Bhupendra Patel, the Chief Minister (CM) of Gujarat inaugurated the Gujarat SemiConnect Conference 2025, a 3-day event with the theme “Gujarat Silicon Gujarat: Powering India’s Semiconductor Revolution”, held from March 5-7, 2025 at Mahatma Mandir Convention and Exhibition Centre (MMCEC) in Gandhinagar, Gujarat.
- The Conference featured 3 primary and parallel events: Building Local to Global Value Chain, the 19th India Electronics and Semiconductor Association (IESA) Vision Summit , and the 2nd Indian Semiconductor and Packaging Ecosystem Conference (ISPEC 2).
- The Conference aims to attract global investments, integrate local industries into global value chains, and skill & ecosystem development.
Note: Gujarat implemented a dedicated Semiconductor Policy (The Gujarat Semiconductor Policy (2022-27) in 2022 and is developing Dholera Special Investment Region (DSIR) as India’s 1st greenfield smart city with plug-and-play facilities for the semiconductor industry.
Organisers:
The event was co-organised by the Gujarat State Electronics Mission (GSEM), Milpitas, California (the United States of America, USA)-based Semiconductor Equipment and Materials International (SEMI), Bengaluru (Karnataka)-based IESA, and Indian Design, Semiconductor, Packaging and System (IDSPS), a nationwide program developed to provide a sustainable path for manufacturing and growth of Indian semiconductor industry.
Highlights:
i.The Conference witnessed the participation of over 1,500 delegates from various countries and India, 75+ Top Global Industry Leaders from across the globe, and 25+ Top Government officials, and policymakers.
ii.It featured Industry Report launches, Technovation Award by the IESA, , and Poster Session Awards ceremonies, the signing of Memoranda of Understanding (MoUs) for investments in semiconductor and fabrication (fab) sectors, and 7-panel discussions.
iii.The Semiconductor Supply Chain Compendium was also launched, and an e-foundation stone was laid for infrastructure projects in Dholera.
iv.The IESA released the “Semiconductor Manufacturing Supply Chain” report and launched the “Vision to Reality” Make in India Product Initiative.
Key Events:
i.The Building Local to Global Value Chain event included 6 Countries(Japan, Taiwan, Korea, Singapore, the Netherlands and the United States of America(USA))-Specific Roundtables.
ii.The IESA Vision Summit: Powering India’s Semiconductor Revolution is a premier event focused on the semiconductor and electronics industry.
- The Summit also featured an exhibition, titled ‘Sand to Silicon to Systems‘ showcases the comprehensive journey of the Electronics System Design and Manufacturing (ESDM) ecosystem.
iii.The ISPEC 2 was co-located with the IESA Vision Summit and was organised with a focus on global-level Research and Development (R&D) and workforce development in partnership with the global industry.
MoUs Signed :
The Gujarat Government signed over 30 MoUs amounting to over Rs. 1.04 lakh crore at the Gujarat Semiconnect Conference 2025 to bolster semiconductor and electronics manufacturing in Gujarat. Few key MoU signed are:
i.The USA electronics manufacturing company Jabil signed an MoU with the Gujarat government to set up a silicon photonics manufacturing factory with an investment of Rs 1,000 crore.
ii.An MoU was signed with Sanand(Gujarat)-based Micron Technology on Environment, Health & Safety (EHS) initiatives, Science, Technology, Engineering and Mathematics (STEM) education, and skilled manpower development.
iii.Tata Electronics Private Limited (TEPL), a wholly-owned subsidiary of Tata Sons and India Semiconductor Mission (ISM), an initiative of the Ministry of Electronics and Information Technology (MeitY), signed a Financial Support Agreement (FSA) to establish a semiconductor fabrication unit at Dholera(Gujarat), with an investment of Rs. 91,526 crores, backed by Central government funding.
iv.TEPL and IIT Gandhinagar entered an MoU to enhance semiconductor training and skill development.
v.A tri-partite Agreement was signed between TEPL, Himax Technologies, Inc., a Taiwan-based industry leader in semiconductor products, etc., and Powerchip Semiconductor Manufacturing Corporation (PSMC), a leading Taiwanese Foundry and Technology Transfer Partner of Tata Electronics.
- This MoU aims to focus on manufacturing display chips for Himax using PSMC’s advanced technology.
vi.An MoU was signed with Taiwan Surface Mounting Technology (TSMT) with an investment of over Rs. 500 crore to establish an Electronics Manufacturing Services (EMS) unit in Gujarat, promising around 1,000 job opportunities.
vii.A Rs 10,000 crore worth MoU was signed, expressing the intent to establish a compound semiconductor fabrication and optoelectronics facility in Gujarat with the technical support of NextGen Hitachi and Solidlight.
viii.The IESA and the Japan External Trade Organization (JETRO) signed a strategic MoU to strengthen global collaboration in the semiconductor and electronics sectors.
ix.Uttar Pradesh-based Cans India Private Limited signed a significant partnership agreement with the USA based Alpha & Omega Semiconductor Limited (AOS) for multi-year, multi-million-dollar semiconductor chip products.
- AOS also signed an agreement with Karnataka-based Kaynes Technology India Limited for multi-year, multi-million-dollar semiconductor chip products.
Growth Potential and Market Projections of India’s Semiconductor Industry:
i.India’s semiconductor industry is projected to reach USD 40 billion by 2030, driven by a strong supply chain ecosystem.
ii.The India Electronics and Semiconductor Association (IESA) estimates the global semiconductor supply chain market will hit USD 420 billion by 2030.
iii.With the current framework, India’s semiconductor sector is expected to grow to USD 10 billion by 2030.
