In October 2025, Prime Minister (PM) Narendra Modi launched various youth-focused initiatives worth more than Rs. 62,000 crore (cr) at Vigyan Bhawan in New Delhi, Delhi.
- The programme also featured the Kaushal Deekshant Samaroh, felicitating 46 All-India ITI (Industrial Training Institutes) toppers under the Ministry of Skill Development and Entrepreneurship (MSDE).
- PM Narendra Modi launched PM-SETU (Pradhan Mantri Skilling and Employability Transformation through Upgraded ITIs) and inaugurated the Jan Nayak Karpoori Thakur Skill University(in Patna, Bihar), and 1,200 vocational skill labs across the country.

About Kaushal Deekshant Samaroh:
Event: Organized by the Directorate General of Training (DGoT) under MSDE, this ceremony brings together students from ITIs, NSTIs (National Skill Training Institutes), IToTs (Institute for Training of Trainers), and various other institutions, for celebrating the completion of training.
Edition: The 2025 event marked the fourth installment of the Kaushal Deekshant Samaroh.
Details of Key Initiatives
PM-SETU (Pradhan Mantri Skilling and Employability Transformation through Upgraded ITIs):
Overview: It is a Centrally Sponsored Scheme (CSS) with a total investment of Rs. 60,000 crore, aimed at transforming ITIs into advanced centres for skilling and employability aligned with industry needs.
Hub and Spoke: The scheme proposes the upgradation of 1,000 Government ITIs across the country in a hub-and-spoke model comprising 200 hub ITIs and 800 spoke it is.
- Each hub will be connected to four spokes on average, creating clusters equipped with advanced infrastructure, modern trades, digital learning systems and incubation facilities.
- Anchor Industry Partners will manage these clusters, ensuring outcome-based skilling aligned with market demand.
- Hubs will provide innovation, trainer training, production and placement, while spokes will expand access to skill training.
Global Support: The World Bank (WB) and Asian Development Bank (ADB) together will provide the financial support.
Phase 1: In the first phase of the scheme implementation there will be special focus on ITIs in Patna and Darbhanga, Bihar.
Vocational Skill Labs:
Inauguration: During the event, PM Narendra Modi inaugurated 1,200 Vocational Skill Labs set up across 400 Navodaya Vidyalayas and 200 Eklavya Model Residential Schools in 34 States and Union Territories (UTs).
Empowering Students: These labs aim to provide hands-on training in 12 high-demand sectors, enabling students, including those from remote and tribal areas, to gain practical skills.
Training Initiative: The project also includes the training of 1,200 vocational teachers to ensure delivery of industry-relevant learning and to build an early foundation for employability.
Empowerment schemes in Bihar
Mukhyamantri Nishchay Svyam Sahayata Bhatta Yojana (MNSSB): During the event, PM Narendra Modi also launched Bihar’s revamped MNSSB yojana, nearly 5 lakh graduate youth every year will receive a monthly allowance of Rs. 1,000 for two years, along with free skill training.
Student Credit Card (SCC) Scheme: The PM will also launch redesigned SCC scheme, which will provide completely interest-free education loans of up to Rs. 4 lakh, significantly easing the financial burden of higher education.
- More than 3.92 lakh students have already availed loans worth more than Rs. 7,880 cr under the scheme.
Bihar Yuva Ayog: To further empower youth, the PM will inaugurate the Bihar Yuva Ayog, a statutory commission for ages 18–45 to channelize and harness their potential.
Educational Institutions in Bihar
Jan Nayak Karpoori Thakur Skill University: The PM will also inaugurate this university in Bihar, envisioned to impart industry-oriented courses and vocational education to create a globally competitive workforce.
PM-USHA (Pradhan Mantri Uchchatar Shiksha Abhiyan): It was a CSS to fund States/UTs institutions, with the vision to attain higher levels of access, equity, and excellence in the State higher education system.
- The PM will lay the foundation stone for new academic and research facilities in four universities of Bihar namely Patna University, Bhupendra Narayan Mandal University in Madhepura, Jai Prakash Vishwavidyalaya in Chapra and Nalanda Open University in Patna, Bihar.
- A total of Rs. 160 cr has been allocated for these projects, which will benefit more than 27,000 students by enabling modern academic infrastructure, advanced laboratories, hostels and multidisciplinary learning.
Bihta Campus: The PM will dedicate to the nation the Bihta campus of NIT (National Institute of Technology) Patna, Bihar.
- The campus has the capacity to host 6,500 students and houses advanced facilities such as a 5G use case lab, an ISRO-supported Regional Academic Centre for Space, and an Innovation & Incubation Centre that has already nurtured nine start-ups.
