Overview of PM Narendra Modi’s Visit to Mizoram on September 13, 2025On September 13 2025, Prime Minister (PM) Narendra Modi visited Aizawl, Mizoram, as part of his five-state tour covering Mizoram, Manipur, Assam, West Bengal(WB), and Bihar from September 13–15, 2025.

  • During his visit to Mizoram, he laid foundation stones and inaugurated development projects worth over Rs 9,000 crore spanning across various sectors such as railways, roadways, energy and sports.

Key Projects Inaugurated:
New Rail Line: During his visit to Mizoram, PM Narendra Modi inaugurated the 51.38 kilometer (km)-long Bairabi-Sairang New Rail Line built at a cost of Rs 8,070 crore in Mizoram.

  • The rail line includes 45 tunnels, 55 major bridges, 87 minor bridges, 10 road crossings, and 4 new stations: Hortoki, Kawnpui, Mualkhang, and Sairang.

Flagging-off 3 New Trains: During his visit, he also flagged off 3 new express trains: Sairang-Delhi Rajdhani Express; Sairang-Guwahati Express and Sairang-Kolkata Express.
Roads: He also inaugurated 45 km long Aizawl Bypass Road, constructed at a cost of over Rs 500 crore, under Prime Minister’s Development Initiative for North East Region (PM-DevINE) scheme.
River Bridge:He laid the foundation stone of Chhimtuipui River Bridge on the Lawngtlai-Siaha Road in Mizoram.

Overview of PM Narendra Modi’s Visit to Manipur on September 13, 2025On September 13, 2025, Prime Minister (PM) Narendra Modi visited Manipur to lay the foundation stone and inaugurate multiple development projects worth more than Rs.8,500 crores in Imphal and Churachandpur of Manipur.

  • He laid the foundation and inaugurated projects across sectors such as infrastructure, connectivity, healthcare, education, digital development, women-welfare, etc.

Highlights of the Visit:
Visit to Imphal:
PM Narendra Modi laid foundation and inaugurated multiple development projects worth more than Rs.1,200 crores in Imphal, Manipur.
Key Inaugurations: He inaugurated Civil Secretariat worth Rs 538 crores and New Manipur Police Headquarters worth approximately Rs.101 crores, Information Technology (IT) Special Economic Zone (SEZ) (Rs.114 crores) at Mantripukhri in Imphal.

Gyan Bharatam International Conference held in New Delhi; Gyan Bharatam Mission & Portal LaunchedIn September 2025, the Ministry of Culture organised the first-ever ‘Gyan Bharatam’ International Conference on ‘Reclaiming India’s Knowledge Legacy through Manuscript Heritage’ from September 11th–13th, 2025 at Vigyan Bhawan, New Delhi (Delhi).

  • The session was chaired by Union Minister Gajendra Singh Shekhawat, Ministry of Culture as the Chief Guest (CG). Prime Minister (PM) Narendra Modi also addressed the conference.

About Gyan Bharatam Mission (GBM):
Gyan Bharatam: First announced in the Union Budget 2025–26 and formally launched at the Gyan Bharatam International Conference, this flagship national initiative is dedicated to preserving, digitising, and promoting India’s manuscript heritage.
Portal: During the conference PM Narendra Modi launched the Gyan Portal or GBM Portal, a digital platform to provide unified access to India’s manuscript heritage and knowledge resources.

Government announced Annual licensing policy for cultivation of opium poppy for crop year 2025-26 In September 2025, the Government of India(GoI) Ministry of Finance (MoF)  announced the annual licensing policy for crop year 2025-26 during the Opium Crop Year from 1st October, 2025 to 30th September, 2026, of license for cultivation of opium poppy.

  • This policy covers the farmers in the states of Madhya Pradesh (MP), Rajasthan and Uttar Pradesh (UP).

Key Highlights:
India is the only country authorised by the United Nations (UN) Single Convention on Narcotic Drugs (1961) to produce gum opium.
Objectives: The policy aims to balance the country’s medical and palliative care needs with a vision of “Atmanirbharta” (self-reliance) in the production of alkaloids.
Expansion: The new policy is set to significantly expand cultivation by making an estimated 1.21 lakh farmers eligible for licenses, a 23.5% increase over the previous year.
Eligibility: Existing cultivators who achieved a high morphine yield (MQY-M) of 4.2 kg per hectare (ha) or above are eligible for continued licenses.

NIFT Patna Signs MoU with ABFRL to Empower Rural Women of SHG Jeevika
In September, 2025, National Institute of Fashion Technology (NIFT) Patna (Bihar) signed a Memorandum of Understanding (MoU) with Aditya Birla Fashion & Retail Limited (ABFRL) to empower rural women of Self-Help Groups (SHGs) under Jeevika initiative, known as Jeevika Didis, in Bihar.

  • The MoU was signed in the presence of Union Minister Giriraj Singh, Ministry of Textiles (MoT).

