On February 4, 2021, Hardeep Singh Puri, Minister of State (Independent Charge) for the Ministry of Housing & Urban Affairs (MoHUA) released the Final Rankings of Ease of Living Index (EoLI) 2020 & Municipal Performance Index (MPI) 2020 through an online event.
- For the purpose of ranking, both EoLI 2020 & MLI 2020 categorized the rankings of Cities (including cities under Smart Cities Program) & Municipalities under 2 categories based on their population – Million+ Category & Less than Million Category.
- Around 111 cities participated in the assessment which was conducted in 2020.
- The framework these assessments were prepared by MoHUA with the Institute for Competitiveness as the Knowledge Partner.

Ease of Living Index (EoLI)2020
The First Edition of this index started in 2018.
Methodology
- EoLI measures the well-being of Indian citizens across the pillars of Quality of Life, Economic-ability, Sustainability with 49 indicators under 13 categories.
Objective
- To Accelerate India’s Urban development outcomes & achieve Sustainable Development Goals (SDGs).
Key Points
- This year EoLI framework has been consolidated with the addition of Citizen Perception Survey (CPS) holding a weightage of 30%.
- 35% weightage for Quality of Life, 15% weightage for Economic ability, 20% Weightage for Sustainability.
- CPS was conducted from January 16, 2020 – March 20, 2020.
- Bhubaneshwar recorded the highest CPS score followed by Silvassa, Davangere.

Municipal Performance Index 2020 (MPI)
- It is the 1st time that MPI is being undertaken in India. The Municipal Performance Index (MPI) was launched as an accompaniment to the Ease of Living Index.
- They have been ranked based on 5 Verticals which are Services, Finance, Planning, Technology & Governance.
- MPI provides overall understanding of a municipality’s functionalities & the extent of their development & capabilities.
- It covers sectors like Education, Health, Water & Wastewater, SWM & Sanitation, Infrastructure, Digital Governance, Plan preparation among others.
