Ministry of MSME Launches CHAMPIONS PortalOn May 12, 2020, Union Ministry of Micro, Small and Medium Enterprises(MSME)launched CHAMPIONS(Creation and Harmonious Application of Modern Processes for Increasing the Output and National Strength) portal(www.Champions.gov.in), a Technology-driven control room-cum-Management Information System. The system utilises modern Information and Communications Technology(ICT) tools.

Gist about the portal

Aim- To assist Indian MSME’s to become National and Global CHAMPIONS in the big league.

3 basic objectives 

i.To help the MSMEs in this difficult situation in terms of finance, raw materials, labour, permissions, etc.

ii.To help them capture new opportunities like manufacturing of medical accessories and products like Personal Protective Equipments (PPE), masks, etc.

iii.To identify the sparks, particularly the bright MSMEs who can not only withstand but can also become national and international champions.

Significance

The portal is primarily to make smaller units big by solving their grievances, encouraging, supporting, helping and handholding & it is a real one-stop-shop solution of MSME Ministry.

About the system

i.The ICT tools utilised by the system includes telephone, internet and video conference. It is enabled by Artificial Intelligence, Data Analytics and Machine Learning.

ii.It is fully integrated on a real-time basis with the Government of India’s(GOI’s) main grievances portal Centralized Public Grievances and Monitoring System(CPGRAMS) and MSME Ministry’s own other web-based mechanisms.

iii.The entire ICT architecture is created in-house with the help of National Informatics Centre(NIC) with free of cost & the physical infrastructure is created in one of the ministry’s dumping rooms in record time.

iv.As part of the system, a network of control rooms is created in a Hub & Spoke model. The Hub is situated in the Secretary MSME’s office, New Delhi. The spokes will be in the States in various offices and institutions of the Ministry.  Currently, there are 66 state-level control rooms created as part of the system.

Background

Secretary of MSME, AK Sharma had indicated that an ICT based system will be set up to assist MSMEs in the current difficult situations & handhold them to become national and international champions on April 30. The trial launch happened on May 9th, where around 120 locations of the country were connected through video conference.

About CPGRAMS

It is an online web-enabled system over NIC Network(NICNET) developed by NIC in association with the Department of Administrative Reforms and Public Grievances (DARPG) with an objective of speedy redress and effective monitoring of grievances by Ministries/Departments/Organizations of GOI.

Aim– To capture the real-time workflow and interaction among all the participant users.
