Overview of Bhutan PM Dasho Tshering Tobgay’s Visit to India from September 3 to 6, 2025

Prime Minister (PM) of Bhutan Dasho Tshering Tobgay was on an official four-day visit to India from September 3 to 6, 2025, marking his second visit to India in 2025 after an earlier trip in February 2025.

In Bihar:

Temple Inauguration: On September 3, 2025, Bhutan PM Dasho Tshering Tobgay participated in the consecration ceremony of the Royal Bhutan Temple at Rajgir in Nalanda (Bihar) in the presence of Union Minister Kiren Rijiju, Ministry of Minority Affairs (MoMA), and representatives of India and Bhutan.

  • It is constructed with Bhutanese architecture and artistry, strengthening the spiritual ties between India and Bhutan through Buddhism.

Nalanda University: He visited Nalanda University at Nalanda and proposed the expansion of cooperation through academic exchanges, scholarships, and cultural ties, and invited Nalanda University to join the Global Peace Prayer Festival of Bhutan.

  • The visit featured an interactive session with students, reflecting the university’s tradition of dialogue and intellectual exchange.

Mahabodhi Temple: On September 4, 2025, he visited the Mahabodhi Temple in Bodh Gaya (Bihar), a United Nations Educational, Scientific and Cultural Organization (UNESCO) World Heritage Site(WHS).

  • During the visit, he was presented with a replica of the Mahabodhi temple, a sacred Bodhi leaf, and Bengaluru Metropolitan Transport Corporation (BMTC) publications as a gesture of reverence and goodwill.

In Uttar Pradesh (UP): 

Ram Janmabhoomi temple: On September 5, 2025,  Bhutan PM Dasho Tshering Tobgay and his delegation visited Ram Janmabhoomi temple at Ayodhya (UP), marking the first visit by a foreign leader to this temple.

In New Delhi: He met with Union Minister Dr. S. Jaishankar, Ministry of External Affairs (MEA) in New Delhi (Delhi) and discussed strengthening the bilateral ties; ongoing cooperation in hydropower, trade, education, and connectivity; regional stability and India’s role in Bhutan’s economic plans.

  • On September 6, 2025, his visit concluded with reaffirmation of Bhutan’s support for India in regional forums and India’s commitment to partner Bhutan in Sustainable Development projects, including energy, skill development, and cultural exchange.

Outcomes of the Visit: During his official visit to India, Bhutanese PM Dasho Tshering Tobgay participated in a signing ceremony for agreements in the power sector.

Wangchhu hydroelectric project: On September 6, 2025, Adani Power Limited (APL), India’s largest private power producer, signed an agreement with Druk Green Power Corporation (DGPC) of Bhutan, for the establishment of a 570-Megawatt (MW) Wangchhu hydroelectric project in Bhutan.

  • It has also signed a Power Purchase Agreement (PPA) and a Concession Agreement (CA) for the project with the Royal Government of Bhutan.

Project Details:The project, with an estimated investment of Rs.6,000 crores, will follow Build, Own, Operate, Transfer (BOOT) Model. The construction is expected to begin by June 2026 and be completed by 2031.
