Union Minister Dr Jitendra Singh Launches Five Digital Governance Reforms on Good Governance Day 2025

On 25th December 2025, Union Minister of State (MoS) Jitendra Singh, Ministry of Personnel, Public Grievances & Pensions (MoPP&P), launched five transformative digital initiatives of the Department of Personnel and Training (DoPT), MoPP&P during the ‘National Workshop on Good Governance Practices 2025’, held in New Delhi (Delhi), on the occasion of Good Governance Day.

  • The initiatives are Compendium on Reservation for Ex-Servicemen (ESM), Artificial Intelligence(AI) Powered Recruitment Rules Generator Tool, Electronic-Human Resource Management System 2.0 Application (e-HRMS 2.0 app), New Features on Integrated Government Online Training  Platforms (iGOT AI Platforms), and Karmayogi Digital Learning Lab 2.0 (KDLL 2.0).

Compendium on Reservation for Ex-Servicemen (ESM):

Scope: A Compendium of Guidelines on Reservation for ESM in the Central Government has been launched, consolidating all existing instructions into a single updated reference document.

Impact: The initiative ensures clarity and uniformity in implementation, reduces ambiguity and administrative errors, and enables timely delivery of reservation-related benefits.

AI-Powered Recruitment Rules Generator Tool:

Overview: An AI–powered Recruitment Rules Generator Tool has been introduced and integrated with the Recruitment Rules Formulation, Amendment and Monitoring System (RRFAMS) portal.

Compliance: The tool guides users through structured inputs, suggests recruitment methods, auto-generates draft Recruitment Rules, and ensures alignment with DoPT guidelines, reducing delays and inconsistencies.

e-HRMS 2.0 Mobile App: 

Launch: The e-HRMS 2.0 mobile app has been launched for Android and iPhone Operating System (iOS) platforms under Mission Karmayogi.

Integration: The application integrates key Human Resources(HR) services such as service records, promotions, transfers, training, and superannuation with SPARROW (Smart Performance Appraisal Report Recording Online Window), PFMS (Public Financial Management System), and Bhavishya (Pension Processing Portal).

Benefits: It reduces paperwork, enables faster approvals, and enhances transparency in personnel management.

iGOT AI Platforms:

Tools: AI-enabled features, including iGOT AI Sarthi for resource discovery and iGOT AI Tutor for personalised learning support, have been added to the iGOT Karmayogi platform.

Pathways: The iGOT Specialisation Programme and AI-based Capacity Building Plan Tool provide structured learning pathways and role–competency mapping for Ministries and States.

KDLL 2.0: 

Launch: Karmayogi Digital Learning Lab(KDLL) 2.0 has been launched as an upgraded facility for digital content creation.

Technology: The lab uses modern technologies such as Augmented Reality (AR), Virtual Reality (VR), gamification, and interactive simulations.

Objective: It aims to enable faster dissemination of best practices and reforms while strengthening implementation capacity across the civil services.
