NITI Aayog Launches India Electric Mobility Index to Accelerate State EV Progress

In August 2025, the National Institution for Transforming India (NITI) Aayog launched the India Electric Mobility Index (IEMI), a first-of-its kind tool developed to track and benchmark the progress of states and Union Territories (UTs) in achieving their Electric Mobility goals.

The report was released by Shri Rajiv Gauba, in presence of Shri B. V. R. Subrahmanyam, Chief Executive Officer (CEO), NITI Aayog, Shri. Kamran Rizvi, Secretary, Ministry of Heavy Industries (MoHI), Shri O. P. Agarwal, Distinguished Fellow, NITI Aayog and Shri Sudhendu Sinha, Programme Director – E-Mobility, NITI Aayog.

About IEMI:

Core themes: The IEMI tracks, evaluates, and scores all Indian States and UTs out of 100 across 16 indicators under 3 core themes:

  • Transport Electrification Progress to capture demand-side adoption
  • Charging Infrastructure Readiness to track allied charging infrastructure development
  • Electric Vehicle (EV) Research and Innovation Status covers supply-side ecosystem Research and Development (R&D) efforts.

Other Highlights: The Index highlights the critical role of coordinated efforts at the state level, integrated planning, and collaboration across sectors in advancing India’s electric mobility goals.

Delhi, Maharashtra, Chandigarh lead in NITI’s Electric Mobility Index

The NITI Aayog, in its report titled ‘India Electric Mobility Index 2024 – Tracking Electric Mobility Trends in Indian States, evaluated all states and UTs across 16 indicators under three core themes.

IEMI Results:

IEMI Scores: Based on the IEMI scores, states are categorised into frontrunners (leading with robust ecosystems), performers (making progress) and aspirants (requiring intervention).

  • Frontrunners: Delhi, Maharashtra and Chandigarh.
  • Performers: Karnataka, Tamil Nadu (TN) and Haryana

Transport Electrification Progress: The theme score reflects a state’s progress in fostering the adoption of EVs through initiatives and policy support.

  • Frontrunners: Chandigarh, Delhi and Maharashtra
  • Performers: Chhattisgarh, Uttar Pradesh (UP), Odisha and Goa

Charging Infrastructure Readiness: The theme evaluates state-led initiatives and incentives designed to support the establishment of charging networks and promote Renewable Energy (RE) generation.

  • Frontrunners: Haryana, Karnataka, Ladakh and Himachal Pradesh (HP).

EV Research and Innovation Status: It examines government policies, incentives and initiatives aimed at promoting EV R&D.

  • Frontrunners: Delhi, Tamil Nadu, Maharashtra, Karnataka, Haryana and Telangana

Other important data: According to the report, currently 29 states and UTs in India have notified EV policies, with four in draft stage.

  • Also, India’s EV market saw a notable rise in 2024 with private vehicle adoption, of electric two-wheelers and cars, reaching 5.3% with over 12 lakh EVs registered in 2024.
  • As of December 2024, India has over 25,000 public EV charging stations.
