On the occasion of 8th National Startup Day 2024 (on January 16, 2024), the results of the 4th edition of ‘States’ Startup Ranking 2022- On support to Startup Ecosystems of States and Union Territories‘ & 4th ‘National Startup Awards (NSA) 2023- Celebrating Achievers Ahead of the Curve‘ were declared by Startup India, Department for Promotion of Industry and Internal Trade (DPIIT), Ministry of Commerce and Industry (MoCI) during an event at Bharat Mandapam in New Delhi, Delhi.
- The winners were felicitated by the Union Minister Piyush Goyal, Ministry of Commerce and Industry (MoCI).
- In the State’s Startup Ranking 2022, Gujarat, Karnataka, Kerala, and Tamil Nadu (TN) emerged as the best-performing States in Category A (Population above 1 Cr) for developing startup ecosystems for budding entrepreneurs while Himachal Pradesh is emerged as the best performer in Category B (Population below 1 Cr).
States’ Startup Ranking 2022:
Assessment:
i.In this ranking exercise, 33 states and Union Territories (UTs) were evaluated across five performance categories viz. best performers, top performers, leaders, aspiring leaders and emerging startup ecosystems.
ii.The evaluation period was from August 1, 2021, to December 31, 2022, considering their compliance and progress.
iii.The assessment focused on 7 reform areas with 25 action points, contributing to a maximum score of 100 marks, including feedback.
- The reform areas are Institutional Support, Fostering Innovation & Entrepreneurship, Access to Market, Incubation & Mentorship Support, Funding Support, Capacity Building of Enablers, Roadmap to a Sustainable Future.
iv.States were ranked based on initiatives for developing startup ecosystems, categorized by population size i.e. Category A & B.
Performance Categorisation: The ranking involves five grading groups viz. best performers (percentile: 90-100), top performers (percentile: 70-89), leaders (percentile: 50-69), aspiring leaders (percentile: 30-49) and emerging startups ecosystems (percentile: up to 30).

There are 5 Best Performers, 7 Top Performers, 8 Leader, 4 Aspiring Leader, and 9 Emerging Ecosystems in the following Category A and Category B of the ranking:
Category A
i.Maharashtra, Odisha, Punjab, Rajasthan, and Telangana were named the top performers.
ii.Andhra Pradesh (AP), Assam, Madhya Pradesh (MP), Uttar Pradesh (UP), and Uttarakhand were named leaders.
iii.Bihar and Haryana were named as aspiring leaders.
iv.Chhattisgarh, Delhi, and Jammu and Kashmir (J&K) named as emerging ecosystems.
Category B
i.Arunachal Pradesh (AR) and Meghalaya were the top performers in this category.
ii.Goa, Manipur, and Tripura placed in the list of leader.
iii.Andaman and Nicobar Islands, and Nagaland were named as aspiring leaders.
iv.Chandigarh, Dadra and Nagar Haveli and Daman and Diu, Ladakh, Mizoram, Puducherry, and Sikkim named as emerging ecosystems.

About States’ Startup Ranking:
Launched in February 2018, Startup Ranking aims to assess the Indian startup sector and accelerate its growth and development. The initiative has prompted states/UTs to develop dedicated startup policies, and its annual rankings track the evolution of these policies and overall efforts in startup ecosystem building.
About Startup India Initiative:
It was launched by Prime Minister (PM) of India Narendra Modi on January 16, 2016, as a flagship initiative of the Government of India to build a strong ecosystem for nurturing innovation, boosting startups, and encouraging investments in the startup sector of India.
- It managed by a dedicated Startup India Team, which reports to the DPIIT.
- As of now, over 117,000 startups are recognized by the government. All the recognized ones are eligible to seek certain tax incentives.
National Startup Awards 2023
During the event, the 4th edition of NSA 2023 was also held which recognizes, rewards, promotes and offers exclusive handholding support to outstanding startups. NSA 2023 acknowledges 21 winners in 16 categories from 84 finalists for the competition.
- The winning startups will get Rs 10 Lakh
- NSA was launched in 2020 by DPIIT.
