ADB launches India CPS for 2023-27; Focus on Employment Creation, Green GrowthOn May 23, 2023, the Asian Development Bank (ADB) rolled out its ‘India Country Partnership Strategy (CPS) 2023-2027: Catalyze Robust, Climate resilent, and inclusive growth’ to assist India in its efforts to achieve sustainable, climate-resilient, and inclusive growth for the next five years.

Aim of CPS: To support India to catalyze robust, climate-resilient, and inclusive growth. The CPS is well aligned with India’s national development priorities to be achieved by 2047, when India marks 100 years of independence.

3 pillars of CPS:

i.Pillar 1: Accelerate Structure Transformation and Job creation through convergence of logistics–industry–urban–skilling programs, coupled with support for Micro, Small, And Medium-Sized Enterprises (MSMEs).

ii.Pillar 2: Promote Climate Resilient Green Growth: Under this, climate-resilient growth will be promoted with customized engagements in climate change mitigation and adaptation through the Innovative Finance Facility for Climate in Asia and the Pacific (IF-CAP), as well as integrating environment and disaster risk management.

iii.Pillar 3: Deepen Social and Economic Inclusiveness: The social and economic inclusiveness will be improved by rebalancing ADB’s portfolio more towards human development in health, social protection, and education; basic urban services; and agriculture and rural development.

Themes of CPS:
i.Domestic Resource Mobilization
ii.Gender equality and Social Inclusion
iii.Digitalization, fintech, and innovation ecosystem support
iv.Regional Cooperation and integration
Reason behind this strategy:
India has bounced back quickly from the effects of the COVID-19 pandemic with economic growth projected at 6.4% in FY24 and now ranks among the fastest-growing major global economies. However, for inclusive growth, it needs to tackle critical challenges in infrastructure, human development, income and regional disparities, and vulnerability to climate change and natural hazards.

  • Now, to support this, CPS is formed which will support India’s structural transformation, and contribute to India’s national flagship programs on developing industrial corridors, multimodal logistics systems, urban infrastructure, skill ecosystem, and small businesses.

Benefits of CPS:
i.This will enable urban areas to promote industrial competitiveness and create more jobs in formal manufacturing and services sectors.
ii.It will also maximize value addition through knowledge solutions, technical assistance, and capacity building of its partner agencies in the areas of strategic engagement.
iii.India is a key ADB partner.

  • As of the end of December 2022, ADB had committed $52.6 billion in 605 public sector loans, grants, technical assistance in India, and USD 8 billion in private sector investments.

Other Highlights:

  • On average, India’s service sector contributed 3.9% of the 7% annual growth from FY2012–2013 to FY2022–2023 (excluding FY2020-21), and formal manufacturing in more skill- or capital-intensive sectors, contributed 1.0%.
  • India is the third-largest carbon dioxide emitter, but its per capita emissions are about one-third of the global average.
  • India is a founding member of ADB and the bank’s fourth-largest shareholder.
