Prime Minister (PM) Narendra Modi was on a 2-day official visit to Hashemite Kingdom of Jordan from December 15 to 16, 2025 as the 1st leg of his 3-nation tour (Jordan, Ethiopia, and Oman), at the invitation of His Majesty King Abdullah-II ibn Hussein of Jordan.

Highlights of PM Narendra Modi’s Visit to Jordan:
Arrival: On December 15 2025, PM Narendra Modi arrived at airport in Amman(Jordan), where he was received by Jafar Hassan, PM of Jordan and accorded a ceremonial welcome.
- It was the first comprehensive bilateral visit to Jordan by an Indian Prime Minister in 37 years.
High-Level Meeting: During his visit, PM Narendra Modi met in restricted and delegation level formats with His Majesty King Abdullah-II of Jordan at the Al Husseiniya Palace in Amman.
Key Focus Areas: Both leaders agreed to strengthen engagement between the two countries in the fields of trade and investment; defence and security; renewable energy; fertilizer and agriculture; innovation, Information Technology (IT) and digital technologies; critical minerals; infrastructure; health and pharma; education and capacity; tourism and heritage and culture and people-to-people ties.
Enhance Bilateral Trade: During the meeting, PM Narendra Modi proposed that both countries should aim to enhance bilateral trade to USD 5 billion over the next 5 years.
Digital Payments: He also proposed to foster collaboration between Jordan’s digital payment system and India’s Unified Payments Interface (UPI).
Other Key Engagement: Jordan’s Crown Prince Al Hussein bin Abdullah-II, 42nd-generation direct descendant of Prophet Mohammad, personally drove PM Modi to Jordan Museum (situated in the Ras al-Ein district of Amman), the country’s largest museum built in 2014.
India-Jordan Business Forum:
Leaders at Forum: PM Narendra Modi and His Majesty King Abdullah-II addressed the India-Jordan Business Forum held in Amman.
- During the forum, both leaders stressed on the significance of increasing business-to-business ties between two countries and urged the industry leaders from both sides to convert the potential and opportunities into growth and prosperity.
Areas of Collaboration: While addressing the forum, PM Narendra Modi underscored the opportunities for India-Jordan Business collaboration in sectors like: Digital Public Infrastructure (DPI), IT, Fintech, Health-tech and Agri-tech and invited startups from both countries to join hands in these areas.
Key Participants: The forum saw the participation of business leaders from two countries in the fields of infrastructure, health, pharma, fertilizer, agriculture, RE, textile, logistics, among others.
- Also, the delegation included representatives of Federation of Indian Chambers of Commerce and Industry (FICCI) (India) and Jordan Chamber of Commerce.
Joint Statement:
Economic Cooperation: Both leaders acknowledged the strong bilateral trade engagement between the two countries i.e. currently valued at USD 2.3 billion for 2024, which makes India the 3rd largest trading partner for Jordan.
- They also agreed on the early convening of the 11th Trade and Economic Joint Committee (TEJC) in the 1st half of next year (2026), to monitor progress in economic and trade relations.
- Further, they agreed to fully utilize the Agreement on Cooperation and Mutual Administrative Assistance in Customs Matters that will facilitate exchanging of information to ensure proper application of custom laws and combating of customs offences.
Technology and Education: Both countries expressed interest in expanding and upgrading the infrastructure and the capacity building programs of India and Jordan Centre of Excellence (CoE) in IT, hosted at Al Hussein Technical University (in Jordan).
- Also, India highlighted the significance of capacity building in sustainable development and pledged to continue collaboration in this field through the Indian Technical and Economic Cooperation (ITEC) Programme in fields like IT, agriculture, and healthcare.
- The ITEC slots have been increased from 35 to 50 with effect from 2025.
Agriculture: Both leaders reviewed the current cooperation between the two countries in the field of fertilizers, especially phosphates and also agreed to increase collaboration in exchange of technology and expertise to improve the efficiency of agriculture and related sectors.
Water Cooperation: Leaders of both countries stressed on the importance of cooperation between two sides in areas like: water-saving agricultural technologies, capacity building, climate adaptation and planning and aquifer management.
Multilateral Cooperation: Jordan appreciated India’s leadership in global forums/organisations such as: International Solar Alliance (ISA), and the Coalition for Disaster Resilient Infrastructure (CDRI) and the Global Biofuels Alliance (GBA).
- Jordan also expressed its willingness to join the ISA, CDRI and GBA.
- Also, both countries recognised biofuels as a sustainable, low-carbon alternative to fossil fuels to achieve Net-Zero carbon commitments and deliver green economic and social development for the people of both countries.
5 Key MoUs:
The key outcome of PM Narendra Modi’s visit to Jordan was the signing of 5 key Memorandum of Understandings (MoUs) in the field of new and Renewable Energy(RE), water resource management and development, cultural exchange programme for the years 2025-2029, DPI and a twinning arrangement between Petra and Ellora.
Clean Energy: India and Jordan signed a MoU on technical cooperation in the field of New and Renewable Energy (RE).
- As per the MoU, both countries have agreed on the exchange and training of scientific and technical personnel, organisation of workshops, seminars, and working groups, and development of joint research or technical projects on subjects of mutual interest.
Water Management: Both signed a MoU aimed to enhance cooperation in the field of water resources management and development.
Cultural Cooperation: Twining Agreement between Petra and Ellora,Promotes heritage conservation, tourism, and cultural ties between Petra (Jordan) and Ellora Caves (India).
- Renewal of the Cultural Exchange Programme for the period of 5 years (2025-2029);
DPI Cooperation: Also, Letter of Intent (LoI) was signed between the two countries aimed at enhancing cooperation in the field of sharing successful digital solutions implemented at population scale for digital transformation.
