Odisha presents Rs 2.65 trn budget for FY25 with focus on agri, womenOn July 25, 2024, the Chief Minister (CM) of Odisha, Mohan Charan Majhi, who also holds the Finance Portfolio presented the “Annual Budget for Financial Year 2024-25 (FY25)” in the Odisha Legislative Assembly with an outlay of Rs 2.65 lakh crore.

  • The FY25 budget is around 15% more than the budgetary estimate of Rs 2.30 lakh crore for the FY 2023-24(FY24).
  • The budget focuses on agriculture and women, aiming for a Viksit Odisha’ in the coming years.
  • Programme expenditure is pegged at Rs 1.55 Lakh crore, while administrative expenditure stands at Rs 97,725 crore.

Key points:

i.The Odisha’s Gross State Domestic Product (GSDP) is expected to grow at a rate of 8%. The capital outlay in 2024-25 is Rs. 58,195 crore, which is 6.3% of GSDP.

ii.Revenue Surplus is projected at 2.96% of GSDP; Fiscal Deficit is projected

at 3.5 % of GSDP.

iii.The Year-end debt stock is projected to remain at 13.56% of GSDP.

iv.The Disaster Risk Management Funds was allocated with Rs 3,900 crore.

Agriculture & Farmers Welfare:

i.The budget has allocated Rs.33,919 crore for Agriculture and Allied sector, an increase of over 36% over FY24.

ii.Rs 5,000 crore allocated for Samrudha Krushak Yojana for purchase of paddy at Rs.3,100 per quintal, at a rate higher than the Minimum Support Price (MSP) of Rs 2,300 per quintal.

iii.Rs.649 crore allocated for Shree Anna Abhiyan

Women and Child Development:

i.Rs.17,942 crore has been allocated for undertaking various women and child centric policy and welfare measures.

ii.Rs.10,000 crore is provided under Subhadra Jojana for women empowerment,

financial independence and entrepreneurship development.

iii.Rs.1,179 crore has been allocated under the overarching Mission Shakti programme.

Odia language, Culture and Heritage:

i.Rs.500 crore has been allocated towards corpus fund for Shree Jagannath Temple Administration (SJTA) for promotion and propagation of Jagannatha Culture.

ii.Rs.200 crore has been allocated towards corpus fund for Odia Asmita.

iii.Rs 72 crore has been allocated for theMukhyamantri Kalakara Sahayata Yojana‘.

iv.Rs 15 crore is proposed for the conservation and protection of monuments.

Roads, Railways & Transport:

i.Rs 15,865 crore has been allocated for the construction of Roads, Bridges, Airports and Railways during 2024-25.

ii.Rs.600 crore has been allocated for development of Railway projects; Rs.372 crore for Civil Aviation; and Rs 1000 crore for Odisha Metro Rail Transport.

iii. Rs. 6180 crore allocated for Road Development Programme and Rs. 15 crore for State

Highway Development Project

Other Key allocations:

i.Rs.9603 crore has been allocated to transform the urban Odisha. Rs 918 has been allocated for New City Development and Rs. 200 crore for the Land Bank scheme

ii.The monthly pension for senior citizens aged over 80 and persons with 80% or more disability will be increased to Rs 3,500 under the Madhu Babu Pension Yojana and National Social Assistance Programme.

  • Rs.4,487 crore is provisioned under  Madhubabu Pension Yojana for beneficiaries under Social Security Pension Schemes and Rs.2493 crore is provisioned under National Social Assistance Programme.

iii.Rs.156 crore provided for Madho Singh Haath Kharch Yojana for addressing dropout among tribal students. The scheme will benefit an estimated 3 lakh tribal students to reduce the dropout rate among tribal students in Odisha.

iv.For Agniveers, the state government announced 10% quota and a 5-year age relaxation for their entry into uniform services within the state.

Renaming of Schemes:

i.The Krushak Assistance for Livelihood and Income Augmentation (KALIA) scheme has been renamed CM-KISAN scheme to align with the Centre’s PM-KISAN scheme.

  • Rs 1,935 crore allocated for CM Kisan Scheme.

ii.Biju Swasthya Kalyan Yojana (BSKY) has been renamed as Gopabandhu Jan Arogya Yojana (GJAY).  The Odisha government is also set to implement Centre’s health protection scheme Ayushman Bharat – Pradhan Mantri Jan Arogya Yojana (AB-PMJAY) in Odisha.

  • An outlay of Rs 500 crore has been proposed for AB PM-JAY.

iii.Biju Setu Yojana renamed to ‘Setu Bandhan Yojana’.

  • Rs.1990 crore has been allocated for bridge projects under Setu Bandhan Yojan.

iv.Make in Odisha renamed to ‘Utkarsh Utkal’.

v.Ama Odisha Nabin Odisha renamed to ‘Vikasit Gaon Vikasit Odisha’.
