PM Narendra Modi Flagged Off 4 New Vande Bharat Trains from Varanasi, UP
In November 2025, Prime Minister (PM) Narendra Modi inaugurated four new Vande Bharat trains during his two-day visit to Varanasi, Uttar Pradesh (UP), bringing the total number of operational Vande Bharat services across India to 164.
- The new Vande Bharat routes include Banaras (UP)–Khajuraho (Madhya Pradesh, MP), Lucknow (UP)–Saharanpur (Uttar Pradesh), Firozpur Cantt (Punjab)–Delhi, and Ernakulam (Kerala)–Bengaluru (Karnataka), enhancing regional and inter-state connectivity.
- These newly launched semi-high-speed trains are developed by Tamil Nadu (TN)’s Integral Coach Factory (ICF).
About Vande Bharat Trains:
Banaras-Khajuraho Vande Bharat Express: It will provide direct connectivity on ‘Banaras-Khajuraho’ route and reduce travel time by nearly 2 hours 40 minutes (mins) compared to special trains currently in operation.
Lucknow-Saharanpur Vande Bharat Express: The train will cover the total distance between UP’s two cities Lucknow and Sahranpur, in approximately 7 hours and 45 mins, thereby reducing travel time by 1hour and 45 mins.
Firozpur-Delhi Vande Bharat Express: Among all the 4 new Vande Bharat trains, this train will be the fastest train and will cover the total distance in 6 hours and 40 mins.
Bengaluru-Ernakulam: It is the 1st inter-state semi-high-speed premium train service connecting southern states: Kerala, Tamil Nadu (TN), and Karnataka. It will complete the entire journey (583 kilometers, kms) in 8 hours and 40 mins, reducing travel time by over 2 hours.

Overview of PM Narendra Modi’s Visit to Uttarakhand on November 09, 2025
On November 09 2025, Prime Minister (PM) Narendra Modi visited Uttarakhand to participate in a programme marking the Silver Jubilee(25) Celebrations of formation of Uttarakhand (carved out of Uttar Pradesh (UP) on November 09, 2000) at the Forest Research Institute (FRI) in Dehradun, Uttarakhand.
- During the programme, he inaugurated and laid the foundation stones for several development projects worth over Rs 8,140 crore, of which, projects worth more than Rs 930 crore were inaugurated and laid the foundation stones for projects worth over Rs 7,210 crore.
Highlights of PM Narendra Modi’s Visit to Uttarakhand:
Releases: In order to mark the 25th anniversary of Uttarakhand’s foundation day, PM Modi also released a special series of postage stamps issued by the Uttarakhand Postal Circle symbolizing the state’s major natural heritage sites and cultural symbols.
- In addition to that,he launched a coffee table book titled ‘Gauravshali Ateet, Sashakt Vartaman aur Sunehra Bhavishya’.
Key Projects Inaugurated: Among the key projects inaugurated by PM Modi were: Dehradun water supply coverage for 23 zones under Atal Mission for Rejuvenation and Urban Transformation (AMRUT) scheme, electrical substation in Pithoragarh district, solar power plants in government buildings, AstroTurf Hockey Ground at Haldwani Stadium in Nainital.
- He laid the foundation stone of two key hydro-sector related projects: Song Dam Drinking Water Project which will supply 150 Million Litres per Day (MLD) to Dehradun, the capital city of Uttarakhand; and Jamarani Dam Multipurpose Project in Nainital.
Financial Support: During the event, he also released a financial support amount of Rs 62 crore directly into the bank accounts of over 28,000 farmers through Direct Benefit Transfer (DBT) under Pradhan Mantri Fasal Bima Yojana (PMFBY).

The Union Minister Manohar Lal Khattar, Ministry of Housing and Urban Affairs (MoHUA), participated at the National Urban Conclave 2025, organized by MoHUA, held from November 8 to 9, 2025, at Yashobhoomi in New Delhi, Delhi.
- He inaugurated flagship initiatives such as Dumpsite Remediation Accelerator Programme (DRAP) and Urban Investment Window (UiWN), Swachh Bharat Mission-Knowledge Management Unit (SBM-KMU) and Jal Hi Janani.
Dumpsite Remediation Accelerator Programme (DRAP):
Overview: DRAP, a year-long mission-mode initiative, aims to reclaim all valuable urban land for community use and infrastructure development, supporting Government of India (GOI)’s vision of achieving “Lakshya Zero Dumpsite” by September 2026.
Funding: The central government provides Rs.550 per tonne as financial assistance for legacy waste remediation. As of November 2025, MoHUA has sanctioned Rs.4,181 crores as central funding for projects worth Rs.10,228 crores, benefiting 2,484 Urban Local Bodies (ULBs) in 28 States and Union Territories (UTs).
Urban Investment Window (UiWIN): The UiWIN, an initiative of Housing and Urban Development Corporation Limited (HUDCO), under the guidance of MoHUA, is a one-stop investment platform in Indian cities to attract private investments and access affordable.
Note: The conclave is the inaugural edition of an annual national urban dialogue, providing a platform to identify clear pathways and actionable plans for achieving the Urban Agenda 2047.

C-DOT and IIT Gandhinagar partners to Establish CoE for Indigenous Telecom and Cybersecurity Research
On November 08, 2025, the Centre for Development of Telematics (C-DOT), the R&D (Research and Development) arm of the Department of Telecommunications (DoT), Ministry of Communications, and the Indian Institute of Technology (IIT) Gandhinagar, Gujarat, signed a Memorandum of Understanding (MoU) to establish a Centre of Excellence (CoE) focused on telecom and cybersecurity innovation.

