On October 27, 2025, Union Minister Shivraj Singh Chouhan, Ministry of Agriculture and Farmers Welfare (MoAFW), approved a Rs.15,095.83 crore plan to procure pulses and oilseeds from farmers in Telangana, Odisha, Maharashtra, and Madhya Pradesh (MP) for the Kharif 2025-26 season.
- The plan was approved under the Pradhan Mantri Annadata Aay SanraksHan Abhiyan (PM-AASHA) scheme and other schemes of the MoAFW.

Approval of Procurement Plan:
Aim: The approval aims to ensure better returns for farmers, protect their incomes from market fluctuations, and support the GoI’s vision of “Aatmanirbhar Bharat” (Self-Reliant India).
Implementation: The Government of India(GoI) will procure 100% of the tur (pigeon pea), urad, and masoor (lentil) produced by the farmers through National Agricultural Cooperative Marketing Federation of India Limited (NAFED) and National Cooperative Consumers Federation of India Limited (NCCF), ensuring a guaranteed market and fair prices for farmers.
State-wise Procurement Approvals:
Telangana: Approved the procurement of 4,430 metric tonnes (MT) of moong (green gram), accounting for 25% of the total production in Telangana under the Price Support Scheme (PSS) for Rs.38.44 crores.
- The GoI will also procure 100% of urad (black gram) and 25% of soyabean.
Odisha: Approved to procure 18,470 MT of arhar (red gram), accounting for 100% of the production in Odisha under PSS, with a budget of Rs.147.76 crores.
Maharashtra: Approved the purchase of 33,000 MT of moong worth Rs.289.34 crores, 3,25,680 MT of urad worth Rs.2,540.30 crores, and 18,50,700 MT of soyabean worth Rs.9,860.53 crores under PSS.
MP: The GoI will procure 22,21,632 MT of soyabean under the Price Deficiency Payment Scheme (PDPS) for Rs.1,775.53 crores.
About Pradhan Mantri Annadata Aay SanraksHan Abhiyan (PM-AASHA):
Overview: PM-AASHA was launched in 2018 by MoAFW, to ensure remunerative prices to farmers for their produce, strengthening the Minimum Support Price (MSP) system.
Components: Under PSS, implemented by NAFED and Food Corporation of India (FCI), government agencies procure pulses, oilseeds, and copra directly from farmers at MSP. It is primarily used for physical procurement.
- Under PDPS, farmers sell their produce in the open market. If the market price is lower than MSP, the difference is paid directly to farmers.
- Under the Pilot of Private Procurement & Stockist Scheme (PPSS), private players are enabled to participate in procurement at MSP in selected districts or crops.
