Dr Jitendra Singh, Union Minister of State(MoS) Ministry of Personnel, Public Grievances & Pensions released the 2nd edition “National e-Governance Service Delivery Assessment 2021(NeSDA 2021): Reaching citizens through seamless service delivery” prepared by the Department of Administrative Reforms and Public Grievances (DARPG) under the Ministry of Personnel, Public Grievances & Pensions.

  • NeSDA is a biennial study that provides suggestions for the government to enhance its e-governance service delivery system.

About NeSDA:

i.The NeSDA was constituted by the DARPG in 2019 as a part of its mandate to enhance the e-government endeavours and drive digital government excellence.

ii.The next edition of NeSDA will be conducted in 2023.

NeSDA 2021:

i.The framework of NeSDA 2021 was finalised following several workshops with States, UTs and Central ministries from March 2021 to May 2021.

ii.The NeSDA 2021 Portal was formally launched in June 2021 to conduct the entire assessment process online.

iii.The assessment covered 56 mandatory services for each state and UT and 27 services for the focus of Central Ministries.

iv.The states and UTs were assessed on 4 parameters: accessibility, content availability, ease of use, and information security and privacy and the service portals were assessed on an additional 3 parameters: End-service Delivery, Integrated Service Delivery, and Status and Request Tracking.

v.The report assessed 1400 services across all States and UTs, in 2019 only 872 services were assessed.

vi.NeSDA 2021 covers services across seven sectors – Finance, Labour & Employment, Education, Local Governance & Utility Services, Social Welfare, Environment and Tourism sectors.

Highlights of the report:

North-East and Hill States:

  • Nagaland and Meghalaya are the leading State Portals with more than 90% compliance across all assessment parameters among the northeast and hill states.
  • Compared to the 2019 report, Meghalaya and Tripura have shown improvement across all 6 sectors.

Union Territories:

  • Union Territory (UT) of Jammu and Kashmir (J&K) has topped among UTs in e-Governance services delivery.
  • J&K assessed for the first time has topped the ranking with an overall compliance of ~90%.

Remaining States:

  • Kerala, Odisha, Tamil Nadu, Punjab, Karnataka and Uttar Pradesh had a compliance of more than 85% among the remaining states category.
  • Kerala has secured the highest overall compliance score among all the States and UTs.
  • Punjab, Tamil Nadu, and Rajasthan are the leading states with compliance of more than 75% across all the parameters for their services portals.
  • Compared to the NeSDA 2019, the overall score of Tamil Nadu has increased the most.
  • Andhra Pradesh, Kerala, Punjab, Goa, and Odisha also improved the compliance of their services portal by 100%.