Free HPV Vaccination: Girls aged 14 and below receive free Human Papillomavirus (HPV) vaccination to prevent cervical cancer, implemented through schools, Primary Health Centres (PHCs), and private hospitals via Tamil Nadu Medical Services Corporation (TNMSC), with a budget of Rs.36 crore.
Maturity Funds & Eligibility: Rs 50,000 maturity funds will be given to 118 girls from South Chennai and Puducherry at age 18, with annual income eligibility expanded from Rs 72,000 to Rs 1,20,000.
- Initiative aims to prevent female infanticide and child marriages and promote girl child education, highlighted by a pledge against child marriage.

On November 10 2025, the 29th edition of the multilateral Exercise Malabar(2025) began at Guam in the Northern Pacific Ocean (NPO), hosted by the United States of America (USA).
- The nine-day Quad naval exercise, involving the navies of India, the USA, Japan, and Australia, will run until 18 November 2025.

Previous Edition: The 28th edition of Exercise Malabar, conducted under the aegis of the Eastern Naval Command (ENC), was held from 8 to 18 October 2024, and was hosted onboard INS Satpura at Visakhapatnam, Andhra Pradesh (AP).
About Exercise MALABAR 2025:
Scope: The exercise will include advanced maritime operations such as high-tempo drills and fleet manoeuvres, aimed at strengthening coordination and interoperability among the Quad navies.
Phases: The exercise will be conducted in two phases :the Harbour Phase from November 10–12, 2025, followed by the Sea Phase from November 13–17, 2025.
- Harbour Phase : Focused on operational planning, communication alignment, familiarisation visits, and sports interactions among participating navies.
Sea Phase : Involves complex naval drills at sea, including joint fleet operations, anti-submarine warfare (ASW), gunnery serials, and cross-deck flying exercises.
Indian Participation:
Representation: The IN’s indigenously built Shivalik-class Guided Missile Stealth Frigate, Indian Naval Ship(INS) Sahyadri, represented India in Exercise Malabar 2025.
Construction & Commissioning: The warship was built by Mazagon Dock Limited (MDL) in Mumbai, Maharashtra, and was commissioned on 21 July 2012 into the Eastern Naval Command (ENC), headquartered at Visakhapatnam, AP.

Legally Binding: It is a unique legally binding instrument which aimed at promoting the sustainable management of share water resources and the implementation of the Sustainable Development Goals (SDGs).
Background: The UN Water Convention was formally adopted in Helsinki, Finland in 1992 but officially came into force in 1996.
Initially a Regional Framework: It was initially negotiated as a regional framework for the pan-European region.
Open for All UN Member States: Following an amendment to the convention, it has been opened for all member states UN, since March 2016.

RBI proposes 70% cap on financing for acquisitions and limits on CME
In October 2025, the Reserve Bank of India (RBI) issued the draft circular on acquisition financing that proposes to allow banks to finance as much as 70% of the acquisition value, provided the rest 30% comes from acquirer.
- The RBI also released a draft circular proposing limits on banks’ exposure to capital markets and acquisition finance.
Funding Acquisitions
The draft framework, “RBI (Commercial Banks – Capital Market Exposure CME)) Directions, 2025” has proposed to allow banks to finance corporate acquisitions in India and abroad.
New Norms: Under the proposed framework, banks will be permitted to fund up to 70% of the acquisition value, with the remaining 30% to be contributed by the acquiring company.
- This means if the acquisition cost is Rs 10,000 crore (cr), banks can lend up to Rs 7,000 cr to fund the acquirer.

On November 10, 2025, The United Arab Emirates (UAE) Archery Foundation won the bid to host the 2026 Asian Youth Archery Championship, which will take place in Khorfakkan, UAE.
- The announcement was made during the Asian Archery Federation Congress held in Dhaka (Bangladesh), on the sidelines of the 2025 Asian Archery Championships.

Proposed by: The idea to celebrate NLSD annually was first proposed by Dr. Justice A.S. Anand, the then Executive Chairman of NALSA, during the first Annual Meet of the State Legal Services Authorities held on 12th September 1998 at Vigyan Bhawan, New Delhi, Delhi.

Gujarat Becomes 1st State in India to Launch Tribal-focused Genome Sequencing Project
In November 2025, Gujarat has become the 1st state in India to launch a large-scale tribal-focused genome sequencing project led by the Gujarat Biotechnology Research Centre (GBRC).
- In addition to that, the Government of Gujarat will officially designate the year 2025 as ‘Tribal Pride Year’ to commemorate the 150th birth anniversary of “Bhagwan Birsa Munda”.
About Tribal-focused Genome Sequencing Project:
Aim: To understand the rising prevalence of genetic disorders among tribal communities, a trend believed to be linked to endogamous marriages and limited genetic diversity.
Background: In the Financial Year 2025-26 (FY26), the government of Gujarat had approved project titled ‘Creation of Reference Genome Database for Tribal Population’ which is designed to establish a comprehensive genomic database in order to fix existing gaps.
- The project aligns with the ‘Genome India Project’, initiated and completed by the Department of Biotechnology (DBT), Ministry of Science and Technology (MoS&T).
DNA Samples Collected: Under this project, DNA samples from 31 tribal communities across 11 districts of Gujarat have been collected to build a reference database that could redefine how genetic conditions are diagnosed and managed in these communities.
Significance: This project will enable the scientists to trace mutations, create low-cost diagnostic panels and facilitate prenatal or even embryo-level testing during IVF procedures.
- Also, it will help in detecting diseases and addressing health issues like: malnutrition, anaemia, and enable the early diagnosis of genetic disorders like: Sickle Cell Anaemia and G6PD deficiency.
