PM Narendra Modi launches projects worth over Rs 5,500cr in RajasthanPM Modi launches development projects worth over Rs. 5,000 crore in Rajasthan newi.On May 10, 2023, Prime Minister (PM) Narendra Modi dedicated and laid the foundation stone of infrastructure projects costing over Rs 5,500 crore during an event in Nathdwara in Rajasthan’s Rajsamand district.
ii.He laid the foundation stone for the redevelopment of Udaipur railway station to provide enhanced amenities for the public.
iii.A foundation stone for road construction project for upgradation to two-lane in Rajsamand and Udaipur was also laid.
iv.He dedicated 114 km long six-lane Udaipur to Shamlaji section of NH-48. It will benefit Udaipur-Dungarpur and Banswara.

Union Minister Sarbananda Sonowal Launches ‘Harit Sagar Guidelines – 2023’; Major Ports Awarded ‘Sagar Shreshtha Samman Awards 2023′
Union Minister Shri Sarbananda Sonowal launches ‘Harit Sagar’ the Green Port Guidelines 2023On May 10, 2023, Union Minister Sarbananda Sonowal, Ministry of Ports, Shipping & Waterways and AYUSH (Ayurveda, Yoga & Naturopathy, Unani, Siddha & Homoeopathy), launched ‘Harit Sagar Guidelines – 2023’, the Green Port Guidelines, in New Delhi, Delhi.

  • The guidelines were prepared by the Ministry of Ports, Shipping & Waterways to meet the larger vision of achieving the Zero Carbon Emission Goal.

Key Points:
i.Objective: The objective of the guidelines is to minimize waste through Reduce, Reuse, Repurpose and Recycle to attain zero waste discharge from port operations and promote monitoring, based on Environmental Performance Indicators.
ii.Framework for Ports: The Guidelines provide a framework for the Major Ports empowering them to create a comprehensive action plan aimed at achieving quantified reduction in carbon emission over defined timelines and Sustainable Developmental Goals (SDG).
At the ‘Harit Sagar Guidelines – 2023’ launch event, the ‘Sagar Shreshtha Samman Awards 2023’  were also conferred to major ports for their all-time best performance on select operational and financial parameters during FY 2022-23.

Union Minister Smriti Zubin Irani launches “Poshan Bhi, Padhai Bhi” for ECCE‘Poshan Bhi, Padhai Bhi’ Anganwadi scheme for early childhood care, education launchedOn 10th May 2023, Union Minister Smriti Zubin Irani, the Ministry of Women and Child Development (MoWCD), launched “Poshan Bhi, Padhai Bhi”, the flagship programme of MoWCD, to strengthen Early Childhood Care and Education (ECCE) component of Mission Saksham Anganwadi and Poshan 2.0 (Mission Poshan 2.0),
The programme was launched during the national event organised by MoWCD on key initiatives for strengthening ECCE at Vigyan Bhawan in New Delhi, Delhi.

  • ECCE is an important component of Mission Saksham Anganwadi and Poshan 2.0 (Mission Poshan 2.0) and is envisaged under the National Education Policy.

Poshan Bhi, Padhai Bhi:
i. ‘Poshan Bhi Padhai Bhi’ is a pathbreaking ECCE program to ensure that India has the world’s largest, universal, high-quality preschool network, as suggested by the NEP.
ii. Under this campaign, work will be undertaken in Anganwadis across India to provide nutrition as well as better education to children in the age group of 3 to 6 years.

