
The market regulator SEBI has organized an outreach programme on municipal bonds and municipal finance in New Delhi, Delhi, as part of its efforts to develop the bond markets.
Objective: To provide a unified platform for stakeholders to address the problems of Municipal Debt Securities Issuers, investor requirements, and the extant regulatory framework, as well as to recommend steps to boost awareness of and traction in the municipal debt securities market.
Key Points:
i.The information database includes statistics and regulations, circulars, guidance notes, and frequently asked questions (FAQs) issued by SEBI in relation to municipal debt securities.
ii.The repository offers sample letters and certificates from different intermediaries, as well as a number of checklists for pre-listing requirements, which an issuer who wants to enter the municipal bond market can obtain.
Efforts made by SEBI to develop the bond markets
i.SEBI established a regulatory framework for the issuance, listing, and trading of municipal debt securities in 2015, which was reviewed again in 2019.
ii.Ten municipal corporations in India have issued 12 issues of municipal bonds, raising close to Rs. 2000 crore since 2017, despite the fact that the municipal debt market in India is still in its infant stage.

  • The funds raised have been used for a range of development projects, including residential projects, water supply projects, tertiary sewage treatment plants and more.

Paytm, Citi Ends Partnership for Co-branded Credit Card – Paytm CITI CardPaytm, Citi end tie-up for co-branded credit cardCitibank and Paytm(One97 Communication Ltd) have ended their partnership for a co-branded credit card Paytm CITI Card ahead of the merger of Citibank’s commercial banking business with Axis Bank.

  • The customers were informed that the Paytm CITI Card will be shut down, and they will be offered other cards they could opt for.
  • The cardholders will be offered uninterrupted benefits with the Paytm HDFC Bank credit card.

Key highlights:
i.The customers will be offered the Citi Rewards Credit Card as a replacement to their Citi Paytm Credit Card, which should be chosen to consent for the same.
ii.The consent to swap to another Citi-branded Credit Card will also serve as consent for the transfer of the cardholder’s banking relationship with Citibank to Axis Bank.

  • Failure to consent, will lead to the closure of the Citi Paytm credit card effective January 30, as Citi India will no longer be able to provide services on the Citi Paytm Credit Card

Background:
In March 2022, Axis Bank announced acquiring Citigroup’s retail banking business in India for Rs. 12,325 crore, subject to requisite approvals.

  • After the acquisition of around 30 lakh unique Citibank customers, Axis Bank will now have about 2.85 crore savings accounts, over 2.3 lakh Burgundy customers and 1.06 crore cards, which increased Axis Bank’s credit card customer base by 31 percent with 25 lakh additional cards, making it amongst the top 3 players in the Indian market.3
  • The tie-up with Citibank reportedly ended in November 2022.

ACC approves appointment of Vikram Dev Dutt as Director General of DGCACentre approves appointment of Vikram Dev Dutt as next DGCA chiefThe Appointments Committee of the Cabinet (ACC), headed by Prime Minister (PM) Narendra Modi, has approved the appointment of Vikram Dev Dutt as Director General(DG) of the Directorate General of Civil Aviation (DGCA) with effect from 28th February 2023.

  • Vikram Dev Dutt will succeed Arun Kumar, DG of the DGCA, who retires on 28th February 2023.

Arun Kumar, a 1989-batch Indian Administrative Service (IAS) officer, was leading the DGCA as its DG since July 2019.
About Vikram Dev Dutt:
i. Vikram Dev Dutt, a 1993 batch IAS officer of AGMUT (Arunachal Pradesh, Goa, Mizoram and Union Territory) cadre, currently serves as the Chairman and Managing Director (CMD) of Air India Assets Holding Limited (AIAHL).
ii. He served as Principal Secretary (Tourism) in the Delhi government and also as Principal Secretary in the Health and Family Welfare Department of the Government in Delhi.
iii. He also served as Principal Secretary (Finance) in Andaman and Nicobar Islands, Secretary (Tourism) Goa government, and Managing Director (MD) of the India Tourism Development Corporation (ITDC).

IndiGrid to acquire a 100% stake in Khargone Transmission for Rs 1,497.5 crore IndiGrid to acquire 100% stakeIndia Grid Trust (IndiGrid), an Indian power sector infrastructure investment trust, is set to acquire a 100% stake in Khargone Transmission Limited at an enterprise value of about Rs 1,497.5 crore.

