London (the United Kingdom, UK)-based Henley & Partners in partnership with wealth intelligence firm, New World Wealth released the 4th annual edition of World’s Wealthiest Cities Report 2025. As per the report, Mumbai (Maharashtra) ranked at 27th position globally with more than 51,000 millionaires, and 25 billionaires, emerged as the wealthiest city in India.
- Mumbai also known as the financial capital of India registered a robust growth of 69% in millionaire numbers over the last 10 years.
- As per the report, New York City (USA) retained its position as the world’s wealthiest city, with 384, 500 High-Net Worth Individuals (HNIs), followed by the Bay Area (including the city of San Francisco and Silicon Valley, USA) and Tokyo (Japan) ranked at 2nd and 3rd position in the list. Tokyo stands as Asia’s wealthiest city.
About World’s Wealthiest Cities Report 2025:
i.This latest edition of the report provides a comprehensive review of the world’s top 50 wealthiest cities, with in-depth insights on economic mobility, prime property, the investment migration sector, and wealth management.
ii.The report also benchmarks wealth in over 100 centi-millionaire (individuals with assets over $100 million) hotspots across the world.

Key Highlights:
i.Singapore ranked at 4th position on the list, with 242, 400 millionaires, followed by Los Angeles (USA) ranked at 5th with 220, 600 millionaires.
ii.This year, Lisbon, the capital city of Portugal debuted the list, ranked at 50th spot with 22,00 millionaires, due to which Auckland (New Zealand) dropped out from this year’s list.
iii.London (the United Kingdom, UK), ranked at 6th spot (down from 5th spot in 2024)with 215,600 millionaires and Moscow, the capital city of Russia, ranked at 40th position with 30,000 millionaires, are the only two countries that have recorded negative growth of 12% and 15%, respectively in the number of resident millionaires compared to last decade.
iv.China’s Shenzhen city emerged as the fastest growing cities in terms of wealth accumulation between 2014 and 2024, ranked at 28th position with 142% growth and 50,800 millionaires.
v.Among top 50 wealthiest cities in the world, Dubai (the United Arab Emirates, UAE) has improved its ranking significantly by 4 places, from 21st (in 2024) to 18th (in 2025), with 81,200 resident millionaires which includes 237 centis and 20 billionaires.
- In contrast to it, Seoul, the capital city of Korea witnessed the sharpest decline in its ranking i.e. from 24th (in 2024) to 19th (in 2025), despite a 17% growth in millionaire numbers.
India-Specific:
i.Other than Mumbai, the Only Indian city featured in the world’s top 50 wealthiest cities list is Delhi, ranked at 39th position globally with 31,200 millionaires and 16 billionaires.
- Delhi has registered an impressive 82% growth in millionaires over the last decade.
ii.Bengaluru (Karnataka) known as the Silicon Valley of India, is one of the world’s fastest growing wealth hubs list, registering a robust 120% millionaire growth from 2014 to 2024.
- As per the report, Bengaluru, is emerging one of the centi-millionaire city hotspots over the next decade (2025 to 2035).