  • There are around 13.9 lakhs (around 14 lakhs) Anganwadis across India.
  • Anganwadis is a type of rural child care centre in India

iii. The National Institute of Public Cooperation and Child Development (NIPCCD), under the NEP 2020, provides training to Anganwadi staff regarding the mental development of children.
iv. Poshan bhi Padhai bhi will focus on developing holistic and high-quality pre-primary education for children, ensuring the use of developmentally appropriate teaching methods, and emphasising the links with primary education as well as early childhood health and nutrition services.
v. This program will provide for the mother tongue as the primary teacher instruction medium, different types of teaching-learning material (visual aids, audio aids, audio-visual and bodily-kinesthetic aids) to Anganwadi Sewikas, and help build a Jan Andolan, to involve communities in strengthening the foundations of India’s future generations.
Key Points: 
i. Smriti Zubin Irani stated that Rs 600 crore is being proposed to be allocated for the training process under Poshan Bhi Padhai Bhi.
ii. The initiative aims to target children’s development in every domain mentioned in the National Curriculum Framework (NCF), like physical and motor development, cognitive development, and socio-emotional-ethical development, among others.
iii. Under the initiative, every child would be provided with at least 2 hours of high-quality preschool instruction on a daily basis.

MoF Reduces e-invoicing threshold to Rs 5 crore from August 1 2023GST FinMin lowers e-invoicing threshold to ₹5 crore from August 1On May 10, 2023, the Ministry of Finance (MoF) reduced the threshold of the turnover of the companies that are mandated to generate electronic or e-invoicing for all business-to-business (B2B) transactions to Rs 5 crore (from Rs 10 crore) with effect from August 1, 2023.

  • Prevailing Case: Currently, businesses with a turnover of Rs 10 crore and above are generating e-invoice for all B2B transactions.
  • In exercise of the powers of the Central Goods and Services Tax Rules, 2017, the government, on the recommendations of the Goods and Services Tax Council, made the amendment in the notification.

What is e-invoicing?
i.It is a system of raising invoices, under which invoices generated by one software can be read by any other software, eliminating the need for any fresh data entry or errors.
ii.As per Rule 48(4) of CGST (Central Goods and Service Tax) Rules, notified class of registered persons have to prepare an invoice by uploading specified particulars of invoice (in FORM GST INV-01) on Invoice Registration Portal (IRP) and obtain an Invoice Reference Number (IRN).
iii.Thus the invoice with IRN (with QR Code) issued by the notified supplier to buyer is referred to as ‘e-invoice’ in GST.
Applicability of e-invoicing:
The e-Invoicing system under Goods and Services Tax (GST) law was implemented from 1st October 2020 for taxpayers with an aggregate turnover exceeding Rs.500 crore.
The e-invoicing was then extended to a turnover of over Rs 100 crore effective January 1, 2021.
From April 1, 2021, the B2B transaction turnover of over Rs 50 crore was generating B2B e-invoices, and the threshold was brought down to Rs 20 crore beginning April 1, 2022.
From October 1, 2022, the threshold was lowered to Rs 10 crore.
Points to be Noted:
i.The lowering of e-invoicing threshold will expand the scope of MSMEs under e-invoicing, now they will also need to implement e-invoicing.
ii.The phased implementation of e-invoicing was envisaged to reduce disruptions, improved compliance, and increased revenue.
iii.The invoice not registered on the portal will not be valid. In such a situation, input tax credit (ITC) on the same cannot be availed by the recipient and will attract applicable penalties.
iv.Failure to comply with the e-invoice mandate i.e. if the supply has been made without an invoice recognised under the GST laws, a minimum penalty of Rs 10,000 is prescribed under the laws.
Note – The union government has plans to further reduce the threshold to Rs 1 crore in the future.

50% of India’s Total Villages Achieved ODF Plus Status under SBM-G Phase IIIndia Achieves Another Major Sanitation Milestone - 50% VillagesAccording to the data released by the Ministry of Jal Shakti, as of May 10, 2023, 50% of the total villages in India achieved Open Defecation Free (ODF) Plus status under Phase II of the Swachh Bharat Mission – Gramin (SBM-G).

  • An ODF Plus village is one that has implemented solid or liquid waste management systems in addition to maintaining its ODF designation.
  • So far more than 2.96 lakh villages have declared themselves ODF Plus, which is a significant step towards achieving the SBM-G phase II goals by 2024-25.

