Overview of India Maritime Week 2025 Held from October 27 to 31, 2025, in Mumbai, Maharashtra – Part II

The India Maritime Week (IMW) 2025, organized by the Ministry of Ports, Shipping, and Waterways (MoPSW), was held from October 27 to 31, 2025, at the NESCO Exhibition Centre in Mumbai, Maharashtra.

MoUs signed:
Overview: During the event, over 600 Memorandum of Understandings (MoUs) worth more than Rs.12 lakh crores were signed to boost the maritime sector in India.
Coverage: The areas such as Port development and modernization, accounting for 30% of total investment, sustainability and green initiatives (20%), shipping and shipbuilding (20%), port-led industrialization (20%), and trade and business partnerships (10%).
Green & Digital Sea Corridor:

Agreement: An MoU was signed between GoI and the Netherlands to enhance cooperation in the maritime sector. A Letter of Intent (LoI) was signed to establish a Green and Digital Sea Corridor, connecting selected Indian ports with the Port of Rotterdam (Netherlands).

Aim: The initiative aims to promote the use of green fuels such as hydrogen, ammonia, and methanol, and to enable digital port operations.

VoCPA:

During the event, V.O. Chidambaranar Port Authority (VoCPA) inked 28 MoUs valued at more than Rs.1.27 lakh crore, covering key sectors such as renewable power generation, ammonia bunkering, export terminals, desalination plants, and port logistics parks. It includes:

JIPL: An MoU worth Rs.47,000 crores, was signed between VoCPA and Jindal India Power Limited (JIPL) to establish a Green Ammonia Plant and storage facility in Tuticorin, Tamil Nadu (TN).

GIREFPL: VoCPA signed a MoU with Green Infra Renewable Energy Farms Private Limited (GIREFPL), a subsidiary of Sembcorp, worth Rs.25,400 crores, for the creation of a common storage facility for Green Ammonia and Green Hydrogen.

ACME Green Hydrogen: VoCPA signed a MoU with ACME Green Hydrogen & Chemicals Private Limited to establish a Green Ammonia production plant with the capacity of producing 1,200 Metric Tonnes Per Day (MTPD), with an investment of Rs.12,000 crores.

PPA: Paradip Port Authority (PPA), Odisha, signed a MoU worth Rs.45,000 crores with ACME Clean Tech Solutions Private Limited to set up a Green Hydrogen production facility.

  • PPA also signed an MoU with HIF Global for the development of an Electro (E)-Methanol production facility with the total investment of Rs.35,500 crores.

CGS: Signed MoU with CGS Energy Private Limited (CGS) to establish a 300 tonnes per day (TPD) green ammonia production unit, with an estimated investment of Rs.5,000 crores.

JNPA:

APSEZ: Jawaharlal Nehru Port Authority (JNPA) signed MoUs with Adani Ports and Special Economic Zone Limited (APSEZ) and with Boskalis International B.V for the development and maintenance of land at the Vadhavan Port in Maharashtra with an investment of Rs.26,500 crores each.

  • JNPA signed a MoU worth Rs.25,000 crores with APSEZ for the development and operation of container terminals in Vadhavan Port.

WAN HAI LINES: JNPA signed an Rs.20,000 crore MoU with WAN HAI LINES Limited for the terminal development and operations at JNPA.

MPA: An MoU was signed between Mumbai Port Authority(MPA) and Lai Investment Manager Private Limited worth Rs.23,000 crores for the development of world-class industrial and logistics parks in Mumbai.
Other MoUs: Several MoUs worth around Rs.55,000 crores were signed during the event.

  • Invest International signed MoUs with Indian Bank and ICICI Bank to support maritime financing.
  • Dutch Climate Fund Managers partnered with the Indian Maritime Development Fund (IMDF) to enhance sustainable investments in maritime sector.
  • Maritime Research Institute Netherlands (MARIN) signed a MoU with the National Centre of Excellence for Green Ports & Shipping (NCoEGPS) to collaborate on Research and Development (R&D) in green maritime technologies.
  • Port of Rotterdam signed an MoU with Deendayal Port Authority (DPA), Kandla (Gujarat) to facilitate digital knowledge exchange between the two ports.

MDL & SDHI: Mazagon Dock Shipbuilders Limited (MDL) signed a Teaming Agreement (TA) with Swan Defence and Heavy Industries Limited (SDHI) to collaborate on the design and construction of Landing Platform Docks (LPDs) for the Indian Navy (IN).

  • Under the agreement, MDL will bring in its expertise in ship design, project management & systems integration. SDHI will provide large-scale shipbuilding infrastructure through its yard in Pipavav (Gujarat).

DP World: A tripartite MoU was signed between DP World, DPA, and Nevomo (Europe), to introduce MagRail Booster technology for automated and low-emission cargo movement.