According to BSE, the acquisition will be made for a cash payment of not more than Rs 1,497.5 crore for the enterprise value.

  • On 21st January 2023, IndiGrid and Sterlite Power Transmission Limited (one of the sponsors of IndiGrid) signed a share purchase agreement to acquire a 100% shareholding and economic interest (one or more tranches) in Khargone Transmission Limited.

Key Points:
i. The Ministry of Power (MoP) awarded the transmission project on a BOOM (Build Own Operate Maintain) basis for a 35-year period beginning with the date of scheduled commercial operation.
ii. The transmission project has 6 elements. The project has one substation element, three transmission line elements, one Line In Line Out (LILO)element, and One line bay.

  • It is located in the state of Madhya Pradesh(MP) and Maharashtra.

iii. The project aims to deliver 1320 megawatts (MW) of thermal energy from the Khargone power plant to users in the home, commercial, agricultural, and industrial segments in Madhya Pradesh and Maharashtra, improving electricity supply and grid stability.
Note: The Khargone Transmission was incorporated on 28th November 2015.

SpaceX launches 51 Internet Satellites in its 1st Starlink mission of 2023

Elon Musk-led SpaceX launched 51 internet satellites in its 1st Starlink mission of 2023 to low-Earth orbit from Space Launch Complex 4 East (SLC-4E) at Vandenberg Space Force Base (formerly Vandenberg Air Force Base), California, United States of America (USA), which was initially scheduled to launch on 9th January 2023.

  • The Starlink satellites on this launch, named Starlink 2-4, will fly in an orbit inclined 70 degrees to the equator.
  • After a mission in September 2021, which also orbited 51 Starlink spacecraft, this is the second launch into Group 2.
  • SpaceX carried out the first Starlink launch of 2023 was launched to resume deployment of the constellation’s second shell.
  • The 51 Starlink internet satellites onboard the rocket will bring the total number of Starlink spacecraft launched to 3,717.

Note: This was the first flight for the Falcon 9 1st-stage booster supporting this mission. It’s also the 1st launch of the year 2023 from Vandenberg Space Force Base.

Bihar Govt inks MoU with FSI for TOF Field Survey to promote Agroforestry

The Bihar Government, in collaboration with the Forest Survey of India (FSI), has decided to conduct a “Tree Outside Forest” (TOF) field survey to identify the dominant tree species that are growing outside the Recorded Forest Areas (RFA) in Bihar.

A Memorandum of Understanding (MoU) has been signed between the Bihar Government and FSI for the TOF field survey to promote agroforestry is expected to start in April 2023.

  • This would help farmers get additional income by encouraging tree plantation on farmland along with crops.
  • According to the FSI India State of Forest Report, 2021, Bihar saw increases in growing stock of 3.79% in RFA and 0.58% in TOF.

Thailand’s Kunlavut Vitidsarn wins India Open Badminton title 2023, Korean An Seyoung wins Women’s Singles Thai shuttler Kunlavut Vitidsarn wins India Open Badminton titleShuttler Kunlavut Vitidsarn from Thailand won the India Open Badminton Championship 2023 by defeating Olympic champion Axelsen of Denmark to claim his maiden Super 750 tournament title in the men’s singles by 22-20, 10-21 and 21-12.

i.In the Women’s Singles category, An Seyoung of South Korea won the title by defeating Japanese Akane Yamaguchi by 15-21, 21-16, and 21-12.

  • Republic of Korea’s An Se Young became the first player from her country to win the women’s singles title

The Championship, officially named Yonex-Sunrise India Open 2023′ was held at KD Jadhav Indoor Stadium in New Delhi, Delhi from January 17 – 22, 2023. It was the second tournament of the HSBC BWF World Tour Super 750.

i.The India Open is an annual badminton event which has been held in India since 2008.

iii.The next event, ‘Daihatsu Indonesia Masters 2023 will be held from January 24-29, 2023 in Jakarta, Indonesia with prize money of USD 420,000.

OBITUARY

PVSM & AVSM Awardee Air Marshal Harjit Singh Arora Passed Away

On 21st January 2023, Param Vishisht Seva Medal (PVSM) & Ati Vishisht Seva Medal (AVSM) awardee Harjit Singh Arora, former Vice Chief of the Air Staff Air Marshal, passed away in Delhi at the age of 61.