Top Performing States/UTs:
i.The top performing states in terms of percentage of ODF Plus villages are as follows:

  • Among big statesTelangana (100%), Karnataka (99.5%), Tamil Nadu (97.8%) & Uttar Pradesh (95.2%)
  • Among small states – Goa (95.3%) and Sikkim (69.2%)
  • Among UTs – Andaman & Nicobar Islands, Dadra Nagar Haveli & Daman Diu and Lakshadweep have 100% ODF Plus Model villages.

35th Indo-Thai Coordinated Patrol (CORPAT) held at IMBL in the Andaman Sea35TH EDITION OF INDO-THAI COORDINATED PATROLFrom May 3-10, 2023, the 35th edition of the India-Thailand Coordinated Patrol (Indo-Thai CORPAT) was conducted between the Indian Navy (IN) and the Royal Thai Navy (RTN) along the International Maritime Boundary Line (IMBL) in the Andaman Sea.
Aim of Exercise:
To reinforce maritime linkages between the two countries and ensure the safety and security of the international trade route in the Indian Ocean
Participants:
India: INS Kesari, an indigenously built LST (L) and Maritime Patrol Aircraft
Thailand: His Thai Majesty’s Ship (HTMS) Saiburi, a Chao Phraya Class Frigate, along with Maritime Patrol Aircraft
Key Points:
i.The exercise helps in understanding and interoperability between the two navies and facilitates the prevention and suppression of unlawful activities such as Illegal Unreported Unregulated (IUU) fishing, drug trafficking, piracy, and armed robbery.
ii.It also enables the exchange of information to prevent smuggling, illegal immigration, and conduct search and rescue (SAR) operations at sea.
iii.India has been proactively engaging with countries in the Indian Ocean Region (IOR) towards enhancing regional maritime security as part of the Government of India’s vision of SAGAR (Security And Growth for All in the Region) through bilateral and multilateral exercises, Coordinated Patrols, Joint Exclusive Economic Zone(EEZ) Surveillance, and Humanitarian Assistance and Disaster Relief (HADR) operations.
Note: The Indo – Thai CORPAT is being conducted bi-annually since 2005.

SEBI extends DMA facility to FPIs to participate in Exchange Traded Commodity DerivativesSebi allows FPIs direct access to exchange-traded commodity derivativesOn May 10, 2023, the Securities and Exchange Board of India (SEBI) allowed stock exchanges to extend Direct Market Access (DMA) facility to foreign portfolio investors (FPIs) for participation in Exchange Traded Commodity Derivatives (ETCDs) with immediate effect.

  • This notification was issued by SEBI in exercise of the powers conferred under Section 11(1) of the  SEBI  Act,  1992  to  protect  the  interests  of investors  in  securities  and  to promote  the  development  of the securities market

Key Points:
i.This decision of extension has been taken based on the representations received for enabling DMA facility to FPIs in ETCDs and deliberations by Commodity Derivatives Advisory Committee (CDAC) of SEBI.
ii.However, this is subject to certain conditions that require brokers to follow procedure for application for DMA, operational specifications, client authorisation, and broker-client agreement, risk management, among others.
iii.In September 2022, SEBI allowed FPIs to participate in the ETCDs in order to increase depth and liquidity in the market.

  • Initially, SEBI allowed FPIs to take part in cash settled non-agricultural commodity derivative contracts and indices comprising such non-agricultural commodities.
  • SEBI has already permitted institutional investors such as Category III Alternative Investment Funds (AIFs), Portfolio Management Services and Mutual Funds to participate in the ETCD market.

What is DMA?
DMA facilitates the clients of a broker to directly access the exchange trading system through the broker’s infrastructure to place orders without manual intervention by the broker.

  • It also provides certain advantages to brokers such as direct control over orders, faster execution of orders, reduced risk of errors associated with manual order entry, maintaining confidentiality, lower impact costs for large orders and implementing better hedging and arbitrage strategies.

India extends $1bn credit line for Sri Lanka by a year until March 2024India extends $1bn credit line for Sri Lanka by a yearIndia has extended a USD 1 billion credit line for Sri Lanka by one year until March 2024 thus providing a backup infusion of dollars for essential imports.

