Manipur CM presents budget with expenditure proposal of Rs 35,022 crOn February 21, 2023, the Chief Minister (CM) of Manipur Nongthombam Biren Singh who is also the minister in-charge of finance presented the Manipur state budget for 2023-24 with an expenditure proposal of Rs 35,022 crore out of the consolidated fund of the state.

  • The budget proposals focus on education, health, sports and agriculture.
  • This was the 3rd sitting of the 3rd session of the 12th Manipur Legislative Assembly which began on February 2, 2023.

Fiscal Parameters Budget 2023-2024:

i.The Gross State Domestic Product (GSDP) for 2023-24 is estimated at Rs 45,145 crore.

ii.The total Revenue Expenditure is estimated at Rs 20,292 crore while the Capital outlay is estimated at Rs 10,013 crore.

iii.The fiscal deficit is estimated at Rs 2,760 crore which is 6.1% of the GSDP.

iv.The total outstanding debt as a percentage of GSDP is projected at 39.93%.

v.The total receipts are estimated at Rs 34,131 crore, revenue receipts at Rs 27,547 crore, and capital receipts at Rs 6,584 crore,

vi.The total estimates of the state’s own tax and non-tax receipts are Rs 3,200 crore and Rs 400 crore, respectively.

vii.The budget deficit is estimated at Rs 891 crore, which is a reduction from FY23’s budget deficit of Rs 1,230 crore.

Highlights:

i.It is proposed to launch the ‘College Fagathansi Mission’ to improve the infrastructure of government colleges.

  • Under this there will be capital investment of at least Rs 60 crore in FY24.

ii.A budget of Rs 100 crore is provided to the Start Up Ecosystem.

iii.To promote the state’s indigenous games, work has started on an ‘Indigenous Sports Complex’ in Senapati district under the Scheme for Capital Investment with an allocation of Rs 7.2 crore.

iv.There is an allocation of Rs 2 crore for the promotion of millets in addition to funding provided under various Centrally Sponsored Schemes (CSS).

  • The United Nations has declared 2023 as the ‘International Year of the Millet’.

i.The Government of India (GoI) and Manipur government have signed a ‘Cessation of Operation Agreement’ with Zeliangrong United Front (ZUF), an insurgent group of Manipur, in New Delhi. Under the agreement, rehabilitation and resettlement of the armed cadres will be provided and a Joint Monitoring Group will be constituted to oversee the enforcement of the ground rules.

ii.On 23rd December 2022, Manipur Chief Minister (CM) N. Biren Singh launched an upgraded Inner Line Permit (ILP) System portal, for saving the indigenous population of Manipur.