  • In December 1981, Harjit Singh Arora was commissioned as an Indian Air Force (IAF) fighter pilot.
  • He had a flying experience of over 2600 hours on Mig (Mikoyan-Gurevich)-21, Mig-29, and also helicopters.
  • He served the force as the 44th Vice Chief of the Air Staff from 2019 to 2021.
  • On 30th June 2021, Air Marshal Harjit Singh Arora superannuated.

Harjit Singh Arora was awarded the AVSM in 2011 and the PVSM in 2020.

  • 23rd January 2023 marks the 126th birth anniversary of Subhas Chandra Bose.

i. In 2021, the Government of India declared January 23 as Parakram Diwas to honour the selfless contribution of Netaji Subhas Chandra Bose to India’s freedom movements.
ii. The 1st ever Parakram Diwas was observed on 23rd January 2021 on the 124th birth anniversary of Netaji.
iii. To mark the 126th birth anniversary of Netaji and as part of the celebration of Republic Day 2023, a Military Tattoo and Tribal Dance Festival ‘Aadi-Shaurya – Parv Parakram ka’, a 2-day festival, will be held at Jawahar Lal Nehru Stadium, New Delhi, Delhi on 23 & 24 January 2023.

Jharkhand Agriculture Minister Badal Patralekh launches a Rs 467.32 crore Water Conservation SchemeJ'khand govt launches water conservation scheme with over Rs 467 cr outlayOn 21st January 2023, Jharkhand Agriculture Minister Badal Patralekh launched a water conservation scheme with an outlay of Rs 467.32 crore to aid farmers in Jharkhand, which endured drought in 2022.

Key Points:
i. Under the Water Conservation Scheme, 2,133 ponds will be renovated and 2,795 percolation tanks will be constructed in all the blocks of 24 districts of Jharkhand.

  • Percolation Tank- An artificially created surface water body to recharge groundwater storage.

ii. Badal Patralekh laid the foundation for the renovation of 184 percolation tanks and 71 ponds.
iii. Jharkhand Government received 31.33 lakh applications from drought-hit farmers, and 8.5 lakhs have already received financial assistance.
iv. The government’s effort is to provide Rs 1,200 crore as relief to 30 lahks drought-affected farmers soon.
Additional info:
In October 2022, the government declared 226 of the 260 blocks of Jharkhand as “drought-affected” zones and decided to provide a cash relief of Rs 3,500 to each farmer’s family.

Odisha Cabinet Approved: Inclusion of 22 castes under SEBC, 9 Piped Water Supply Projects Odisha cabinet approves inclusion of 22 castes in State's list of SEBCOdisha cabinet headed by the state’s Chief Minister (CM) Naveen Patnaik has cleared the inclusion of 22 castes and communities in the state list of Socially and Economically Backward Classes (SEBC).

  • The inclusion of Backward Classes in the State list of SEBCs was made by approving the Amendment of the Odisha State Commission for Backward Classes (OSCBC) Act, 1993 by inserting subsection 3 under Section – 9.
  • The 22 castes are Badhei, Bindhani, Bindani, Baraji, Baroi, Sankhua Tanti, Gola Tanti, Lajya Nibaran, Hansi Tanti, Kapadia, Gandhamali, Thanapati, Pandara Mali, Paniar Mali, Pandaria, Oda-Khandayat, Bayalisha Oda, Oda Paika, Oda Paiko, Haladia Teli and Kalandi.

Cabinet also approved 9 piped water supply projects worth over Rs 1,287 crore in three districts to provide safe drinking water.

  • 2 projects worth Rs 254.66 crore in Jajpur.
  • 3 projects with an outlay of Rs 393.93 crore in Nayagarh.
  • 4 mega piped water supply projects at Rs 639.26 crore under the ‘Jal Jeevan Mission’ in tribal-dominated Malkangiri.

Delhi LG launches ‘100 Days to Beat Plastic’ Campaign by MCDDelhi Lt Governor launches '100 Days to Beat Plastic' campaign by MCDDelhi Lieutenant Governor(LG) V K Saxena launched a thematic 100-day campaign, “100 Days to Beat Plastic’, led by the Municipal Corporation of Delhi (MCD), during an event held in Baansera in Sarai Kale Khan, Delhi. The campaign aims to make areas under the municipal corporation free of plastic.

  • The campaign will end on 22nd April 2023, which marks International Earth Day 2023.
  • He also unveiled the mascot of the campaign – Nivaran Dadi.