MoD Approves ‘DPM 2025’ to Streamline Revenue Procurement & Boost Self-RelianceOn 14 September 2025, Union Minister Rajnath Singh, Ministry of Defence (MoD), approved the ‘Defence Procurement Manual (DPM) 2025’ to streamline revenue procurement processes in the MoD and enhance the operational readiness of the Armed Forces.

  • The manual, which replaces the 2009 version in consultation with the Armed Forces and stakeholders and encourages increased participation from private industry, Micro, Small & Medium Enterprises (MSMEs), startups, and Defence Public Sector Undertakings (DPSUs).

NABARD to Launch ‘CDCI Platform’ for Regional Rural Banks
In September 2025, the National Bank for Agriculture and Rural Development (NABARD) is set to launch a Centralised Digital Credit Infrastructure (CDCI) for Regional Rural Banks (RRBs) to enhance their competitiveness against Non-Banking Financial Companies (NBFCs) and Microfinance Institutions (MFIs).

  • The move follows the Government of India(GoI)’s ‘One State – One RRB’ policy, effective from May 1, 2025, which consolidated RRBs from 43 to 28, which operates with 92% branches in rural/semi-urban areas.

RBI Imposed Rs 21 Lakh Fine on PhonePe for Non-Compliance with PPI Regulations
In September 2025, the Reserve Bank of India (RBI) has imposed monetary fine of Rs 21 lakh on PhonePe Limited (Formerly PhonePe Private Limited), one of India’s leading fintech companies, for non-compliance with certain regulatory norms related to Prepaid Payment Instruments (PPIs).

  • It was announced through an order dated September 10, 2025, following a statutory inspection of PhonePe’s operations which was conducted by RBI for the period between October 2023 and December 2024.

Chief Justice: Karki has served as the 1st female CJ of Nepal between 2016 and 2017.
Books: She authored two books named ‘Nyay’ which is her biographical book and ‘Kara’, a novel inspired by her own experience in jail during the People’s Movement (1990).
Award: She has received various awards/accolades including Sambhav Kanoon Puraskar in 2004, in recognition of her contributions in the judicial system of Nepal.

L Satya Srinivas appointed as India’s ED of ADBOn September 14, 2025, the Appointments Committee of Cabinet (ACC), headed by Prime Minister(PM) Narendra Modi, approved the appointment of L Satya Srinivas, special secretary of in the Department of Commerce(DoC) under the Ministry of Commerce and Industry (MoC&I) as the India’s Executive Director (ED) of Asian Development Bank (ADB), succeeding Vikas Sheel.

Indian Navy Receives 2nd ASW-SWC ‘Androth’ from GRSE in KolkataOn September 13, 2025, Indian Navy (IN) received Androth”, second of the eight Anti-Submarine Warfare Shallow Water Craft (ASW SWC), built by the Garden Reach Shipbuilders and Engineers (GRSE) in Kolkata, West Bengal (WB), aimed at strengthening the anti-submarine, coastal surveillance capabilities, and mine laying capabilities of IN.

  • The ASW SWC ships have been designed and constructed as per the Classification Rules of Indian Register of Shipping (IRS).

Weapons: “Androth” is equipped with lightweight torpedoes and indigenous ASW rockets for hunting submarines, along with a 76 millimetre (mm) main gun and close-in weapon systems to counter surface and aerial threats.
Sensors: It includes an advanced shallow water SONAR for detecting submarines and modern radars for navigation and surveillance.
Alignment: Androth, with over 80% indigenous content, reflecting the Government of India (GOI)’s vision Aatmanirbhar Bharat (Self-Reliant India).
Background: In 2019, 16 ASW-SWCs were approved by the Ministry of Defence (MoD), out of which 8 ships are built by GRSE and 8 ships by Cochin Shipyard Limited (CSL) to replace the Abhay-class corvettes.

Japan’s Astroscale Signs Agreement with NSIL to Launch ISSA-J1 Satellite in 2027
In September 2025, Astroscale Japan Inc. (Astroscale Japan), a subsidiary of Astroscale Holdings Inc. (Astroscale), has signed a launch agreement with NewSpace India Limited (NSIL), a Central Public Sector Enterprises(CPSE) under Department of Space(DoS), for its In-situ Space Situational Awareness-Japan 1(ISSA-J1) mission.

  • The spacecraft is slated for launch aboard the Polar Satellite Launch Vehicle (PSLV) from Satish Dhawan Space Centre in Sriharikota, Andhra Pradesh(AP), in spring 2027.

Former Meghalaya CM Donwa Dethwelson Lapang Passed AwayIn September 2025, former Chief Minister (CM) of Meghalaya, Donwa Dethwelson (D.D.) Lapang, passed away at the age of 93 in Shillong, Meghalaya. He was born on 10 April 1932 in Meghalaya.

  • D.D Lapang, fondly known as ‘Maheh’,served as the CM of Meghalaya five times between 1992 and 2010.
  • He is remembered as one of the key architects behind its creation in 1992.