  • Under the MoU, a 750-metre(m) MagRail track will be installed within the port to replace conventional diesel-based shunting locomotives.
  • DP World pledged an additional USD 5 billion investment in India for infrastructure, integrated supply-chain, and logistics expansion.

CSL & Drydocks: A tripartite MoU was signed among Cochin Shipyard Limited (CSL), Drydocks World, a subsidiary of DP World, and the Centre of Excellence in Maritime and Shipbuilding (CEMS) to develop skilled manpower and strengthen India’s ship-repair ecosystem.

  • The agreement aims to create India’s first integrated ship-repair cluster at Kochi (Kerala) and launch specialized training programmes for over 25,000 maritime professionals annually in shipbuilding, repair, and marine engineering.

Unifeeder: A bilateral MoU was signed between Unifeeder, a subsidiary of DP World, and Sagarmala Finance Corporation Limited (SFCL) to develop green coastal and short-sea shipping corridors across India.

CoPA: An MoU was signed by Cochin Port Authority (CoPA) and Bharat Petroleum Corporation Limited (BPCL) to set up a Liquified Natural Gas (LNG) bunkering facility worth around Rs.500 crores in Kochi.

  • The MoU aims to provide LNG fuel to ships, support dual-fuel and LNG-powered vessels, and promote green shipping.

Abu Dhabi Ports Group: An MoU was signed by the Government of Maharashtra and the Abu Dhabi Ports Group (AD Ports Group) and the Investment Resource & Presidential Office of Abu Dhabi.

  • The MoU aims to enhance maritime cooperation and attract foreign investment worth USD 2 billion (approximately Rs.16,000 crores) into the port and shipping sector of Maharashtra.

REC Limited:

Agreement: An MoU was signed by REC Limited (Rural Electrification Corporation), a Maharatna Central Public Sector Enterprise (CPSE), Ministry of Power (MoP), and SFCLto finance India’s marine and port-led infrastructure projects.

Aim: The collaboration aims to boost Sagarmala initiatives, promote green and digital ports, improve port connectivity, and develop co-financing models for sustainable growth.

Dredging Corporation of India (DCI):

Overview: The Dredging Corporation of India Limited (DCI), Visakhapatnam (Andhra Pradesh, AP) signed 22 MoUs worth Rs.17,645 crores with 16 national and international organizations.

Entities: It includes:

  • Visakhapatnam Port Authority (VPA) to undertake maintenance dredging in the port’s navigation channels.
  • JNPA for capital and maintenance dredging works.
  • DPA for annual dredging and silt management.
  • PPA to execute capital dredging projects.
  • CoPA for joint dredging and reclamation works.
  • Chennai Port Authority to provide dredging and desilting services.
  • Shyama Prasad Mookerjee Port (SMP) Authority, Kolkata (West Bengal, WB), to conduct riverine dredging and hydrographic surveys.
  • National Mineral Development Corporation (NMDC Limited), Ministry of Steel (MoS), to jointly explore offshore dredging and mineral extraction opportunities.
  • CSL to design and build new dredgers in India.
  • Bharat Earth Movers Limited (BEML) to indigenise dredger components, spare parts, and heavy machinery.
  • Royal IHC, Netherlands, for Technology Transfer (TT), training, and design collaboration.
  • Abu Dhabi Maritime, a subsidiary of AD Ports Group, to develop joint dredging ventures and overseas project collaborations.
  • National Technology Centre for Ports, Waterways & Coasts (NTCPWC), Indian Institute of Technology (IIT) Chennai (TN).
  • Inland Waterways Authority of India (IWAI), for river dredging and maintenance of navigational waterways.
  • Shipyards and Private Port Operators provide technical dredging support, equipment supply, and operational services.

Government of Odisha:

During the event, Government of Odisha signed MoUs worth Rs.12,200 crores to develop two inland waterways. It includes:

IWAI: An MoU was signed with IWAI to develop and operationalize NW-5 and NW-64 by constructing inland waterway infrastructure such as terminals, jetties, navigational locks, and dredging channels.

PPA: An MoU was signed with PPA on integrating the two waterways with the Paradip Port, enhancing the transfer of bulk cargo such as coal, iron ore, fertilizer, and fly ash, from inland terminals to export ships at the port.

MCL: Government of Odisha signed an MoU with Mahanadi Coalfield Limited (MCL), which will act as a cargo partner for the steady supply of coal cargo from Talcher and Angul coalfields (Odisha).

Government of Gujarat: Government of Gujarat signed MoUs worth Rs.17,000 crores with entities, including Gujarat Maritime Board (GMB), the maritime regulator and port authority of Gujarat, and Gujarat Pipavav Port Limited (GPPL).
