The Finance Minister of Odisha, Niranjan Pujari, has proposed a Rs 2-lakh crore budget in the state assembly for the fiscal year 2022-23 (FY23), with a focus on strengthening infrastructure, developing education and health sectors, and enhancing livelihoods of people.
- Like previous years, this Budget 2022-23 is presented in two parts. The first part is the Agriculture Budget and the second part is the General Budget.
- The proposed programme budget for FY23 is the “highest” in state budget history and is 33% higher than the budget of Rs. 1.7 lakh crore for FY22.
- The size of the state budget has increased seventeen-fold in the last 22 years.
The objective of the budget is to build quality healthcare facilities, strengthen the education ecosystem, improve lives and livelihoods, and empower women, in addition to infrastructure development.
Qualitative Aspects of the Budget
i.The Budget Estimates for 2022-23 forecast an expenditure of Rs. 2 lakh crores.
ii. The Total Programme expenditure outlay for FY23 will be Rs. 1,00,000 crores.
- Additionally, Rs. 10,000 crore will be spent through off-budget sources and by Public Sector Undertakings (PSUs).
iii. The outlay for Disaster Response Funds will be Rs. 3,210 crores. Transfers from State to the Local Bodies will have an outlay of Rs. 7,200 crores.
iv.The capital outlay in 2022-23 is Rs.38,732 crore, which is about 5.4 per cent of GSDP(Gross State Domestic Product) and 56 per cent increase over the FY22.
v.The Revenue Receipt for FY23 is estimated to be Rs. 1,63,967 crore and borrowing and other receipts of Rs.36,033 crore. While the Administrative Revenue Expenditure is proposed to be Rs. 74,261 crore.
- The total revenue receipts for FY23 include the state’s share of central taxes at Rs 36,978 crore, its own tax revenue at Rs 46,000 crore, its own non-tax revenue at Rs 48,200 crore, and grants from the Centre at Rs 32,789 crore.
- As a result, in FY23, the state’s own revenue–GSDP ratio would be 13.20 %.
Sectoral Highlights:
i.Accessible Quality Healthcare for All:
- A budgetary provision of Rs 12,241 crore has been proposed for the public health in Odisha, which is 25% more than the budget of FY22.
- Under the scheme Biju Swasthya Kalyan Yojana, Rs.2,664 crore is allocated for free medical facilities to over 96 lakh economically vulnerable families in Odisha.
ii.Drinking Water & Provision of Urban Amenities
- Under the scheme BASUDHA, a provision of Rs. 1,850 crores for rural and urban water supply has been made.
- The Jal Jeevan Mission under the State Saturation Plan, received an allocation of Rs.6,000 crore to fulfil the target universal coverage of tap-water connections.
iii. Agriculture & Allied Sector Activities: Under the Krushak Assistance for Livelihood and Income Augmentation (KALIA) scheme, an allocation of Rs 1,874 crore has been made for providing assistance to farmers.
iv.Women & Child Development: Under the Maternity Benefit Programme “MAMATA” scheme, a provision of Rs. 247 crore is made.
Other Important Allocations:
i.A separate budget of Rs. 2,000 crores has been allocated for “Mission Shakti Department”, to increase the state’s commitment with 70 lakh women.This includes Rs.1,039 crore under National Rural Livelihood Mission (NRLM), Rs.773 crore of Financial Assistance to Women’s Self-Help Groups (WSHGs) & their Federations under Mission Shakti program and Rs.176 crore for Construction of Building for WSHGs”.
ii.The Sports and Youth Services Department has been allocated a budget of Rs. 911 crore.
iii. A budget of Rs. 325 crores have been set aside for land acquisition, construction, renovation, and expansion works at the airports at Rourkela, Jeypore, Utkela, and Jharsuguda, as well as for the renovation of the Birasal airstrip.
iv.The budget includes a proposal to allocate Rs. 547 crores towards the construction of rail projects in Odisha.
v.The state has suggested providing Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) Revolving Fund, a programme that guarantees rural employment, with a total of Rs. 500 crores.
vi.For programmes relating to food security in Odisha, approximately Rs. 1,023 crores are allotted.
vii. For the education and skills sector, Rs 27,324 crore would be provided.
Other Facts:
i.The Odisha government had submitted a vote-on-account for the first four months of 2022–2023 on existing establishments, schemes, and projects in March 2022.
- As the Panchayati Raj Institutions and Urban Local Bodies General Elections were conducted in February – March 2022, the full budget could not be provided at that time.
- The vote on account was necessary for expenditure on salaries, pensions, and other ongoing schemes and programmes.
ii.As an indication of Odisha’s economic progress, the share of its own revenue in the state budget has far outpaced the devolution of taxes from the central government.