100 Days to Beat Plastic campaign:
i.Under the 100 Days to Beat Plastic campaign, the MCD has planned various events which includes, inspections of all shops and markets, seizing banned single-use plastic, plogging drives with the brand ambassador, distribution of cloth bags, opening of more number of ‘Vikalp’ stores and outreach events to combat single use plastic.
ii.Under this campaign, the municipal corporation will also promote segregation at the source and doorstep pickup of plastic in each ward.
iii.As a part of this campaign, the authorities will conduct an inspection of every shop, factory and commercial enterprise, and stickers of declaration of single-use plastic-free area (SUP-free area
iv.Through this campaign, the MCD targets to make all parks in the city SUP-free.
v.The name boards made of shredded plastic will be used in all civic parks and an appropriate number of dustbins will be installed there.
Key Points:
i.Delhi generates around 11,000 tonnes of waste daily, out of which nearly 10% is plastic waste.
ii.Due to the lack of any alternatives to plastics, the government faces issues in implementing the ban on single use plastic.
iii.Public Health Department of MCD is set to modify the terms of the license to include the no usage of SUP with a focus on plastic cutlery at hotels, eateries and restaurants.
iv.The government will provide instructions for prohibiting the use of SUPs on the mall premises.

  • LG highlighted that the Resident Welfare Associations (RWAs) and market traders associations have taken the initiative to make Delhi a plastic-free city.
  • LG stated that the government of Delhi has declared 120 RWAs or Gated housing societies (GHSs) as Zero waste colonies.

  • The project also includes a grant-in-aid of Rs 293.25 crore (33.33 percent) and a debt-equity of Rs 586.50 crore to be raised by entrepreneurs.
  • This initiative aims to maximise farmer income and minimise post-harvest losses.

About the project:
i.The project is one among the 29 projects, which were approved by the J&K administration after being recommended by the UT Level Apex Committee for holistic development of Agriculture and allied sectors in UT of J&K.
ii.This has been designed to increase the competitiveness of 7 identified products across categories including cost, quality, branding, and sustainability within 5 years. Meanwhile, the government is investing in value addition, logistics, marketing and branding of various agricultural, horticultural and livestock products to achieve the goal.
iii.The project will focus on developing 17 districts in J&K with the establishment of processing and marketing infrastructure, providing growth and development opportunities to stakeholders, and facilitating suitable economies of scale in production and post-harvest activities.
iv.The project will create around 7030 direct jobs and establish about 34 enterprises with expected revenue generation to the tune of Rs 1,436.04 crore every year.

HCHF & Ladakh Tourism Dept organises Annual Ethnic Mamani Festival

On 21 January 2023, The Himalayan Cultural Heritage Foundation (HCHF) and Ladakh Tourism Department organised the annual Ethnic Mamani festival at the 500 years old village, Styangkung, Barsoo Kargil [Jammu and Kashmir (J&K)] and Chiktan Shagaran in Ladakh.

  • Ethnic Mamani festival 2023 was organised in collaboration with the village Nyarpa committee and in collaboration with Awaz the Voice, Muntazir Enterprises Kargil, Zee Enterprises Kargil, Shotopa Traders, and Heritage Trials Ladakh.
  • The old tradition of feeding deceased family members is where the history of the Mamani Festival celebration in Ladakh originates.
  • During Mamani, individuals traded food with their neighbours and relatives while also worshipping a variety of spirits (Lha)
  • These celebrations have helped in the revival of more than 35 Kargil Ladakh cuisines.

HDFC donates Rs 5 cr to Uttarakhand CM for Kedarnath Utthan Charitable Trust

On 21st January 2023, HDFC Bank Limited donated Rs 5 crore to Uttarakhand Chief Minister (CM) Pushkar Singh Dhami for the Kedarnath Utthan Charitable Trust.

Bakul Sikka, the Circle Head of the HDFC Bank, and Gaurav Jain, the Head of Government Relations, were also present on the occasion.

  • Pushkar Singh Dhami informed that as many as 270 families have been shifted to different locations so far.
  • More than Rs 3.27 crores have been distributed as advance relief to 218 affected families in Joshimath, Chamoli, Uttarakhand.
  • To provide immediate assistance to the 8 affected tenants, Rs 4 lakhs have been allocated, at a rate of Rs 50,000 for each family.
