On December 28, 2021, Prime Minister (PM) of India Narendra Modi visited Kanpur, Uttar Pradesh (UP) to inaugurate the completed section of Kanpur Metro Rail Project; Bina-Panki Multiproduct Pipeline Project; and to attend the 54th Convocation Ceremony of IIT (Indian Institute of Technology) Kanpur.
Inauguration of Kanpur Metro Rail Project:
The PM inaugurated the completed 9 km long priority section of Corridor-1 of the project from IIT Kanpur to Moti Jheel (9 elevated stations). Its construction work was initiated in November 2019.
- After inauguration he also took a ride from the IIT metro station to Geeta Nagar where he was accompanied by UP Chief Minister (CM) Yogi Adityanath and Union Minister Hardeep Singh Puri, Ministry of Petroleum and Natural Gas (MoPNG) & Ministry of Housing and Urban Affairs (MoHUA).
Key Points:
i.All the 9 stations of this priority corridor have been certified with platinum rating of Green Building Council because the entire 9Km stretch has been developed in accordance with the green building codes.
- In this regard it also has been certified with the ISO-14001 certification for Environment Management System (EMS) and ISO-45001 certification for Occupational Health and Safety Standard.
- ISO stands for International Organization for Standardization.
ii.The entire length of the Metro Rail Project in Kanpur is ~32 Km having 2 corridors of which 13 km will be underground. It will have 30 stations in Kanpur.
- There will be 21 metro stations in Corridor 1 and 8 metro stations in Corridor 2.First corridor from ‘IIT Kanpur to Naubasta’ is 23.8 km long while second corridor from ‘Chandrashekar Azad Agriculture University to Barra-8’ is 8.6 km long.
iii.The total outlay of the project is ~Rs 11076.48 Cr, with the completion time of 5 years.
iv.Kanpur Metro Project is an urban Mass Rapid Transit System (MRTS) to improve urban mobility.
- The top speed of the Metro will be 80 kmph (Kilometre Per Hour).
v.It should be noted that in this project, for the first time in India, Double T-girders have been used for the construction of the concourse of elevated metro stations. It also uses Twin pier cap instead of portal arrangement for Depot Entry/Exit line for the first time in India.
Inauguration of Bina-Panki Multiproduct Pipeline Project:
The PM also inaugurated the 356 Km long Bina (Madhya Pradesh-MP)-Panki (Kanpur, UP)(283 km in UP and 73 km in MP) Multiproduct pipeline project with an outlay of Rs 1524 crore (Rs. 1227 crore in UP and Rs. 297 crore in MP).
- Extending from Bina Refinery in MP to POL ((Petroleum, Oils and Lubricants) Terminal at Panki in Kanpur, it has a capacity of around 3.45 million metric tonne per annum catering the demand of petroleum products from northern states.
- It will be operated by Bharat Petroleum Corporation Limited (BPCL).
- It has design capacity of 3.5 MMTPA from Bina Dispatch Terminal at Bina (MP) to POL Terminal at Panki, Kanpur (UP) for transporting MS, HSD & SKO and also includes following facilities;
A. Construction of Pipeline Dispatch Terminal at Bina ;
B. Pipeline Receipt Terminal at Panki (Kanpur) with augmentation of tankage capacity from 30400 KL to 167200 KL;
C. Rail Loading Gantry;
D. 11 nos. SV stations and 1 no. Intermediate Pigging station along pipeline route.
Key Points:
i.This pipeline will reduce carbon emission by around 68% in product transportation from Bina to Panki.
ii.It will improve availability of petroleum products in Eastern UP, Central UP, Northern Bihar and Southern Uttarakhand.
iii.This Project also includes augmentation of Tankage capacity and construction of Rail Loading Gantry at Panki POL Terminal.
iv.It will cover 5 districts of UP: Lalitpur, Jhansi, Jalaun, Kanpur Dehat and Kanpur Nagar, and 2 of MP: Sagar and Tikamgarh.

PM attended 54th Convocation of IIT Kanpur as Chief Guest:
The PM attended the 54th Convocation of IIT Kanpur as Chief Guest. During the convocation, all the students were issued digital degrees through an in-house blockchain-driven technology developed at the Institute under the National Blockchain Project.
- In this regard, he also launched the blockchain based digital degrees.
