In August 2025, the Government of Tamil Nadu (TN) has signed 41 Memorandums of Understanding (MoUs) across various sectors like: electronics, defence, aerospace, green energy, auto components, among others with various companies for investments worth around Rs 32,554 crore.
- These MoUs were signed in the presence of Muthuvel Karunanidhi (M.K.) Stalin, Chief Minister (CM) of TN and State Industries Minister T.R.B Rajaae during the inaugural ‘TN Rising’ Investors Conclave held at Tuticorin, Thoothukudi in TN.

Key Details of MoUs:
Single Largest Investment Commitment: The TN government received the single largest commitment from the Sakshi Group which plans to establish an ammunition and propellants unit in Thoothukudi with an investment of Rs 5,000 crore.
To Setup a MMF Unit: A MoU was signed between TN government and Royal Golden Edge Group (RGE) to set up a Man Made Fibre Facility (MMF) in Thoothukudi district, with an investment of Rs 4,953 crore.
MoUs in Electronics Sector: Yeemak & Jeanvus pledged to invest Rs 3,400 crore to develop advanced electronics and defence components.
- A MoU was signed with Kaynes Circuits India with investment worth Rs 4,995 crore to manufacture advanced electronic components in Tuticorin and other districts of the state.
- Also, Hyundai Kefico India has announced to invest Rs 720 crore to make auto-electronic control units in Kancheepuram district.
MoUs in Renewable Energy (RE): Mobius Energy Private Limited has committed to invest Rs 1,000 crore in solar cell and module manufacturing in Theni district, TN; while Pratiksha Green Fuels will invest Rs 1,500 crore for the manufacturing of bio-methanol and bio-char.
- A MoU was signed with JSW worth an investment of Rs 5,000 crore, for RE unit and expected to generate 3,630 jobs.
Other Key MoUs: A MoU was signed with Hwaseung Enterprise, which will invest Rs 1,720 crore in the non-leather footwear sector.
- Also, Michelin Tyres pledged to make an investment of Rs 686 crore in Tiruvallur to boost the region’s industrial growth and development.
- Chennai Radha Engineering Works (CREW) has also committed an investment of Rs 1,500 crore for the shipbuilding component manufacturing project, which will generate over 1,400 jobs.
4 Key Announcements:
Setting Up Space Industrial Park: The state government announced plans to establish a 250-acre space (industrial and propellants) park in Thoothukudi (TN) district.
Formation of Special Purpose Vehicle (SPV): The state government also announced to form a SPV to develop a shipyard and repair centre.
Common Facility Centre for Moringa Export: The government is also planning to set up a common facility centre in two districts of the state i.e. in Thoothukudi and Tirunelveli, at a cost of Rs 5.59 crore for export and cultivation of Moringa.
Setting up Zonal Unit of TNAPEx: It also plans to set up a zonal unit of TN Food Processing and Agri Export Promotion Corporation (TNAPEx) in Tirunelveli.
Inauguration of Key Projects:
Plant: During the event, TN CM M.K. Stalin inaugurated VinFast’s electric vehicle assembly plant in Thoothukudi, marking the company’s first manufacturing facility outside Vietnam.
Projects: He also inaugurated four major projects worth a total investment of Rs 1,230 crore, spanning sectors such as health-tech (Pro1 Health in Thoothukudi), bioenergy (Nanda Devi Bio Energy in Tirunelveli), food processing (Britannia in Tirunelveli), and electronics (Yeemak in Kanchipuram).