  • The credit line is part of about USD 4 billion in emergency assistance extended by India during the peak of Sri Lanka’s financial crisis in 2022, which was scheduled to end in March 2023.

Key Points:
i.There is about USD 350 million left of the credit line that can be utilized as needed.
ii.The extension came as Sri Lanka’s creditor nations are preparing for their first meeting to coordinate the restructuring of the nation’s debt.

  • Sri Lanka owes USD 7.1bn to bilateral creditors, government data show, with USD 3bn owed to China, followed by USD 2.4bn to the Paris Club and USD 1.6bn to India.
  • The government also needs to renegotiate more than USD 12 billion of debt in euro bonds with overseas private creditors, and USD 2.7 billion on other commercial loans.

RBL Bank goes live on “Direct Tax Collections” through TIN2.0

Mumbai (Maharashtra)-based RBL Bank, formerly known as Ratnakar Bank, has gone live with “Direct Tax Collections” on behalf of the Government of India (GoI) through the new Tax Information Network (TIN2.0) portal.

  • This is the 2nd such offering from the Bank, following its empanelment by the Reserve Bank of India (RBI) as an ‘Agency Bank’ to conduct banking business for the Central and State Governments.
  • The Bank already offers customs duty collections through a direct interface through the Indian Customs Electronic Data Interchange Gateway (ICEGATE).
  • This service will enable RBL Bank customers to make direct tax payments seamlessly via various digital channels and RBL Bank branches.
  • The solution, which makes use of its improved technological infrastructure, offers an easy, user-friendly platform for processing direct tax payments and marks an important milestone in RBL Bank’s Government Banking offerings.

Ora Finance Private Limited, a subsidiary of a fintech-driven agritech firm Unnati, has become the 1st firm to receive the Non-Banking Financial Company (NBFC) licence in the agritech space.

  • Ora Finance will enable the company to meet the financial needs of those in the agricultural sector, like farmers, retailers, traders, brands, and food processors.
  • Unnati has a network of over 1 lakh registered retailers and traders who use its uStore app to engage with the farmers and manage their agri-business on a day-to-day business.

AIBEA to launch “Bank Clinic” to Help Retail Customers with Grievance Redressal

The All India Bank Employees Association (AIBEA), the oldest and largest national trade union of bank employees in India, plans to launch an online “Bank Clinic” to assist bank customers with grievance redress.

  • Once a customer files a complaint with the Bank Clinic, AIBEA’s team will take up the complaint with the bank to address the issue.
  • The Bank Clinic aims to assist customers with their complaints and to give feedback to banks on areas where there is a deficiency in service.
  • Bank Clinic will be one more channel through which retail bank customers can get their grievances addressed.

  • Rajiv Dhar succeeds Sujoy Bose, who has been serving as the MD and CEO of NIIFL since its inception in 2016.
  • Rajiv Dhar, currently the Executive Director and Chief Operating Officer (COO) at NIIFL has been a part of NIIFL since 2017. He is also the designated Chief Risk Officer of NIIFL.

i. Rajiv Dhar has more than 30 years of experience and he served on the investment committee for all funds managed by NIIFL.

ISRO successfully tested Semi-Cryogenic Engine at IRPC, Mahendragiri ISRO successfully tests semicryogenic engine at new facility in MahendragiriOn May 10 2023, Indian Space Research Organisation (ISRO) successfully conducted the first integrated test on an intermediate configuration of the 2000kN (Kilonewton) thrust  Semi-cryogenic Engine at the newly commissioned Semi-cryogenic Integrated Engine & Stage Test facility at the ISRO Propulsion Complex (IPRC) in Mahendragiri, Tamil Nadu.

  • The design and development of a Semi-cryogenic Engine were undertaken by the Liquid Propulsion Systems Centre (LPSC) of ISRO with Indian industry participation, and it works on a Liquid Oxygen (LOX)-Kerosene propellant combination which willpower the booster stages of future launch vehicles.
  • This test has demonstrated the successful performance of the test facility, and Power Head Test Article (PHTA) in the first attempt.

