Minister of Railway Suresh Prabhakar Prabhu inaugurated the programme to launch the following services as a part of Railway Budget announced for the financial year 2016-17

  1. Flagging of first train service from Domestic Container Terminal, Okhla (Delhi) to Whitefield (Bengaluru)
  2. Launch of liberalized comprehensive Parcel leasing policy
  3. Commence of liberalized policy for Parcel cargo express trains
  4. Included Social Media Platforms such as Facebook and Twitter for grievance redressal
  5. Announcement of Implementation of policy allowing Differently Abled Persons to avail concession while travelling without escort

Ministry of Railway launched two Liberalized Policies on Parcel Services

  1. Liberalized Comprehensive Parcel Leasing Policy (CPLP)
  2. Liberalized policy on Parcel Cargo Express Trains (PCET)

Features of the Liberalized Comprehensive Parcel Leasing Policy (CPLP)

  • In order to maintain stability and sufficient time for business development, the duration of parcel leasing scheme is being increased from 3 to 5 years
  • Insulation from budgetary hike
  • Security deposit is being rationalized
  • Powers is being delegated to zonal railways to fix the reserve price
  • Powers is being delegated to zonal railways to enhance Electro Motive Diesels amount.

Features of the Liberalized policy on Parcel Cargo Express Trains(PCET)

  • Duration of contract is being increased from 3 to 6 years to give stability and adequate time for development of business
  • Insulation from budgetary hike
  • Security deposit is being rationalized
  • Powers is being delegated to zonal railways to recommend the reserve price
  • Empowerment to Tender Committee
  • Loading/ unloading facility at more intermediate stations – 4 intermediate stations is being allowed for a distance of 2000 km
