On February 5, 2024, the Finance Minister of Uttar Pradesh (UP), Suresh Kumar Khanna, presented Rs 7.36 lakh crore (Rs 7,36,437.71 crore) budget for FY25 (2024-2025) in the State Assembly i.e. Uttar Pradesh Legislative Assembly (UPLA) in Lucknow, Uttar Pradesh (UP).
- It is higher from current fiscal’s (FY24) Budget of Rs 6.90 lakh crore.
- This FY25 Budget has been dedicated to Lord Ram and will ensure “Lok Mangal” (Public Welfare).
- This budget includes new schemes worth Rs 24,863.57 crore.
State’s Financial Indicators:
i.Total receipts estimated at Rs 7,21,233.82 crore, comprising revenue receipts of Rs 6,06,802.40 crore and capital receipts of Rs 1,14,531.42 crore.
ii.Tax collection share in revenue receipts estimated at Rs 4,88,902.84 crore, including State’s own tax revenue of Rs 2,70,086 crore and its share in central tax pool at Rs 2,18,816.84 crore.
iii.Out of the total expenditure, estimated at Rs 7,36,437.71 crore, Rs 5,32,655.33 crore is allocated for revenue account and Rs 2,03,782.38 crore for capital account.
iv.Budget predicts a deficit of Rs 15,103.89 crore after deducting total expenditure from consolidated fund receipts.
Women Empowerment:
i.The amount payable under the Destitute Women Pension Scheme has been increased from Rs 500 per month to Rs 1,000 per month.
ii.Under the Women Farmer Empowerment Project, the government has targeted to form 200 producer groups in FY25.
Airports:
i.Rs 1,150 crore has been allocated for the construction of the “Noida International Airport” in Jewar, Gautam Budh Nagar.
ii.A proposal of Rs 150 crore has been made for the expansion of the ‘Maharishi Valmiki International Airport Ayodhya Dham’ in Ayodhya.
iii.Rs 1,100 crore has been allocated for the construction, expansion, and strengthening of airstrips as well as land acquisition in the next fiscal.
Agriculture sector:
i.The FY25 budget has set a target of 5.1% growth rate for the agriculture sector in UP..
ii.Chief Minister Khet Suraksha yojna (Farm Security Scheme) is being started with a provision of Rs 50 crore.
iii.The budget outlines three new agriculture schemes with a total provision of Rs 460 crore. The 3 schemes are,
- State Agricultural Development Scheme: Rs 200 crore provision.
- UP Agris Scheme (World Bank-assisted): Rs 200 crore allocated.
- Installation of automatic weather stations and rain gauges: Rs 60 crore allocation.
iv.Outlay of Rs 2,400 crore has been proposed to provide electricity at concessional rates for private tube wells of farmers. This represents 25% increase compared to FY24 budget.
v.Rs 449.45 crore has been allocated for the Pradhan Mantri (PM) Kusum Yojana implementation.
Others key developments:
i.Rs 100 crore has been set aside for the overall development of Ayodhya and Rs 100 crore is allocated for Mahakumbh-2025 cultural event.
ii.Rs 150 crore has been provisioned for the establishment of the National Institute of Fashion Technology (NIFT) in Varanasi.
iii.Rs 200 crore has been allocated for the PM Mega Integrated Textile and Apparel Park in Lucknow-Hardoi.
iv.A provision of Rs 1,750 crore has been made for the development of roads leading to religious places, emphasising connectivity.
v.Rs 195 crore has been allocated for sports infrastructure development and Rs 2,500 crore has been allocated for urban development infrastructure.
vi.Rs 4,000 crore has been allocated for the free distribution of tablets and smartphones to the youth.
