About 2nd World Summit for Social Development (WSSD-2025):
Background: The 1st World Summit for Social Development was held in Copenhagen, Denmark in 1995, brought together global leaders to establish 10 commitments, a landmark framework aimed to tackle poverty, unemployment, and social exclusion.
Chair: The 3-day long summit was held under the chairmanship of HH The Amir Sheikh Tamim bin Hamad Al Thani, Amir of the State of Qatar.
Convened by: The World Social Summit, under the title ‘Second World Summit for Social Development’ was convened by the United Nations General Assembly (UNGA) through Resolutions 78/261 and 78/318.
Key Participants: The Summit convened more than 14,000 stakeholders which included over 40 heads of state and government, 170 ministers, leaders of international organisations, youth representatives, among others.
India’s Key Engagements:
Inaugural Plenary Session: During his visit, Union Minister Dr. Mansukh Mandaviya attended the inaugural plenary session of the summit, along with more than 180 dignitaries.
- At the summit, he highlighted India’s social progress: 170+ million jobs created (2016–24), women’s workforce participation doubled, unemployment dropped from 6%(2016–17) to 3.2% (2023–24), and social protection expanded from 19% in 2015 to 64.3% in 2025, covering 940+ million citizens.
High-Level Round Table: He also participated in a High-level Round Table on ‘Strengthening the Three Pillars of Social Development: Poverty Eradication, Full and Productive Employment and Decent Work for All, and Social Inclusion’.
NITI Aayog: On the sidelines of the summit, India participated at an event hosted by National Institution for Transforming India (NITI Aayog) on ‘Pathways Out of Poverty: India’s Experience in Empowering the Last Mile’.
- The event featured interventions from global partners: Brazil, Maldives and International Labour Organisation (ILO).
ILO-sponsored Event: Union Minister Dr. Mansukh Mandaviya also participated in the International Labour Organization(ILO)-sponsored Ministerial Event on the Global Coalition for Social Justice.
Event on NCS Portal: He further attended an event on the National Career Service (NCS) Portal, organised by MoL&E, the Government of India (GoI) in partnership with the Indian Business and Professionals Council (IBPC).
Bilateral Meetings: On the sidelines of the summit, he held various bilateral meetings with Ministers from Qatar, Romania, Mauritius, and the European Union (EU), as well as with the Director-General (DG) of ILO and senior officials of UN.
Adoption of Doha Political Declaration:
Summit Conclusion: The summit concluded successfully with the adoption of “Doha Political Declaration”.
Declaration Commitments: Through this declaration, countries pledged to eradicate poverty, create decent work, combat discrimination, expand access to social security, and protect human rights.
