Union Minister Dr. Subrahmanyam(S.)Jaishankar, Ministry of External Affairs (MEA), Government of India (GoI) undertook a 3-day official visit to Russia from August 19 to 21, 2025, at the invitation of Denis Manturov, the 1st Deputy Prime Minister (PM) of Russia.

Key Highlights of the visit:
Meeting with Russian President : During his visit, External Affairs Minister (EAM) S. Jaishankar met Russian President Vladimir Putin, stressing the need to address trade imbalances and expand bilateral cooperation in a balanced and sustainable manner.
Bilateral Meeting: He also held a bilateral meeting with his Russian counterpart Sergey Lavrov. During the meeting, leaders of both countries reviewed bilateral relations and discussed preparations for the annual summit scheduled to be held later in 2025.
- They reaffirmed their shared commitment to global multilateralism, including in Group-20 (G20), BRICS (Brazil, Russia, India, China and South Africa), and Shanghai Cooperation Organisation (SCO), and jointly emphasized the need for United Nations Security Council (UNSC) reforms.
About 26th IRIGC-TEC Session:
Co-chairs: EAM S. Jaishankar co-chaired the 26th India-Russia Inter-Governmental Commission on Trade, Economic, Scientific, Technological and Cultural Cooperation (IRIGC-TEC) Session with Russian Deputy PM Manturov in Moscow.
- The session aimed at further bolstering bilateral relations which was the main highlight of EAM’s 3-day official visit to Russia.
Key Focus Areas: During the session, both leaders emphasized the need to address tariff and non-tariff trade barriers, remove bottlenecks in logistics, promote connectivity, effect payment mechanisms smoothly, and finalise the Programme of Economic Cooperation till 2030.
- During the session, discussions were held on energy cooperation and mobility of Indian skilled professionals, especially in Information Technology (IT), construction, and engineering.
Trade and Economic Cooperation: Also, both countries emphasized the early conclusion of the India-Eurasian Economic Union Free Trade Agreement (FTA) and regular business engagements to achieve the revised bilateral trade target of USD 100 billion by 2030.
Signing of Protocol: The plenary session concluded with co-chairs signing the protocol for the 26th IRIGC-TEC.
India-Russia Business Forum:
Forum: Following conclusion of 26th session of IRIGC-TEC, EAM S. Jaishankar and Russian Deputy PM addressed the India-Business Forum held in Moscow.
Focus: The participants emphasized the coordination between the Forum and Working Groups under the IRIGC.
