NHAI develops portal to track performance of developersThe National Highways Authority of India (NHAI) has developed the ‘Vendor Performance Evaluation System’ to establish a transparent and comprehensive performance rating system for its consultants, contractors and concessionaires.

The portal-based objective assessment of vendors was initiated  to track the vendor performance for various NHAI projects.

Gist about the portal:

Self-assessment by Vendors & Upload Docs 

The vendors are required to conduct a self-assessment and upload the documents related to the project activities executed by them on the portal.

Vendor rating 

i.Vendor rating is generated based on the review(of the submissions) made by the NHAI at multiple levels. 

ii.The vendor rating generated post multi-level reviews will be shared with the vendor to ensure that the evaluation is done in the most objective and balanced way.

An opportunity will be provided to the vendor to  appeal against the generated rating.

Provision for rating

The portal contains provision for rating the projects as per the mode of implementation and status of completion under the following: 

  • BOT- Build-Operate-Transfer(Toll), BOT (Annuity), HAM(Hybrid, Annuity Mode), EPC(Engineering, Procurement and Construction) works and 
  • For Authority’s Engineer, Independent Engineer and DPR Consultants.

Note-The rating system will increase the accountability of vendors and thus improve the quality of highways. 

Key Info

i.Till Date, vendors have filled data for 853 projects (519 Consultants and 334 Contractors) which are under review at different stages. 

ii.Vendors who fail to upload the required documents on the portal will not be allowed to participate in the bids of NHAI.

iii.To make the vendors rating as one of the qualification criteria for awarding new projects, appropriate amendments in the bidding documents are being incorporated