Power Head Test Article (PHTA):
i. The intermediate configuration, designated as PHTA, comprises all the engine systems except the thrust chamber.
ii. This test was the first of a series of tests planned to validate the design of the propellant feed system, including the low-pressure and high-pressure turbo-pumps, the gas generator, and control components.
iii. This test demonstrated the complex chill-down operations spanning about 15 hours duration that was conducted successfully, meeting all the required conditions for engine start.
iv. After the chill down of the LOX circuit, the feed circuit of kerosene was filled, and LOX was admitted into the gas generator by opening the injection valve.
Successful performance of the test article helps derive the sequence of operations for further tests.
New Test Facility:
The newly established test facility at IPRC in Mahendragiri, TamilNadu with a state-of-art Programmable Logic Controllers (PLC)-based control system and data acquisition system, is capable of testing Semi-Cryogenic engines up to 2600 kN thrust and will support the subsequent testing and qualification of the fully integrated Semi-cryogenic engine and stage.

SpaceX launched 51 Starlink satellites and landed Falcon 9 rocket on a ship at a Sea

On May 10 2023, Space Exploration Technologies Corporation (SpaceX) successfully launched 51 Starlink internet communications satellites that rode atop SpaceX’s Falcon 9 rocket, whose first stage was successfully landed on Earth and the satellites are destined for insertion into low-Earth orbit(LEO).

  • The Falcon 9 rocket carried 51 Starlink spacecraft lifted off from Vandenberg Space Force Base in California, United States of America (USA).

Note: SpaceX’s Starlink internet satellites are designed to provide high-speed internet access to users around the world, particularly in remote areas where internet access is limited.
Falcon 9:
i. The first stage of Falcon 9’s returned to Earth about 8.5 minutes after lifted off as planned. It touched down on SpaceX’s “Of Course I Still Love You”droneship, which was stationed in the Pacific Ocean off the California coast.

  • This launch marked SpaceX’s ninth flight from the West Coast so far in 2023.

ii. The Falcon 9’s upper stage, continued its journey to low Earth orbit, where it deployed the 51 Starlink satellites as planned about approximately 17.5 minutes after liftoff.
iii. It was the third launch and landing for this Falcon 9 first stage booster, which previously launched Space Development Agency’s Tranche 0 and now two Starlink missions.
Launches of SpaceX:
i. SpaceX has already launched more than 4,300 satellites for Starlink for its broadband mega constellation and has permission to deploy 12,000 Starlink spacecraft and has applied for approval to loft 30,000 more on top of that.
ii. This 51 Starlink satellite launch was the 28th Falcon 9 flight of 2023. SpaceX has also launched two missions with its powerful Falcon Heavy rocket in 2023.

On 9th May 2023, the Sports Authority of India (SAI) felicitated the 17 medal winners in the felicitation ceremony hosted by SAI in New Delhi, Delhi.
The winners were felicitated by Deputy Director Generals of SAI, Ekta Vishnoi and Shiv Sharma in New Delhi, Delhi.
Note: 
All the winners of the Wushu Stars Championship 2023 from India were the participants at the Khelo India Women’s Leagues held in India across a year.

OBITUARY

Mexican 5 time World Cup Veteran Antonio Carbajal Passed Away

On 9th May 2023, Mexican football player Antonio Félix “Tota” Carbajal Rodríguez, who played as Mexico’s goalkeeper in 5 football World Cups passed away at the age of 93 in León, Mexico. He was born on 7th June 1929 in Mexico.

  • He was the first footballer to play in 5 FIFA (Fédération Internationale de football association) World Cups. He held the record for 32 years until Germany’s Lothar Matthaus equalled it in 1998.
  • He played 47 games for the Mexican national team and appeared in World Cups in Brazil in 1950, Switzerland in 1954, Sweden in 1958, Chile in 1962 and England in 1966
  • He won 48 caps for Mexico, 11 of which came at World Cups, in addition to 409 appearances at club level.
  • After retiring as a player, he became a manager with Club León, Unión de Curtidores, Atletas Campesinos and Atlético Morelia.

