MoPR Signs MoU with Bhashini to Strengthen Multilingual Access in e-Governance at the Grassroot Level

In June 2025, the Ministry of Panchayati Raj (MoPR) will formally sign a Memorandum of Understanding (MoU) with BHASHa Interface for India (BHASHINI), an Artificial Intelligence (AI)-powered language translation mission under the Ministry of Electronics and Information Technology (MeitY).

  • This strategic partnership aims to harness AI-powered language translation technologies for greater inclusivity and enhanced accessibility in Panchayati Raj governance.
  • The MoU was signed in the presence of Union Minister of State (MoS) Professor S.P.Singh Bhagel, MoPR, Vivek Bharadwaj, Secretary of MoPR, S. Krishnan, Secretary of MeitY at the Constitution Club of India Annexe, in New Delhi (Delhi).

Key Points:

i.The MoU will enable MoPR to expand multilingual interfaces across Panchayati Raj (PR) digital platforms  such as e-GramSwaraj, which allow elected representatives, rural functionaries, and citizens in rural India, to interact with governance systems in their local languages.

ii.With the signing of the MoU, the partnership will improve language accessibility across MoPR’s major portals and platforms, while also promoting the use of AI-powered public digital infrastructure to empower Panchayati Raj Institutions (PRIs) and reinforce participatory democracy at the grassroots.

iii.As part of the event, a specially curated digital launch video demonstrating the integration of BHASHINI with e-GramSwaraj portal will also be unveiled.

Mizoram Signs MoU with BHASHINI for Multi-Lingual Governance

In June 2025, the Government of Mizoram signed a MoU with the Digital India BHASHINI Division (DIBD) under MeitY, aimed to promote multilingual governance and empower the Mizo community through language technology in their local language, at the MeitY Office, CGO Complex in New Delhi.

  • Under this strategic partnership, Mizoram will integrate BHASHINI’ advanced technology into the state’s digital infrastructure, providing government services, information, and schemes in the Mizo language.

Key Details of MoU:

i.This MoU marks a major milestone in Mizoram’s efforts to promote local languages access in governance, preserve regional languages, and empower tribal communities through digital inclusion.

ii.The MoU aims to achieve key objectives: enhanced citizen services, inclusive governance, digital empowerment and enhance Mizo language AI models.

iii.As per MoU, a BHASHINI Rajyam workshop will be organised in Aizawl, capital city of Mizoram, bringing together state officials and stakeholders.

  • Key focus of this workshop will be program implementation, capacity building, and the deployment of language technologies across various departments.

About BHASHINI:

i.BHASHINI, the National Language Technology Mission (NLTM), is a flagship initiative of Government of India (GoI), launched under the Digital India Program in July 2022.

ii.It is designed to provide smooth access to the internet and digital services in Indian languages, which includes voice-based access, and support content creation in Indian languages. Currently, it is available in 22 Indian languages.

iii.It is being implemented by DIBD, an independent business division under Digital India Corporation (DIC), which was established by MeitY under Section 8 of Companies Act, 2013.
