In July 2025, Mohan Charan Majhi, Chief Minister (CM) of Odisha inaugurated the 1st ever ‘ODISHA TEX 2025’, Eastern India’s largest textile and apparel industry event. It was jointly organised by the state government of Odisha in collaboration with Federation of Indian Chambers of Commerce & Industry (FICCI) at the Odisha Secretariat, in Bhubaneswar (Odisha).

Industry Participation:
Participating Companies: The event brought together over 650 delegates, including global brands, leading textile and apparel companies, investors, technology providers, startups and senior officials.
Notable Participants: Over 160 companies including Sportsking India Limited, First Step Baby Wear, KPR Mill Limited, Adarsh Knitwear and Anubhav Apparels participated at the event.
Key Announcements/Launch:
Launch of two Textile Parks: During the event, CM Mohan Charan Majhi, launched two state-of-the-art Textile and Footwear Parks with plug-and-play facilities for international standard manufacturing.
- In addition to that, modern workers’ hostels were introduced, which aimed to enhance industrial stability.
Increase in Employment Cost Subsidy: During the event, CM Mohan Charan Majhi announced that employment cost subsidy under the Odisha Technical Textile & Apparel Policy 2022, will be raised from Rs 5,000 to Rs 6,000 per month for male workers.
- For female workers, it will be increased from Rs 6,000 to Rs 7,000 per month.
Task Force: He further announced the formation of a dedicated task force under the industries department of the state government to ensure fast-track implementation and provide complete government support for investors.
Vision for Job Creation: He also unveiled an ambitious vision of the state government which is expected to create over 1 lakh jobs in textiles and apparel by 2030.
New Textile Clusters: He also mentioned that the state government is planning to expand new textile clusters in 6 districts of the state: Balangir, Keonjhar, Sambalpur, Jagatsinghpur, Ganjam and Cuttack.
MoUs Signed : During the event, Odisha government has signed a total of 33 Memorandum of Understandings (MoUs) with various textile and apparel sector companies, with investment worth Rs 7,808 crore and expected to generate 53,300 job opportunities.
Hindalco Signed 2 MoUs with Odisha Government to Set up Manufacturing Units:
MoUs Signed: During the event, Hindalco Industries Limited, a flagship company of the Aditya Birla Group, signed two separate MoUs with the Government of Odisha.
Signatories: The MoUs were signed between Ardhendu Mahapatra, President Corporate Affairs, Hindalco Industries Ltd. and B.S. Poonia, Principal Secretary, Department of Skill Development and Technical Education, Odisha Government.
Investment: Hindalco Industries has pledged an investment of Rs 200 crore to establish 2 apparel manufacturing units i.e. in Keonjhar and Sambalpur districts of Odisha.
- As per the MoUs, the company will invest Rs 100 crore in each district and generate 2,400 direct employment opportunities through the new textile units.
