Union Minister Jyotiraditya M.Scindia Launches UPI–UPU Integration in Dubai, UAE

In September 2025, the Union Minister Jyotiraditya M.Scindia, Ministry of Communication, Ministry of Development of North Eastern Region(MDoNER), launched the “UPI-UPU integration project”, a landmark step in the evolution of global remittances, at the 28th Universal Postal Congress in Dubai, United Arab Emirates(UAE).

About UPI-UPU Integration Project:

UPI-UPU Project: Under this project, India’s Unified Payments Interface (UPI) and the international Universal Postal Union (UPU) Interconnection Platform together will be used to facilitate cross-border (CB) payments.

  • The integration of UPI with the global postal network will enable users to facilitate CB remittances via post offices, offering enhanced speed and reduced costs.

Developed by: It is developed by the Department of Posts (DoP) under Ministry of Communication; NPCI International Payments Limited(NIPL), a subsidiary of the National Payments Corporation of India (NPCI); and the UPU. 

About 28th Universal Postal Congress:

Supreme Body: The Universal Postal Congress, held every four years, serves as the highest decision-making body of the UPU, with participation from all 192 member countries to frame global postal policies and adopt the UPU strategy.

Dates & Venue: Being Held from 8 to 19 September 2025 at the Dubai World Trade Centre in Dubai, UAE.

Theme: ‘Leading Change, Creating the Future’.

Leadership & Strategy: Tariq Ahmed Al Wahedi was elected as the Chair of the 28th Universal Postal Congress, which will deliberate on the ‘Dubai Strategy’ (2026–2029), the new roadmap for global postal services.

India at 28th Universal Postal Congress:

India’s Leadership at the Congress: Union Minister Jyotiraditya M. Scindia led India’s delegation, reaffirming India’s long-standing and active role in the UPU since becoming a member in 1874.

Innovation Support:India announced a USD 10 million commitment to foster innovation in e-commerce and digital payments.

Nomination: India has offered its candidature for the Council of Administration and the Postal Operations Council of the UPU.
