MoTA Launched RPLs under Aadi Karmayogi Abhiyan in Dehradun & Bhubaneswar

In August 2025, the Ministry of Tribal Affairs (MoTA) launched the Regional Process Labs (RPLs) of the Aadi Karmayogi Abhiyan National Mission for Responsive Governance, in Dehradun(Uttarakhand) and Bhubaneswar(Odisha).

  • This initiative aims to create a vibrant network of 20 lakh tribal grassroots functionaries and village-level change leaders covering: 1 lakh tribal-dominated villages, 3,000 blocks, over 550 districts across 30 States/Union Territories (UTs) of the country.
  • These leaders will promote inclusive development and strengthen last-mile service delivery in tribal regions.

About Regional Process Lab (RPL):

The RPLs are district-level institutional platforms established under the Aadi Karmayogi Abhiyan, which is a part of the National Mission for Responsive Governance launched by the MoTA.

  • The first two RPLs were launched in Ranchi, Jharkhand and Bhopal, Madhya Pradesh(MP).

About 3rd Regional Process Lab (RPL)  Dehradun:

Capacity-Building Hub for SMTs: It will serve as a capacity-building hub for State Master Trainers (SMTs) from various States/UTs such as: Uttarakhand, Himachal Pradesh (HP), Jammu & Kashmir (J&K), and Uttar Pradesh (UP).

Significance: SMTs trained at RPL in Dehradun which is the 3rd in a series of 6 RPLs, will set up State Process Labs (SPLs) in their respective states, which will further provide training to District Master Trainers (DMTs).

  • The programme also includes Civil Society Organisations (CSOs) to provide participatory learning and ensure local contextualization of content.

About 4th Regional Process Lab (RPL) Bhubaneswar:

Empowering Tribal Functionaries: The week-long programme aims to equip frontline tribal functionaries with essential skills and knowledge to foster responsive and citizen-centric governance at the grassroots level.

Participant Cohort: The programme features a cohort of 25 selected participants representing the states of Jharkhand, Bihar, and Odisha. It is being facilitated by the Bharat Rural Livelihoods Foundation (BRLF).

Model: This RPL follows a cascading model of capacity development, where trained SMTs will go on to lead State and District Process Labs, enabling contextualized and localized knowledge sharing across governance levels.

About Adi Karmayogi Abhiyan:

Launched: The Adi Karmayogi, a flagship initiative of the MoTA was launched in June 2025.

Objective: It is designed to empower frontline tribal functionaries with essential tools and knowledge to promote responsive, people-centric governance.

Policy Alignment: This programme is in alignment with transformative initiatives like: Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan (PM-JANMAN) and Dharti Aaba Janjatiya  Gram Utkarsh Abhiyan (DA-JGUA).

Key Pillars: The programme builds upon the 3 key pillars i.e. convergence, community, and capability.

Key Ministries and Departments: Some of the key union ministries and departments involved in the programme, including: Tribal Affairs, Rural Development, Women and Child Development, Jal Shakti, School Education and Environment and Forests.
