India launches First unique model to standardize civil service training institutions

The “National Standards for Civil Service Training Institutions” (NSCSTI) were introduced at the Capacity Building Commission (CBC) headquarters in New Delhi, Delhi, by Dr. Jitendra Singh, Union Minister of State (MoS), Ministry of Personnel, Public Grievances & Pensions.

  • He has also inaugurated the web-portal and approach paper for the National standards.

With the establishment of NSCSTI, India has set the standard for other nations by developing a novel framework for national standards to be established for civil service training institutions.

National Standards for Civil Service Training Institutions (NSCSTI) 

i. The NSCSTI is designed by CBC to provide a baseline for Central Training Institutions (CTIs)regarding their current capabilities, to enhance their quality and capacity of training delivery, and to streamline standards for training.

  • It will also set goals for training institutions to strive for excellence.

ii.India will now have standards and accreditation for training institutes for the first time, in addition to higher education, healthcare, and the environment.

Significance of Having Standards for Central Training Institutions (CTIs)

i. The Standards will empower CTIs to assist civil servants in addressing the new problems of the 21st century. The civil service training institutes train 31 lakh GoI

ii.CBC highlighted a few areas of focus that might substantially enhance the development of civil service capacity, including Training Needs Assessment (TNA),Faculty Development, Collaboration with Different Institutes, Digital Readiness, etc.

iii. The CTIs will impart the officers with the three “E”s of civil service learning—empowered learning, effective learning, exploratory learning, and electronic learning—and serve as mentors throughout their careers.

Reforms in Civil Services Brought in by GoI

i. National Programme for Civil Services Capacity Building (NPCSCB) – Mission Karmayogi: It aspires to develop a competent civil service founded in Indian ethos, with a shared knowledge of India’s priorities, working in collaboration for effective and efficient public service delivery.

  • It aims to create a future-ready civil service with the necessary attitude, skills, and knowledge, in line with the vision of New India.
  • The CBC has been tasked with carrying out Mission Karmayogi’s objectives.

ii.iGOTKarmayogi– an Indian-made digital platform that provides learning and career management services.

iii. The first-ever common foundation course, called “AARAMBH” (Beginning), was introduced in 2019 at the Statue of Unity in Kevadia, Gujarat.

UPSC Announces Lt General Raj Shukla as Appointed Member

The Union Public Service Commission (UPSC) has appointed Retired Army Training Command Chief Lieutenant (Lt) General Raj Shukla as a member of the UPSC. He was administered the oath of office and secrecy by Smita Nagaraj, the senior most member of the UPSC, at the UPSC headquarters in New Delhi, Delhi.

  • With his appointment, UPSC now has a Chairperson and six members, against its sanctioned strength of 10.

The UPSC conducts the Civil Services Exam (CSE) to recruit civil servants to the GoI for appointment to the Indian Administrative Service (IAS), Indian Foreign Service (IFS), Indian Police Service (IPS), and the Central Services—Group A and Group B.

About Lt General Raj Shukla

i.Lt. General Shukla is a strong proponent of Agnipath, the short-term recruitment scheme in the armed forces that was announced in June 2022.

ii.In recognition of his service of the most exceptional order, the officer was awarded the Param Vishisht Seva Medal on Republic Day 2021.

iii. He was the 22nd General Officer Commanding-In-Chief of the Indian Army’s Training Command (ARTRAC).

iv.Shukla commanded an Infantry Brigade in Counter Insurgency Operations, the Baramulla Division along the Line of Control (LoC) in the Kashmir Valley.
