In October 2025, the Ministry of Panchayati Raj (MoPR), in collaboration with the Department of School Education & Literacy (DoSE&L) under the Ministry of Education (MoE) and the Minister of Tribal Affairs (MoTA), launched the Model Youth Gram Sabha (MYGS) initiative in New Delhi, Delhi.
- During the launch, the MYGS Portal and a Teacher Training Module were unveiled to support the initiative’s nationwide implementation.
- The event was graced by Union Minister of State(Mos) Prof. S. P. Singh Baghel, MoPR and Union MoS Durgadas Uikey, MoTA along with Vivek Bharadwaj, Secretary of MoPR; Sanjay Kumar, Secretary of DoSE&L), and others.

About Model Youth Gram Sabha (MYGS):
Objective: The MYGS educate the students with the structure and functioning of Panchayati Raj Institutions (PRIs) through participatory and experiential learning. Its key objectives are to:
- Educate Students about the Panchayati Raj System
- Encourage Participation
- Develop Leadership Skills
- Promote Understanding of Local Issues
Vision: The core vision of MYGS is to foster active and informed citizenship among youth, instil democratic values of inclusivity and equity, build leadership and critical thinking skills, and enhance awareness of local governance and Sustainable Development Goals (SDGs), empowering students to contribute to national development.
Alignment: The MYGS, aligned with the National Education Policy (NEP) 2020 and the vision of Viksit Bharat.
Implementation: The MYGS will be rolled out in a phased manner across more than 1,000 schools nationwide, including Jawahar Navodaya Vidyalayas (JNVs), Eklavya Model Residential Schools (EMRSs), and State Government Schools.
- A pilot Model Gram Sabha was held in select JNVs and EMRSs during March–April 2025.
Characteristics of a MYGS: It promotes inclusivity, transparency, and accountability through participatory decision-making, a structured agenda, and follow-up mechanisms with Panchayats.
- It also fosters public awareness and budget transparency, enhancing youth engagement and financial literacy.
Funding: An amount of Rs. 20,000 per school will be provided to each participating school as a one-time financial assistance for conducting each mock.
- The fund can be utilised for arrangement of Sabha, logistics support and refreshment.
About MYGS Module:
The module is divided into three interconnected components:
National Level Master Trainer (NLMT) Guide: This provides a comprehensive overview of GS processes and clearly outlines the roles and responsibilities of facilitator. It incorporates MLJP (Meaning, Learning, Joy, and Pride) principles and includes step-by-step tools to support effective facilitation.
Facilitation of Training Module for Teachers: This is a simplified, pictorial, and user-friendly resource designed to make learning engaging and participatory.
Evaluation Framework: It is a tool designed to assess the effectiveness of MYGS through indicators measured pre, during, and post-event.
