Defence ministry identifies 18 platforms for industry-led design and development

The Government of India (GoI) has introduced 18 major platforms led by industry for design and development in the defence sector. The project focuses on  ‘Atma Nirbhar Bharat Abhiyan’.

i.GoI has allocated 25 per cent of the union budget 2022-23 for Defence Research and Development (R&D).

ii.These 18 platforms have been classified into the following categories:

  • Make-I category
  • Special Purpose Vehicle (SPV) Model category
  • Innovations for Defence Excellence (iDEX)
  • Make-II category

Aim:

i.The project aims to display the designing  capabilities of the domestic defence industry. 

ii.It also sets the standard of India as a design leader with the technologies.

Platforms Under Make-I Category:

  • Hypersonic glide vehicle.
  • Directed energy weapons (300 KW and more) [high powered electromagnetic devices and high powered laser devices].
  • Naval shipborne unmanned aerial system (NSUAS).
  • Lightweight tank. 
  • Self-healing minefields.
  • Unmanned autonomous AI-based land robot.
  • 127 mm naval gun.
  • 127 mm guided projectile.
  • Electric propulsion (engines) for ships.
  • Standoff airborne jammer.
  • Li-ion cells/li-sulphur cells [portable high capacity energy systems replacing the conventional hydrocarbons].
  • Communication system (AFNET system switches, routers, encryptors and VOIP phones).
  • Electro-optical (EO) pod (with subsequent upgrade to EO/IR) with high-resolution sensing.
  • ‘Plug and Play’ housing/infrastructure for soldiers posted at extreme altitudes.

Platforms Under Special Purpose Vehicle (SPV) Model Category:

  • Long-range unmanned aerial vehicles (UAVs) [high altitude long endurance (HALE)].
  • Indian multi-role helicopter (IMRH).

Platform Under Innovations for Defence Excellence (iDEX):

  • Low orbit pseudo satellites.

Platform Under Make-2:

  • Anti-jamming systems for multiple platforms.

Classification Of Projects:

Under the Defence Acquisition Procedure (DAP) 2020, with the participation of Indian Industries ‘Make’ category aims to achieve self-reliance.

i.In the projects under Make-I category, the Ministry of Defence (MoD) will provide financial support up to 70 per cent of total cost of prototype development.

  • And the Make-I category consists of 14 platforms.

ii.Under SPV model, private industry is encouraged to take up the design and development of military platforms and equipment in collaboration with the Defence Research and Development Organisation (DRDO) and other organizations. 

  • SPV consists of 2 platforms.

iii.Projects involving high-end innovation such as startups, Ministry of Micro, Small & Medium Enterprises (MSMEs) etc. Will be carried under the iDEX category.

  • iDEX consists of 1 platform.

iv.Projects under Make-II is funded by industry with assured procurement.

  • Make-II consists of 1 platform.

Note:

4 Out of 18 major platforms has been grant, Approval-In-Principle (AIP) under the Make-I category are as follows:

  • Communication system (AFNET system switches, routers, encryptors and VOIP phones).
  • EO pod (with subsequent upgrade to EO/IR) with high-resolution sensing.
  • Standoff airborne jammer.
  • Light weight tanks.
