Odisha has won the “Bronze Award” in the United Nations Human Settlements Programme’s (UN-Habitat) “World Habitat Awards 2023” for the Jaga Mission, a 5T programme of the state. [5T: Transparency; Technology; Teamwork; Time & Transformation]
- Jaga Mission – ‘Odisha Liveable Habitat Mission’ is India’s largest land titling and slum upgrading initiative, and one of the largest in the world.
- The 2023 Bronze Award is Jaga Mission’s second bronze award; it previously won a bronze award at the ‘World Habitat Awards 2019’ for its achievement in granting secure land tenure to slum dwellers.
UN-Habitat’s World Habitat Awards Â
i.The World Habitat Awards were established in 1985 as part of the United Nations International Year of Shelter for the Homeless.
ii.This award is granted each year by World Habitat, a United Kingdom (UK)-based organisation, in collaboration with UN-Habitat.
iii.Every year, Gold, Silver, and Bronze Awards are granted to initiatives that offer practical, innovative solutions to the current housing need, with a focus on decent, affordable housing.
iv.Every year two projects wins the gold award, each will be given a trophy and a prize money of 10,000 pounds.

Jaga Mission – Odisha Liveable Habitat Mission
i.Odisha launched JAGA Mission in May 2018. The mission is an ongoing project, which is aimed at improving the lives of slum dwellers. It uses a comprehensive strategy to combat poverty, focussing on three key issues:
- Granting tenants with land rights to reduce the possibility of being forcibly evicted and open up access to public housing subsidies.
- Infrastructure upgrades to enhance living conditions and livelihood opportunities
- Mobilizing the community to enable marginalized groups to construct, manage, and maintain improved facilities
ii.The Government of Odisha has set an aspirational target of becoming the first slum-free state in India, and it is leading the Jaga Mission to upgrade all 2,919 slums in the state.
Achievements under Jaga Mission
i.During the past 5 years of the Jaga Mission, 1,75,000 households have been granted secure land tenure.
ii.As a result of the Jaga mission, 100% of households in 2,724 slums now have access to piped water, 707 slums have undergone a total change into livable habitats, 100% of households in 666 slums have access to individual toilets, and 8 cities are now slum-free.
iii.The program’s success to date has resulted in Jaga Mission’s decentralised delivery approach being held up as a model to be replicated all over India.
- However, a similar project is currently being replicated in Punjab to directly benefit an additional 1.4 million slum dwellers.
