About Controller General of Accounts (CGA):
Advisor: It is the Principal Accounting Adviser to the GoI and is responsible for establishing and maintaining a technically sound Management Accounting system.
Functions: Its functions include preparing the monthly and annual analysis of expenditure, revenues, borrowings and fiscal indicators of the GoI.
- It leads initiatives in digitisation of government payments, Public Financial Management System (PFMS), and Direct Benefit Transfer (DBT).
- It frames and enforces government accounting rules, procedures, and standards, Manages the Central Payment and Accounting System through Pay & Account offices, Central Pension Accounting office, etc.
Act: The functions of the CGA are governed by the Allocation of Business Rules, 1961, (framed under Article 77 of the constitution).
Eligibility: The senior officers of the ICAS with over 30 years of service are appointed by the Appointments Committee of the Cabinet (ACC) on the recommendation of MoF.
