Ministry of Skill Development and Entrepreneurship (MSDE), Government of India (GoI) commemorated the 10th anniversary of the Skill India Mission on 15th July, 2024.
- Union Minister of State (MoS) (Independent Charge) Jayant Chaudhary attended an open house dialogue, “Kaushal Samwaad” organised by MSDE, to celebrate World Youth Skills Day(WYSD), coincided with anniversary of the Skill India Mission.
- During the event, he interacted with professionals, trained on various skills through different Skill India schemes and programs.
Note:World Youth Skills Day is observed annually across the world on 15th July. Theme for WYSD 2024: “Youth Skills for Peace and Development”.
Key Dignitaries: The event was attended by important dignitaries including, Atul Kumar Tiwari, Secretary, MSDE; Nilambuj Sharan , Senior Economic Advisor, MSDE; Ved Mani Tiwari, Chief Executive Officer (CEO), National Skill Development Development Corporation (NSDC) and Managing Director (MD), NSDC International, among others.
Key Highlights of the Event:
i.Union MoS Jayant Chaudhary and Atul Kumar, Secretary, MSDE jointly planted a tree on the Kaushal Bhawan premises which symbolizes growth and the nurturing of talent.
iii.During the event, Atul Tiwari highlighted that over 1.40 crore youth under Pradhan Mantri Kaushal Vikas Yojana (PMKVY) have been trained and over 33 lakh candidates have engaged as apprentices.
- He informed that MSDE has upgraded multiple skilling institutions to provide high-quality training and collaborated with distinguished ministries and industry partners to enhance employability and widen avenues for increased employment opportunities in international markets.
iv.Key Participants: The event saw the participation of young professionals who were either beneficiaries or candidates from schemes such as: Pradhan Mantri Kaushal Vikas Yojana (PMKVY), PM Vishwakarma, National Apprenticeship Promotion Scheme (NAPS), Jan Shikshan Sansthan (JSS).
- While, some represented successful entrepreneurs of National Institute for Entrepreneurship and Small Business Development (NIESBUD), beneficiaries under Skill Acquisition and Knowledge Awareness for Livelihood Promotion (SANKALP) and students of Industrial Training Institute (ITI) and more.
Points to Note:
i.In last 10 years, the Directorate General of Training (DGT) has revamped ITIs by increasing their number by 5000.
ii.Also, the National Skill Training Institutes (NSTs) have grown significantly, including 19 exclusively for women.
About Skill India Mission:
i.Prime Minister (PM) Narendra Modi launched the Skill India Mission in 2015 in accordance with his vision to help India to become ‘Aatmanirbhar’ (self-reliant).
- The main objective of the Skill India programme is to provide adequate training in market-relevant skills to over 40 crore youth by 2022
Ii.Aim: To create and implement comprehensive skill development training programmes that would help to bridge the gap between industry demands and skill requirements.
iii.. The Skill India Mission is spearheaded by the National Skill Development Agency (NSDA), National Skill Development Corporation (NSDC), National Skill Development Fund (NSDF), various Sector Skill Councils (SSCs) as well as training partners registered with NSDC.
iv.Union Finance Minister Nirmala Sitharman in her Interim Budget FY24 speech in February, 2024, informed that the Skill India Mission has trained 1.4 crore youth, upskilled and reskilled 54 lakh youth and established 3000 new ITIs.
Initiatives to Promote Skill Development:
i.Pradhan Mantri Kaushal Vikas Yojana (PMKVY):
This was launched in 2015 to encourage and promote skill development inthe country by providing free short duration skill training and incentivizing this by providing monetary rewards to youth for skill certification.
ii.Skills Strengthening for Industrial Value Enhancement (STRIVE) project:
It is a World Bank assisted-GoI project with the objective of improving the relevance and efficiency of skills training provided through Industrial Training Institutes (ITIs) and apprenticeships. It is a Central Sector Scheme (CSS) with a budget outlay of INR 2200 Crore (US $ 318 million).
- The financial agreement was signed between GoI and International Bank for Reconstruction and Development (IBRD) on 19th December, 2017 and the closing date of the project is November, 2022.
iii.Skill Acquisition and Knowledge Awareness for Livelihood Promotion (“SANKALP”):
It was launched on 19th January 2018. It is a programme of the Ministry of Skill Development with loan assistance from the World Bank. It is a Centrally Sponsored Scheme with a project of total size US Dollar 675 million, including World Bank assistance of US Dollar 500 million.
- It aims to improve short term skill training qualitatively and quantitatively through strengthening institutions, bring in better market connectivity and inclusion of marginalised sections of the society.
iv.Pradhan Mantri YUVA Yojana (Yuva Udyamita Vikas Abhiyan):
It is a centrally sponsored Scheme on entrepreneurship education and training being implemented by the Ministry of Skill Development and Entrepreneurship, GoI.
- The scheme spans over five years (2016-17 to 2020-21) with a project cost of Rs. 499.94 crore, and will provide entrepreneurship education and training to over 7 lakh students in 5 years through 3050 Institutes.
v.Pradhan Mantri Kaushal Kendra (PMKK):
The MSDE has initiated the establishment of state of the art, visible, aspirational model training centres in every district of India. These model training centres are referred to as Pradhan Mantri Kaushal Kendra(PMKK).
- In 2017, India’s first Pradhan Mantri Kaushal Kendra (PMKK) for Skilling in Smart Cities was inaugurated in New Delhi.
vi.National Skill Development Fund (NSDF) :
NSDF was incorporated 23 December 2008. This Fund has been set up by GoI with the objective of encouraging skill development in the country. A public Trust set up by Government of India is the custodian of the Fund.
- The Fund acts as a receptacle for all donations, contribution in cash or kind from all contributors (including Government, multilateral organizations, corporations etc) for furtherance of the objectives of the Fund.
