PM Narendra Modi inaugurates Kartavya Bhavan in New Delhi

In August 2025, Prime Minister (PM) Narendra Modi inaugurated Kartavya Bhavan-03 at Kartavya Path, in New Delhi, Delhi. It is the first among the several upcoming Common Central Secretariat (CCS) buildings to streamline administrative processes and enable agile governance.

  • This project is part of the Central Vista redevelopment project which also encompasses the construction of the new Parliament building and the Vice President’s Enclave.

About Kartavya Bhavan-3:

Overview: Kartavya Bhavan 3 or CCS-3 is an initiative that provides an administrative reform agenda by co-locating several ministries and departments into a centralised building.

Location: It is located along Kartavya Path, which is strategically close to the Rashtrapati Bhavan, the New Parliament House and the India Gate.

Structural Features: It is an office complex building with total area of approximately 1.5 lakh square metres (sq m) with 2 basement levels and 7 floor levels.

House offices: It hosts various relocated ministries and department offices including Ministry of Home Affairs (MHA), Ministry of External Affairs (MEA), Ministry of Micro, Small & Medium Enterprises (MSME), Ministry of Petroleum & Natural Gas(MoPNG), Ministry of Rural Development (MoRD), Department of Personnel and Training (DoPT) of Ministry of Personnel, Public Grievances and Pensions (MoPP&P) and Office of Principal Scientific Adviser(PSA).

Technological Features: It includes various modern technological governance and surveillance systems for security and the improvement of inter-ministerial coordination.

  • It features Identification(ID)-card-based access controls with electronic surveillance systems under centralised command system.

Sustainability Features: It targets the Green Rating for Integrated Habitat Assessment (GRIHA)- 4 rating with double-glazed facades, rooftop solar plants and advanced Heating, Ventilation, and Air Conditioning (HVAC) systems.

  • It also features a water reusable and solid waste management system with zero emission discharge campus.

Significance: The Solar plant is estimated to generate over 5.34 lakhs units of electricity per year.

About Central Vista Redevelopment Project:

Overview: The Central Vista Redevelopment Project is a flagship initiative of the Ministry of Housing and Urban Affairs (MoHUA), aimed at transforming the administrative flow in the Central Vista Zone of New Delhi.

Central Vista Zone: It is the 3-kilometre (km) ceremonial boulevard that stretches from Rashtrapati Bhavan to India Gate.

Background: This initiative was launched due to the function of many key Ministries in structurally outdated and inefficient building complexes built between 1950 to 1970.

  • It includes buildings like Shastri Bhawan, Udyog Bhawan, Krishi Bhawan, and Nirman Bhawan.

Progress:  Under this project, the government has completed the construction of the new Parliament building, established the Vice President’s Enclave, and redesigned Kartavya Path from Vijay Chowk to India Gate.
