On June 14, 2021, Ministry of Road Transport & Highways (MoRTH) introduced common PUC (Pollution Under Control) certificate format for all vehicles pan-India under Central Motor Vehicle Rules 1989.
What is a PUC Certificate?
It is a document issued by the government for one’s vehicle when the emission levels of it are in compliance with the authorized emission standards. It aims to curb pollution levels in the country.
Important Features of new format of PUC:
i.The PUC database will be linked with the National Register.
ii.QR Code: As per the new format there will be QR code on the PUC form covering all details of the vehicle, owner and the status of the emission. This will help in fetching information about a particular vehicle from the database.
iii.Rejection Slip: A rejection slip is also featured for the first time. It will be given to the vehicle owner in case his/her vehicle fails in meeting the permissible value as per emission norms. This slip can be used for the service of vehicles.
iv.Mandate of mobile Number– The vehicle owner’s mobile number is made mandatory for SMS (short message service) alert of validation and fee.
v.The information listed in the certificate will be confidential, but only the last four digits will be visible.
Extension of validity of Motor Vehicle Documents:
MoRTH has also extended the validity of motor vehicle documents under Motor Vehicles Act, 1988 and Central Motor Vehicle Rules, 1989 till 30th September, 2021. These documents are driving licence (DL), registration certificate (RC) etc.
- This extension will cover all documents whose validity has expired since 1st Feb, 2020 or would expire by 30th Sept 2021.
MoRTH sets target of Reducing Road Accident Deaths by 50% by 2024
MoRth also sets a target to reduce road accident deaths by 50% by 2024. It was announced by the Union MoRTH Minister Nitin Jairam Gadkari during the virtual session on ‘Role of Corporates in Arresting Road Fatalities’ organised by the Federation of Indian Chambers of Commerce and Industry (FICCI).
- The ministry is working towards reducing road accidents by restructuring four ‘E’s of road safety–Engineering (including road and automobile engineering), Economy, Enforcement and Education.

The National Green Tribunal(NGT) has formed an eight-member National Task Force (NTF) to monitor the remedial steps to improve the status of air quality. NTF will be headed by and coordinated by the Secretary Ministry of Environment and Forests (Currently- Mr.Rameshwar Prasad Gupta).
