The President of India Droupadi Murmu was on a four-day official visit to Angola from November 8 to 11, 2025, at the invitation of Angolan President João Manuel Gonçalves Lourenço, marking the first-ever visit by an Indian President to the country.

Arrival: On November 8, 2025, President Droupadi Murmu was received by Tete Antonio, Minister of External Relations of Angola, at Quatro de Fevereiro International Airport in Luanda (Angola), with a ceremonial guard of honour and a 21-gun salute.
- She was formally welcomed by Angolan President Joao Manuel Goncalves Lourenco at the Presidential Palace in Luanda.
Bilateral Meeting: On November 9, 2025, during the visit, President Droupadi Murmu and President Joao Lourenco held discussions on political, economic, defence, and cultural cooperation, reaffirming their commitment to multilateralism and cooperation in global forums such as the United Nations (UN) and International Solar Alliance (ISA).
Key Outcomes :
Fisheries & Marine Resources: A Memorandum of Understanding (MoU) was signed between the Ministry of Fisheries, Animal Husbandry & Dairying (MoFAHD), Government of India (GoI), and Angola’s Ministry of Fisheries and Marine Resources.
- The MoU aims to promote joint research, technology sharing, and capacity-building in the field of fisheries and aquaculture.
Consular Matters: An MoU was signed between the Ministry of External Affairs (MEA), GOI, and Ministry of External Relations, Angola, with an aim to improve consular services and citizen support systems between India and Angola.
- The MoU will simplify visa and documentation procedures, strengthen protection and assistance mechanisms, enhance information sharing, and encourage closer people-to-people contacts.
Defence Cooperation: Agreed to enhance defence and security cooperation, focusing on training Angolan personnel in India, exchanging defence delegations, and exploring joint production and technology.
Energy Sector: Discussed expanding cooperation in energy trade, including RE and biofuels and explored opportunities for Indian investments in Angola’s downstream energy sectors, including oil refining, petrochemicals, and solar power infrastructure.
Line of Credit(LoC): During the visit, India proposed to finalise a USD 200 million Line of Credit (LoC) to Angola, aimed at supporting joint projects in the defence and energy sectors.
- The LoC, extended through the Export-Import Bank of India (EXIM) Bank, enables Angola to procure Indian defence equipment, technology, and services, and also facilitates cooperation in energy infrastructure projects such as in oil refining, Renewable Energy (RE), and transmission networks.
Angola To Join IBCA & GBA:
GBA: Angola agreed to join the Global Biofuel Alliance (GBA), launched by India along with the United States of America (USA) and Brazil in 2023, during the Group of Twenty (G20) summit held in New Delhi (Delhi).
- With this move, Angola can share expertise, attract investment, and gain access to technologies for biofuel production.
IBCA: Angola agreed to join the International Big Cats Alliance (IBCA), initiated by GoI in 2023, with an aim to protect and conserve the seven major big cat species such as tiger, lion, leopard, snow leopard, puma, jaguar, and cheetah.
- By joining the alliance, Angola will become part of a global effort to promote wildlife conservation, combat poaching, and strengthen ecosystem protection.
Key Engagements:
National Assembly: On November 10, 2025, President Droupadi Murmu addressed the National Assembly of Angola in Luanda, marking the first Indian head to address the national assembly of Angola.
- She also paid floral tribute at the memorial of Dr. Antonio Agostinho Neto, the first President of Angola, who played a vital role in Angola’s struggle for independence.
Museum: During the visit, she also visited the Fortaleza de Sao Miguel, a 16th century fortress in Luanda. Currently, it serves as the Museum of the Armed Forces, showcasing its military history, including its colonial past and fight for independence.
Independence Day Celebration: On November 11, 2025, At the invitation of Angolan President Joao Lourenco, President Droupadi Murmu, participated in the 50th Independence Day celebrations of Angola, held at Praca da Republica in Luanda.
