Govt Approved Mitigation, Recovery and Reconstruction Projects worth over Rs 4,600 Crore across 9 States

In October 2025, A High-Level Committee (HLC) chaired by Union Minister Amit Shah, Ministry of Home Affairs (MHA), has approved the number of mitigation, recovery and reconstruction projects worth Rs 4645.60 crore for 9 states including Assam, Kerala, Madhya Pradesh (MP), Odisha, Rajasthan, Uttar Pradesh (UP), Bihar, Chhattisgarh and Andhra Pradesh (AP).

  • The projects will be financed through the National Disaster Mitigation Fund (NDMF), reflecting the government’s focus on strengthening disaster preparedness nationwide.

Key Details of Projects Approved by HLC:

Restoration and Rejuvenation of Wetlands:

Overview: The HLC has approved a plan for the restoration and rejuvenation of wetlands for Assam, with total budget outlay of Rs 692.05 crore.

Funding Contribution: Out of the total budget approved for the project, the Government of India(GoI) will contribute Rs 519.04 crore (75% of the total budget) and the state government will contribute Rs 173.01 crore (25%).

Coverage: The new approved plan includes projects for mitigation activities towards restoration and rejuvenation of 24 wetlands in 9 districts of Assam, spanning across the Brahmaputra river system.

Significance: The project aims to improve wetland water retention in Assam, reducing flood and erosion risks.

Phase-II of UFRMP:

Implementation: The Phase-II of Urban Flood Risk Management Programme (UFRMP) will be implemented in 11 cities namely, Bhopal (MP), Bhubhaneshwar (Odisha), Guwahati (Assam), Jaipur (Rajasthan), Kanpur (UP), Patna (Bihar), Raipur (Chhattisgarh), Trivandrum (Kerala), Vishakhapatnam (AP), Indore (MP) and Lucknow (UP).

Budget: The HLC has approved a total budget outlay of Rs 2,444.42 crore for the programme that will be funded from the NDMF.

  • As per the NDMF guidelines, the total cost of the programme will be shared between the GoI and States in the ratio of 90:10, respectively.

Selection Criteria: These 11 cities were selected based on their status of being the most populous cities/state capitals; vulnerable to floods, as well as consideration of other factors such as: physical, environmental, socio-economic, and hydro-meteorological.

Flood Mitigation Projects for Guwahati:

Budget: The HLC has also approved a flood mitigation programme for Guwahati(Assam)with a total budget of Rs 200 crore, of which the centre government will contribute Rs 180 crore as it share from NDMF.

Key Activities: Various activities will be undertaken for the urban flood risk mitigation project for Guwahati. Structural measures involve interlinking of water bodies, storm water management, construction of flood protection wall, erosion control and soil stabilization using Nature-Based Solutions (NBS), among others.

Other Key Approvals:

Financial Assistance: The HLC also approved financial assistance of Rs 1270.788 crore and Rs 260.56 crore to states of Assam and Kerala, respectively, for recovery and reconstruction activities/plan for the states due to flood/landslide incident of 2022 and Wayanad landslide-2024.

Disaster Fund Releases:The Union Minister Amit Shah has also approved advance release of Rs 24.40 crore, as 2nd installment of the centre government share of State Disaster Response Fund (SDRF), to the state government of Sikkim for 2025-26.

  • Apart from it, the GoI has also released Rs 4412.50 crore from the State Disaster Mitigation Fund (SDMF) to 21 states and Rs 372.09 crore from NDMF to 09 states.

Disaster Fund Releases in FY26: During the Financial Year 2025-26 (FY26), the GoI has released Rs 13578.80 crore and Rs 2024.04 crore to 27 states under the State Disaster Response Fund (SDRF); to 12 states under National Disaster Response Fund (NDRF), respectively.
