Union Minister Piyush Goyal, Ministry of Commerce and Industry (MoCI) released the 4th LEADS (Logistics Ease Across Different States) 2022 Survey Report while addressing the National Workshop on PM GatiShakti held to mark the first anniversary of the roll out of the National Master Plan, in New Delhi, Delhi on 13th October 2022.
The report was prepared by the Logistics division of the Department for Promotion of Industry and Internal Trade (DPIIT), MoCI with support from Ernst & Young (EY).
- Andhra Pradesh, Assam and Gujarat are among the 15 States and Union Territories(UTs) which were categorised as achievers in the 4th LEADS 2022 Survey Report.
- Union Minister also stated that PM GatiShakti National Master Plan has the potential to save over Rs. 10 Lakh Crore annually by improving logistics efficiency.
Note: PM GatiShakti was launched by the Prime Minister (PM) of India Narendra Modi on October 13, 2021 for proper planning and integration of infrastructure projects across India.
Assessment of LEADS 2022:
A total of 6,583 responses were received from 2,140 respondents through 600+ meetings facilitated through 20+ National and 75+ regional associations. The statistical assessment was based upon 19 indicators which include 4 objective indicators, and 15 are perception indicators.
- The perception indicators are overarched by 3 pillars viz. Infrastructure (covers 4 indicators), Services (covers 7 indicators), and Operating & Regulatory Environment (covers 4 indicators).
- These sets of indicators form a LEADS index to categorize 36 States and UTs based upon their logistics infrastructure, services, and human resources.
Performance Categories:
LEADS 2022 categorizes States based on their geographic demographics into 4 categories viz. Landlocked, coastal, north-eastern regions and UTs. For grading each of these categories is divided into the following three categories.
i.Achievers: These are States which have shown an exemplary logistics ecosystem with exceptional infrastructure and transparent regulatory processes.
- Score- 90% or more percentage
ii.Fast Movers: These are States who are moving towards becoming achievers through progressive policy, legislatives initiatives, and new infrastructure projects.
- Score- Between 80% to 90%
iii.Aspirers: States which have adopted national best practices to further improve their contribution towards making India as a global manufacturing and logistics hub.
- Score- Below 80%
Result of Leads 2022/Leads 2022 Index: 15 state and UTs are Achievers
This Leads 2022 index indicates the efficiency of logistical services necessary for promoting exports and economic growth.
- 15 states and UTs categorized as achievers, 6 are fast movers, and 15 are aspirers.

Key Points:
i.The report follows the LEADS 2022 Survey which was rolled out in April 2022.
ii.LEADS 2022 will assist in the implementation of the PM Gati Shakti National Master Plan (PMGS-NMP) and the National Logistics Policy (NLP) by identifying gaps in the existing logistics services, infrastructure and regulatory environment.
- PM Gati Shakti has the potential to save about Rs 10 lakh crore per year by improving logistics efficiency. It is developed by Gandinagar, Gujarat based BISAG-N (Bhaskaracharya Institute for Space Applications and Geoinformatics).
- NLP is a comprehensive framework introduced by the Central Government for the development of India’s US$200 billion logistic sector.

About LEADS Report:
It is a follow up of an annual LEADS Survey which assesses view points of various users and stakeholders across India’s logistics ecosystem. This report processes the data received from survey and ranks the logistics ecosystem of each State/ UT using a statistical model. It envisages improving logistics performance across states for enhancing India’s trade and to reduce transaction cost.
- The first LEADS report was released in 2018.
- No ranking was released last year due to the COVID-19 pandemic.
- Gujarat was in the achievers category in both 2018 and 2019.
Points to be noted:
i.India achieved all time high annual merchandise exports of USD 417.81 billion in FY 2021-22, showcasing an increase of 43.18% over USD 291.81 billion in FY21.
ii.India envisions a US$ 2 trillion export figure by 2030.
iii.The Asian Development Bank (ADB), in its September 2022 Asian Development Outlook Update, has projected India’s growth at 7% for FY23, increasing to 7.2% in FY24.
iv.The World Bank (WB) revised India’s growth projection for FY23 to 6.5%.
v.India’s commodity imports and exports are constantly increasing in value terms since Q1FY22.
