On September 16, 2019 the Chief Minister of TamilNadu Shri Edappadi K Palaniswami unveiled new ‘Tamil Nadu Electric Vehicle Policy 2019’ in the state that would attract Rs. 50,000 crore investment and also create 1.5lakh jobs. An EV park is also decided to be created in the future with plug-and-play facilities.
Key points
i. Aim: To create Electric Vehicle(EV) ecosystem and also make TN, a preferred hub for EVs and Original Equipment Manufacturer(OEM) that includes charging infrastructure, battery making etc.
ii. Subsidies: 50-100% exemption of road tax will be made for all EVs till the end of 2022, capital subsidies, reimbursement(repayment of paid money) of SGST(State-Goods and Service Tax), land cost subsidy, waivers on registration fee under central govt. policy and special incentives for job-creating EV projects.
- The land cost is subsidized at 50% for investors if the investment is made to obtain land from govt agencies in southern districts of TN whereas it is only 15% in other districts.
- Capital subsidy for EV manufacturers will be payable on eligible investments made in TN till December 2025. The land cost for such manufacturers will not exceed 20% of total investments made.
- 100% tax exemption is made for electric transport vehicles such as taxis and tourist cars. The permit fee is also waived off till december 2022.
- Reimbursement is made for SGST paid on sale of EV manufactured, sold and registered till 2030. Capital subsidy of 15% is given on eligible investments over 10 years, incase of intermediate parts in which SGST is not applicable.
iii. Incentives: The policy also offers incentives to investments that were made from April 1, 2018, with more than Rs 50 crore along with 50 direct jobs creation in the form of projects or project expansion.
iv. Charging stations: TamilNadu Generation and Distribution Corporation Ltd (TANGEDCO) will offer public-private partnership (PPP) model for charging port installations in the state, which will be available in every 25kms of the national and state highways chosen based on priority.
v. Number plates: To distinguish between the EV and other vehicles, EV numbers will be exhibited in yellow colour with a green background for transport vehicle while for all other EVs, the number will be exhibited in white on a green background.