National Technology Day 2023 – May 11National Technology Day - May 11 2023National Technology Day is annually observed across India on 11th May to celebrate and recognise the achievements of scientists, researchers, engineers and others involved in the field of science and Technology and to celebrate the major technological advancements of India.

  • The day also marks the anniversary of the Pokhran nuclear test (Pokhran II) code-named Operation Shakti, conducted on 11th May 1998.

11th May 2023 marks the 25th year of National Technology Day. 

The theme of National Technology Day 2023 is “School to Startups- Igniting Young Minds to Innovate”.

  • Annually, the theme of the National Technology Day is decided by the Technology Development Board(TDB), under the Department of Science and Technology(DST).

Background:
i.The celebration of the National Technology Day was initiated in 1998 by then Prime Minister(PM) of India, Atal Bihari Vajpayee.
ii.The first National Technology Day was observed on 11th May 1999.

Assam CM Himanta Biswa Sarma launched Ayushman Asom Scheme under MMJA in Guwahati Assam Chief Minister launches Ayushman Asom-Mukhya Mantri Jan Arogya YojanaOn May 10 2023, Himanta Biswa Sarma, Assam Chief Minister(CM) launched Ayushman Asom Scheme under the Mukhya Mantri Jan Arogya Yojana (MMJAY), aimed at promoting accessible and affordable healthcare across Assam, during the event organised at Srimanta Sankardev Kalakshetra Auditorium in Guwahati, Assam.

  • Ayushman Asom-MMJAY is an initiative of the Department of Medical Education and Research, Government of Assam.

Note: The launch of the scheme coincides with the completion of 2 years of the Bharatiya Janata Party (BJP) rule led by CM Himanta Biswa Sarma in Assam.
About Ayushman Asom MMJAY scheme:
Salient Features: 
i. The Ayushman Asom MMJAY scheme covers as many as 1,578 healthcare procedures in more than 300 empanelled hospitals within the state and all Ayushman Bharat-empanelled hospitals across the country.
The beneficiaries of the Ayushman Asom MMJAY scheme will be listed under the National Food Security Act (NFSA).
Eligibility: 
The scheme is eligible only:

  • For Aadhaar-linked ration card holders;
  • For those who have an Aadhaar Card and are not covered under Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (AB-PMJAY).

Benefits: 
Initially 26 lakh families will be benefited under this scheme and will go up to 32 lakh families in the upcoming phases.
Key Points: 
i. The healthcare scheme for the people of Assam is similar to the Central Government’s AB-PMJAY scheme, and is slightly different because the Ayushman Asom MMJAY scheme will cover treatment expenditure for all kinds of diseases.

  • Due to certain limitations, a significant number of families belonging to the economically-disadvantaged sections were left out of the AB-PMJAY.

ii. The Assam government has also launched an e-KYC (Electronic- Know Your Customer) drive under AB-PMJAY and AyushmanAsom MMJAY for NFSA beneficiaries.
iii. Atal Amrit Abhiyan Society would be responsible for the day-to-day operations of the Ayushman Asom MMJAY scheme.
Note: Atal Amrit Abhiyan scheme is launched by the Assam government to provide the much needed, hassle-free and convenient cashless treatment and coverage to BPL population and Low Income households, and it covers the entire State of Assam.
Future Schemes of Assam Government:
i.The health insurance policy covers cashless medical treatment up to Rs 5 lakh per household.
ii. The Chief Minister of Assam also declared the roll out of ‘MukhyaMantriLok Seva Arogya Yojana’, a healthcare scheme for employees of the Assam government from August 15 2023.
iii. The Assam government is also in a plan to set up five dedicated POCSO (Prevention of Children from Sexual Offences) courts and also a dedicated judicial cadre of government-appointed public prosecutors and additional public prosecutors.
