Union Minister Manohal Lal Khattar Participates in National Urban Conclave 2025 in New Delhi, Delhi

The Union Minister Manohar Lal Khattar, Ministry of Housing and Urban Affairs (MoHUA), participated at the National Urban Conclave 2025, organized by MoHUA, held from November 8 to 9, 2025, at Yashobhoomi in New Delhi, Delhi.

National Urban Conclave 2025:

Participation: The conclave brought over 2,500 participants from various domains, including policymakers, urban planners, experts, and stakeholders.

Theme: The 2025 event was held under the theme titled “Sustainable Urban Development and Governance”, highlighting the focus of MoHUA on strengthening urban resilience, effective governance, smart infrastructure, and environmental sustainability.

Dumpsite Remediation Accelerator Programme (DRAP):

Overview: DRAP, a year-long mission-mode initiative, aims to reclaim all valuable urban land for community use and infrastructure development, supporting Government of India (GOI)’s vision of achieving “Lakshya Zero Dumpsite” by September 2026.

  • DRAP, backed by ₹3,000 crore sanctioned for remediation, will run on the 5P framework of political leadership, public finance, public advocacy, project management and partnerships.

Funding: The central government provides Rs.550 per tonne as financial assistance for legacy waste remediation. As of November 2025, MoHUA has sanctioned Rs.4,181 crores as central funding for projects worth Rs.10,228 crores, benefiting 2,484 Urban Local Bodies (ULBs) in 28 States and Union Territories (UTs).

Remediation: Currently, 1,428 sites are under remediation, with 80% of legacy waste concentrated in 214 sites across 202 ULBs. DRAP will focus on these high-impact sites, covering about 8.8 metric tonnes (MT) of legacy waste.

Note: Till date, 1,048 of 2,476 dumpsites, holding about 25 crore MT of waste has been processed, and nearly 7,580 acres of land (around 50%) have been reclaimed.

Swachh Bharat Mission-KMU: During the event, Union Minister Manohar Lal, launched the Swachh Bharat Mission (SBM)- Knowledge Management Unit (KMU), established by the MoHUA, at the National Institute of Urban Affairs (NIUA), New Delhi.

  • KMU will act as a national platform for capacity building, knowledge sharing, and institutional learning under the Swachh Bharat Mission-Urban (SBM-U) framework.

Urban Investment Window (UiWIN):

Overview: The UiWIN, an initiative of Housing and Urban Development Corporation Limited (HUDCO), under the guidance of MoHUA, is a one-stop investment platform in Indian cities to attract private investments and access affordable.

Support: The platform will support Public-Private Partnership (PPP) projects in areas, including waste management, urban mobility, water and climate-resilient infrastructure, with an aim to boost sustainable urban infrastructure development, with long-term financing from institutions such as World Bank and Asian Development Bank (ADB).

Jal Hi Janani: He also launched the Atal Mission for Rejuvenation and Urban Transformation (AMRUT) anthem “Jal Hi Janani”, which highlights the importance of water in daily life and urges people to save water for the future.
