Union Minister Bhupender Yadav, Ministry of Labour and Employment (MoL&E), has released the “Report on the Fourth Round of Quarterly Employment Survey,” which is a part of the All India Quarterly Establishment-based Employment Survey (AQEES) conducted by the Labour Bureau, MoL&E.
- The Quarterly Employment Survey (QES) Report on the Fourth Round (January–March, 2022) provides a quarterly analysis of the employment scenario in India as on January 1, 2022.
The Report on QES, which serves as a demand-side survey, will bridge the data gaps on employment in India along with the Periodic Labour Force Survey (PLFS), which serves as a supply-side survey.
All India Quarterly Establishment based Employment Survey (AQEES)
The objective of AQEES is to provide quarterly estimates of employment and related variables in both organised and unorganised segments of nine selected sectors, which account for the majority of total employment in non-farm establishments.
- Nine Selected Sectors: Manufacturing, Construction, Trade, Transport, Education, Health, Accommodation & Restaurant, Information Technology (IT) / Business Process Outsourcing (BPO) and Financial Services.
The AQEES has two components:
- The “Quarterly Employment Survey (QES)”– relates to the establishments with 10 or more workers
- The “Area Frame Establishment Survey (AFES)”– relates to the establishments with 9 or less workers.
Quarterly Employment Survey (QES)
The QES was launched in April 2021 as a component of the AQEES in order to collect vital information regarding employment and related variables in the organized sector of the economy.
- The revised QES was first conducted in the April–June 2021 quarter, replacing older quarterly employment surveys that were discontinued in July–September 2017.
- Objective: To collect data on the impact of the COVID-19 pandemic on the operational and employment status of businesses in the nine key sectors.
According to the first survey, 3.08 crore people were employed between April and June (the reference date for the first round was April 1, 2021).
- The total employment in the nine selected industries was recorded as 2.37 crore in the sixth economic census (2013–14).
Key Highlights of The 4th Quarterly Employment Survey Report:
i.During the 4th round of QES (January-March 2022), total employment created by 9 selected non-farm sectors was 3.18 crore in 5.31 lakh establishments.
- The total workers employed across the 9 sectors has grown from 3.14 crore in October-December 2021 (3rd quarter of 2021–22), 3.10 crore in July–September 2021 (2nd quarter of 2021-22), and 3.08 crore in April–June 2021 (1st quarter of 2021-22).
ii.Of the nine sectors, manufacturing employed the most people (38.5% of the total workforce, or 1.23 crore), followed by education (21.7%, or 69.04 lakh), IT/BPOs (12.0%, or 38.31 lakh), and health (10.6%, or 33.79 lakh).
- These four sectors accounted for 83 % of the total workers.
iii.Of the total estimated workers, the Trade and Transportation sectors employed 5.3% (16.98 lakh) and 4.2% (13.26 lakh), respectively.
iv.Between January 1, 2021, and January 1, 2022, the total employment across the 9 sectors increased by 10 lakh.
- About 3.01 %, or 1.5 lakh, of all the establishments had vacancies.
v.According to the survey, the participation of female workers increased marginally from 31.6% in the 3rd quarter to 31.8% in the 4th quarter.
- Female workers comprised around 52% of the workforce in the Health sector, 44% in Education, 41% in Financial Services, and 36% in IT/BPO.
- There were more self-employed women than self-employed men in the financial services sector.

In August 2022, The National Statistical Office (NSO), Ministry of Statistics and Programme Implementation (MoSPI), in its Working Paper on Compilation of Labour Indicators of the Minimum Set of Gender Indicators to develop a methodology for compiling three labour indicators, reported that between 2017 and 2020, the proportion of employed people working part-time in the 46–59 years age group across all of India was greater than 10%, while the proportion was greater than 15% in the above 60 age group.
